Постановление Чеченского национального совета о подчинении Добровольческой армии 

25 марта 1919 г.
с. Урус-Мартан 

Чеченский национальный совет в заседании своем в ночь на 26 марта 1919 г. в селении Урус-Мартан по вопросу о подчинении Чечни управлению Добровольческой армии и о назначении правителем Чечни генерала от артиллерии Ирис-Хана Алиева вынес следующее постановление:

В дни, когда народное сознание помрачено, в дни великих народных бедствий и тягчайших переживаний, в тот момент, когда Россия, эта величайшая страна мира, охваченная пожаром дикой, необузданной внутренней смуты, стояла уже на краю гибели, в тот момент, когда русский народ, как бы помраченный в самых тайниках души своей, раскололся на части и восстал брат на брата, сын на отца, в тот момент, когда с каждым днем все ужаснее и уродливее становилась русская жизнь, в момент, когда под флагом опоры на народную власть шайки проходимцев устраивают вооруженные восстания, делают все возможное, чтобы смутить народ и увлечь его на путь измены свободе и родине, и в этом помрачении народного ума и сердца черпают силу для своего злого умысла, — создается великая Добровольческая армия, проникнутая идеями широкой свободы, озаряя народности светом широкого самоуправления, и бросает в усталые души народов мысль счастия и чаяния лучшего будущего. Шлем свой искренний привет и лучшие пожелания Добровольческой армии!

Интересы великих исторических дней России требуют дружного единения всех народов государства российского, и мы ценим задачи и цели Добровольческой армии, как задачи христианского разрешения национального вопроса — на началах истины и справедливости; в нашем представлении Добровольческая армия является продолжательницей великого лозунга союзников — раскрепощения мелких народностей и защиты маленьких угнетенных стран. Задача Добровольческой армии понята нами, как цель объединить всех граждан для счастливого, мирного сожительства и общего земного благополучия. Полагаем, что при такой задаче государственного единения различных по природе элементов не будет места насилию над совестью, порабощению природных чувств народов, растоптанию дарованных им Аллахом прав.

Это государственное единство не явится механическим, поверхностным, мнимым, которому сопутствует внутренняя рознь и которое при неблагоприятных обстоятельствах скоро распадется, а это будет «единство духа в союзе мира», единство задушевное, прочувственное и сознательное, которое никакие исторические бури не в силах разбить. Такое единство, обеспечивающее мощь государства, не создается искусственными мерами и физической силой, а стремлением обеспечить возможно большую сумму счастия всем отдельным частям государства.

Еще раз приветствуем Добровольческую армию и желаем ей скорейшего осуществления ее великих задач.

В сознании важности момента в эти тяжелые исторические дни Чечни, выражая свое полное доверие, приносим свою искреннюю и глубокую благодарность генералу от артиллерии Ирис-Хану Алиеву за принятую на себя столь тяжелую задачу и желаем ему плодотворной работы на благо чеченскому народу.

Resolution of the Chechen National Council  on subordination to the Volunteer Army 

25 March 1919

settlement of Urus-Martan 

The Chechen National Council, in its session on the night of 25-26 March 1919 in the settlement of Urus-Martan on the question of Chechnia’s subordination to the command of the Volunteer Army and on the appointment of Artillery Gen. Iris-Khan Aliev as ruler of Chechnia, issued the following resolution:

During days when the people’s consciousness has darkened; during days of great calamities for the people and the gravest tribulations; at a time when Russia, the greatest country in the world, engulfed in a conflagration of savage, unbridled internal turmoil, has already stood on the brink of doom; at a time when the Russian people, in whom the innermost recesses of its soul have turned dark, has split into parts and brother has rebelled against brother, son against father; at a time when Russian life has become more and more terrible and ugly with each passing day; at a time when, under the flag of relying on the popular rule of a gang of crooks, armed rebellions are being instigated and everything possible is being done to disorient the people and divert it to a path of betrayal of freedom and homeland, and from this darkening of the people’s minds and hearts, strength is being drawn for their evil design – a great Volunteer Army is being created, infused with the ideas of broad freedom, illuminating the peoples with the light of broad self-government, and it injects into the tired souls of the peoples the idea of happiness and hope for a better future. We send our sincere greetings and best wishes to the Volunteer Army!

The interests of Russia’s great historic days demand a harmonious unification of all peoples of the Russian state, and we regard the tasks and objectives of the Volunteer Army as tasks of a Christian resolution of the nationality question – on the basis of truth and justice; in our mind, the Volunteer Army is continuing the great slogan of the allies – the emancipation of small peoples and the protection of small, oppressed countries. We understand the Volunteer Army’s task as an objective to unite all citizens for happy, peaceful cohabitation and common earthly well-being. We believe that, given such a task of state unification of elements that are different in nature, there will be no room for violence against one’s conscience, enslavement of the natural feelings of peoples and the trampling of rights endowed on them by Allah.

This state unity will not be mechanical, superficial, imaginary, which is accompanied by internal discord or which under adverse circumstances will soon fall apart; it will be a “unity of the spirit in a union of peace,” a sincere, heartfelt and conscious unity that no historical storms can shatter. This unity, which supports the state’s power, is not created through artificial measures and physical force, but through an effort to provide as large an amount of happiness as possible to all of the individual parts of the state.

Once again we greet the Volunteer Army and wish it the speediest possible fulfillment of its great tasks.

Aware of the importance of the moment during these hard historic days for Chechnia and expressing our full confidence, we convey our sincere and deep gratitude to Artillery Gen. Iris-Khan Aliev for the very difficult tsk he has undertaken and wish him fruitful work for the good of the Chechen people.
