Фракция коммунистов Кирвоенревкома делегирует на партсъезд в Москве товарищей Пестковского и Арганчаева, коим поручает просить съезд: Первое. Наметить практические реальные гарантии самоопределения народностей в автономных республиках Киргизской, Башкирской, Туркестанской и других, резко осудив недальновидную высокомерную нередко провокационно издевательскую тактику местных губернско-уездных империалистов даже в составе Губкомов соседних губерний, пропитанную подсознательным великорусским шовинизмом, желанием ставить злостное каждое лыко строку молодым республикам, стремлением подорвать авторитет их руководящих органов и всемерно затруднить практическое строительство жизни на автономных территориях путем захватнического отторжения лучших уездов, захвата имущества учреждений и служащих, стеснений в жилищном вопросе и снабжении и систематического отказа в содействии во всех отношениях, особенно в смысле выделения опытных работников, властно указать всем соседним Губкомам и русским парторганам внутри автономных территорий на необходимость заменить противодействие содействием, разжигание страстей товарищеской поддержкой и раздоры сотрудничеством, передовым элементам отсталых народностей, напомнив, что в восточных странах русскому пролетариату придется сотрудничать с еще более отсталыми трудовыми массами, без участья которых, однако, успех мировой революции нельзя считать обеспеченным. Третье. Принять во внимание заявление Кирревкома, что, считая недопустимую дальнейшую земледельческую колонизацию Киркрая впредь до полного поземельного устройства всего местного населения, он всецело придет навстречу колонизации промышленной, связанной с развитием путей сообщения и местных производительных сил, сообразно хозяйственным нуждам всей федерации и Киркрая при условии усиленного научно-технического образования кирмолодежи как сознательной участницы в строительстве новых форм жизни совместно с промышленным пролетариатом. Четвертое. Подтвердить, чтобы общефедеративная производственная и продовольственная политика на автономных территориях производилась через посредство местных совнархозов и компродов с удовлетворением в первую очередь нужд

местного населения, причем для успеха в обоих направлениях необходимо выделение центром наилучших специалистов с широкими взглядами, способных гармонично сочетать интересы частей с интересами целого. Пятое. Признать неотъемлемое право автономных республик самостоятельно организовать партийную работу в пределах своей территории посредством областных съездов и комитетов под непосредственным руководством Цека. Просить Цека партии утвердить как временную меру представлении фракции ревкома и актюбинской конференции краевое организационное бюро РКП большевиков.

The Communist faction in the Kirgiz Revolutionary Committee delegates Comrades Pestkovsky and Arganchaev for the Party Congress in Moscow and assigns them: to ask the Congress, first, to lay down practical, real guarantees of self-determination for the peoples in the Kirgiz, Bashkir, Turkestan and other autonomous republics while sharply condemning the short-sighted, high-handed, frequently provocatively abusive tactics of the local gubernia and uezd imperialists, even in the gubernia committees of neighboring gubernias, which are permeated by subconscious Great Russian chauvinism, a desire to blame everything that goes wrong on the young republics, an effort to undermine the authority of their leading bodies and to do everything to impede the practical construction of life in the autonomous territories through the invasive grabbing of the best uezds, seizure of property from institutions and office workers, impediments in housing and supply and a systematic refusal to assist in any way, especially in regard to allocating experienced functionaries; to authoritatively point out to all neighboring Gubernia Committees and Russian party bodies within the autonomous territories the necessity of replacing opposition with assistance, the stirring up of passions with comradely support and squabbling with cooperation with the advanced elements of the backward peoples, reminding everyone that in the eastern countries the Russian proletariat will have to cooperate with even more backward working masses, without whose participation, however, the success of a world revolution cannot be considered guaranteed; third, to take into consideration the statement of the Kirgiz revolutionary committee that, while deeming further agricultural colonization of the Kirgiz Krai, including a complete land arrangement for the entire local population, to be impermissible, it will wholeheartedly meet halfway industrial colonization tied together by the development of railroads and local productive forces in keeping with the economic needs of the whole federation and the Kirgiz Krai, provided there is an increase in the scientific-technical education of Kirgiz youth as a responsible participant in the construction of new forms of life together with the industrial proletariat; fourth, to confirm that the overall federative production-oriented and food policy of the autonomous territories is carried out through local sovnarkhozes [economic councils] and food committees by satisfying first and foremost the needs

of the local population. In addition, in order to succeed in both areas the center must provide the best experts with broad views who are able to harmoniously combine the interests of the parts with interests of the whole; fifth, to recognize the inalienable right of the autonomous republics to organize party work on their own within their own territories through oblast congresses and committees under the direct leadership of the CC. To ask the CC of the Party to approve as a temporary measure representation of the krai organizational bureau of the RCP [Russian Communist Party] Bolsheviks as a faction in the revolutionary committee and Aktiubinsk conference – acting chairman of the revolutionary committee Aitiev members Sidelnikov, Karataev.
