Постановили:

1. а) Принять предложенный антирелигиозной комиссией ЦК проект постановления с внесенными на заседании поправками. (См. приложение).

б) Внести данное решение на утверждение Политбюро.

в) Признать необходимым вместе с настоящим постановлением издание разъяснительного письма к местным парторганизациям, поручив его редактирование Секретариату ЦК.

Слушали: О мерах борьбы с мусульманским религиозным движением. (С вызовом т.т. Ярославского,Сапожникова, Диманштейна, Смидовича, Волленберга, Зеленского, Голощекина, Хатаевича, Петропавловского).

Постановили:

1. Ввиду того, что одной из важных причин роста мусульманских религиозных школ при мечетях является недостаточное развитие и плохая постановка советских школ в соответствующих нац. республиках и областях, поручить президиумам ЦИК’ов и наркомпросам республики, принять меры к улучшению постановки советской школы, к поднятию квалификации учительского персонала и его политическому воспитанию, в частности, в вопросах об отношении Советского государства и школы к религии.

Наркомпросам при распределении ассигновок на народное образование – иметь в виду в первую очередь – низовую сеть школ в районах усиленного влияния мусульманского духовенства. При этом за счет госбюджета должно быть оказано материальное содействие тем из автономных республик, в которых собственные бюджетные возможности не позволяют улучшить должным образом постановку школьного дела.

2. Допустить преподавание мусульманского вероучения во внутренних губерниях РСФСР, Казакской ССР, Урале, Сибири, Татарской, Башкирской и Киргизской республиках для лиц, достигших 14-ти летнего возраста и окончивших две группы 1-й ступени советской школы, не иначе, как при условии их добровольного согласия обучаться вероучению. Осуществление настоящего пункта в РСФСР провести к началу текущего учебного года, в Сев. Кав. крае и Закавказской федерации – начать с текущего учебного года и закончить к началу учебного года в 1929 году.

В Средней Азии – начать подготовительную работу к тому, чтобы в 1929 г. допустить к обучению лиц, достигших 14-летнего  возраста или окончивших две группы первой ступени советской школы и изъявивших добровольное желание обучаться вероучению.

3. Предметом обучения может быть исключительно мусульманское вероучение и, связанное с этим, изучение арабского языка. Допускается при этом для Средней Азии, Дагестана, Чеченской АО, Ингушетии изучение родного языка. Срок обучения в школах установить годичный, а для школ в Средней Азии, Дагестане и Чеченской АО увеличить до  2 лет. Допускать преподавание мусульманского вероучения, согласно соответствующего постановления Президиума ВЦИКа от 27/XII-25г., т.е. только в зданиях мечети. Усилить санитарный надзор за помещениями, в которых будут производиться занятия религиозных школ, не разрешая занятий в тех зданиях, которые не удовлетворяют санитарным требованиям. Допускается обучение только в дни, свободные от школьных занятий. В дни революционных праздников занятия не допускаются. Разрешения на открытие религиозных школ выдавать муллам (а там, где существуют мутаваллиаты, то членам таковых).

4. Ограничить число курсов по подготовке мусульманского духовенства, допустив выдачу разрешения на их открытие для РСФСР только в Уфе, Казани и на одни курсы на Сев. Кавказе. Не препятствовать в то же время функционированию уже существующих курсов в Средней Азии.

ЦИКам республик провести в законодательном порядке соответствующие изменения постановления ВЦИКа от 29 мая 1923г.

5. В целях вовлечения широких масс мусульманского населения (рабочих и крестьян) в советскую общественность и в целях противодействия влиянию мусульманского духовенства, парторганизациям усилить работу в советских добровольных обществах и содействовать развитию местных антирелигиозных организаций и повышению качества их работы, АПО ЦК ВКП/б/ поручить принять меры к подготовке пропагандистов-антирелигиозников соответствующих национальностей и к изданию соответствующей антирелигиозной литературы для мусульманских районов.

Ввиду особой важности вопроса об антирелигиозной литературе для мусульманского населения, редактирование ее возложить на обкомы, издательские планы коих предварительно согласовывать с АРК ЦК ВКП/б/.

6. Отмечая крайний недостаток популярной антирелигиозной и общественно-политической литературы на национальных языках и недостаточное проникновение ее в деревни – поручить Антирелигиозной комиссии ЦК, совместно с Центроиздатом в месячный срок разработать конкретные меры в сторону улучшения качества, удешевления и увеличения количества издаваемой соответствующей литературы и правильной постановки снабжения ею населения, после чего приступить к скорейшей реализации этих мер.

7. Местным партийным и комсомольским организациями развивать воспитательную работу среди отсталой части членов и кандидатов партии и комсомола, направленную к окончательному изживанию религиозных настроений; в особенности бороться с имеющими место случаями исполнения коммунистами религиозных обрядов.

8. ЦК ВЛКСМ, совместно с  АПО ЦК ВКП/б/, разработать ряд мероприятий по усилению антирелигиозной пропаганды среди молодежи Советского Востока и вовлечения ее в антирелигиозные организации.

9. Ввиду того, что мусульманское духовенство, стремясь овладеть растущей активностью работниц и крестьянок, развивает усиленную работу среди женских масс, не останавливаясь перед тем, чтобы идти против некоторых религиозных традиций мусульманства /против затворничества, за приобщение женщин к общественной жизни и т.д./ - парторганизациям принять меры к вовлечению работниц и крестьянок национальных областей в общественные организации, к усилению антирелигиозной пропаганды среди них, оказывать всемерное содействие фактическому проведению советского законодательства об имущественных правах женщин, борьбе с калымом и многоженством и с бытовыми пережитками по отношению к женщине, улучшая при этом быт женщин коренного населения этих областей и республик путем всемерного содействия их производственному кооперированию.

10. Считая совершенно недопустимым сосредоточение в руках духовенства экономических функций и в целях пресечения выявившихся в ряде мест попыток со стороны духовенства захватить экономическое влияние на население путем ссудных операций, проката сепараторов и т.д., предложить парткомам принять необходимые конкретные меры к усилению в этих местах кредитования с-х кооперации и к широкому с-х кооперированию населения.

11. Усилить борьбу с использованием мусульманским духовенством в контрреволюционных целях свободы ведения религиозной пропаганды, съездов, конференций  и курсов, института разъездных проповедников; запретить денежное и натуральное обложение всего населения в пользу религиозных школ.

В советском порядке принять соответствующие меры, не останавливаясь в случае необходимости перед применением репрессивных мер в отношении наиболее злостных лиц.

12. Широко разъяснить в районах с мусульманским населением, что значение актов гражданского состояния могут иметь только те акты, которые проводятся через соответствующие советские органы, а отнюдь не какие-нибудь документы и удостоверения от духовенства.

Постановили.

22. – 1) Постановление Оргбюро о мусульманском религиозном движении рассмотреть  в Оргбюро еще раз, разработав его применительно к религиозным школам всех вероисповеданий, указав местным организациям, что основой борьбы против этого движения должен быть ряд культурных мероприятий по улучшению наших советских школ, имеющих целью  сокращение и потом ликвидацию религиозных школ, и что к административным мерам следует  прибегать лишь в тех случаях, когда со стороны духовенства наблюдается нарушение нашей советской законности (незаконные поборы и т.д.).

2) Существующий закон должен быть изменен в соответствии с директивой ЦК.

Постановили:

1. Усилить санитарный надзор за помещениями, в которых будут производить занятия религиозных школ, не разрешая занятий в тех зданиях, которые не удовлетворяют всем санитарным требованиям. Запретить занятия в дни революционных праздников. Разрешения на открытие религиозных школ выдавать муллам (а там, где существуют мутаваллиаты, то членам таковых).

4. В целях уменьшения возможности подготовки и переподготовки новых кадров духовенства, ограничить число курсов по подготовке мусульманского духовенства, допустив выдачу разрешения на их открытие для РСФСР только в Уфе, Казани и на один курс на Сев.

Кавказе. Не препятствовать в то же время функционированию уже существующих курсов в Средней Азии.

12. Провести полное изъятие из рук мулл ведения актов гражданского состояния (хай-летефтер) и не допускать  составления ими списков верующих и неверующих, в качестве орудия воздействия на культурно-отсталую часть населения.

Resolved:

1. a) To adopt the draft resolution proposed by the antireligious commission of the CC with the amendments made at the meeting. (See appendix.)

b) To submit this decision for approval by the Politburo.

c) To deem it necessary to issue, together with this resolution, an explanatory letter to local party organizations, assigning its editing to the Secretariat of the CC.

The following presentation was heard: On measures to combat the Muslim religious movement. (With the summons of Cdes. Yaroslavsky, Sapozhnikov, Dimanshtein, Smidovich, Vollenberg, Zelensky, Goloshchekin, Khataevich, Petropavlovsky.)

Resolved:

1. In view of the fact that one of the important reasons for the growth of Muslim religious schools at mosques is the inadequate development and poor organization of Soviet schools in the relevant national republics and oblasts, to charge the presidiums of the Central Executive Committees and PCs of Education of the republics with taking measures to improve the organization of Soviet schools, to raise the qualifications of teaching personnel and to provide them with political instruction, in particular on questions related to the attitude of the Soviet state and schools toward religion.

The PCs of Education, in allocating appropriations for public education, are to have in mind above all the primary network of schools in areas where the Muslim clergy have a strong influence. In addition, the state budget should be used to provide material assistance to the autonomous republics whose own budgetary capabilities do not allow them to properly improve the organization of schools.

2. To allow the teaching of the Muslim religious doctrine in the internal gubernias of RSFSR, Kazak SSR, the Urals, Siberia and thee Tatar, Bashkir and Kirgiz republics for individuals who have reached 14 years of age and have completed two groups of Stage 1 of Soviet school, only on condition of their voluntary consent to learn religious doctrine. This clause is to be implemented in the RSFSR by the beginning of the current school year; in the North Caucasus Krai and the Transcaucasian Federation, it is to begin with the current school year and to conclude by the beginning of the school year in 1929.

In Central Asia, preparatory work is to be started so as to admit for instruction in 1929 individuals who have reached 14 years of age or have completed two groups of Stage 1 of Soviet school and have expressed a voluntary desire to learn religious doctrine.

3. The subject matter of instruction may consist solely of Muslim religious doctrine and, in connection with this, the study of the Arabic language. In addition, the study of the native language is to be allowed for Central Asia, Dagestan, the Chechen Autonomous Oblast and Ingushetia. The period of instruction in schools is to be set at one year, and for schools in Central Asia, Dagestan and the Chechen Autonomous Oblast it is to be increased to 2 years. The teaching of Muslim religious doctrine is to be allowed, pursuant to the relevant resolution of the Presidium of the ACEC of 27/12/25, i.e. only in mosques. Sanitary controls are to be strengthened in the premises where religious-school classes will be conducted, and classes are not to be permitted in buildings that do not meet sanitary requirements. Instruction is to be allowed only on days when there are no school classes. Classes are not allowed on revolutionary holidays. Permits to open religious schools are to be issued to mullahs (and where mutawalliats [boards of trustees] exist, to their members).

4. The number of courses for the training of Muslim clergy is to be limited, allowing the issuance of a permit to open them for the RSFSR only in Ufa and Kazan and only for courses in the North Caucasus. At the same time, the operation of already existing courses in Central Asia is not to be obstructed.

The CECs of the republics are to implement the relevant amendments to the ACEC resolution of 29 May 1923 as legislation.

5. In order to involve the broad masses of the Muslim population (workers and peasants) in the Soviet community and in order to counter the influence of the Muslim clergy, party organizations are to strengthen work in Soviet volunteer societies and to assist the development of local antireligious organizations and improve the quality of their work; the Agitprop Department of the CC of the VKP(b) is instructed to take measures to train antireligious propagandists of the relevant nationalities and to issue the relevant antireligious literature for Muslim areas.

In view of the special importance of the question of antireligious literature for the Muslim population, its editing is to be entrusted to oblast committees, whose publishing plans are to be cleared in advance with the ARC [Antireligious Commission] of the CC of the VKP(b).

6. Noting the extreme shortage of popular antireligious and social-political literature in the national languages and its inadequate penetration in the countryside, the Antireligious Commission of the CC, jointly with the Central Publishing House, is charged with working out within one month concrete measures to improve the quality, lower the price and increase the quantity of the relevant literature being published and to properly organize its supply for the public, followed by the speediest possible implementation of these measures.

7. Local party and Komsomol organizations are to develop instructional work among the backward segment of members and candidate members of the party and the Komsomol, aimed at permanently eliminating religious attitudes; and especially to combat instances in which communists conduct religious ceremonies.

8. The CC of the VLKSM, jointly with the ARC of the CC of the VKP(b), is to work out a series of actions to strengthen antireligious propaganda among the young people of the Soviet East and its involvement in antireligious organizations.

9. In view of the fact that the Muslim clergy, seeking to take control of the growing activity of female workers and peasant women, is developing intensive work among the women's masses, with no qualms about going against certain religious traditions of Islam (against a solitary life, in favor of bringing women into public life, etc.), party organizations are to take measures to get the female workers and peasant women of the national oblasts involved in public organizations and strengthen antireligious propaganda among them, to provide all-round assistance for the actual implementation of Soviet legislation on women's property rights and on fighting kalym[bride money], polygamy and anachronisms in everyday practices with regard to women, while improving the life of the indigenous women of these oblasts and republics through all-round assistance in organizing them into production cooperatives.

10. Regarding as completely impermissible the concentration of economic functions in the clergy's hands and in order to stop attempts by the clergy, which have been uncovered in a number of places, to capture economic influence on the population through loan transactions, the rental of separators, etc., party committees are instructed to take the necessary concrete measures to strengthen lending for agricultural cooperatives in those places and to organize the population into agricultural cooperatives on a wide scale.

11. To strengthen the fight against the Muslim clergy's use for counterrevolutionary purposes  of the freedom of conducting religious propaganda, congresses, conferences and courses and the institution of itinerant preachers; to prohibit monetary and in-kind taxation of the entire population for religious schools.

Under Soviet procedure, to take the appropriate measures, without hesitating, if necessary, to apply repressive measures against the most malevolent individuals.

12. To clarify on a broad scale in areas with Muslim population that only those certificates that are processed through the relevant Soviet agencies, and under no circumstances any documents or credentials from clergy, may qualify as certificates registering civil status.

22. 1) The resolution of the Orgburo on the Muslim religious movement is to be considered in the Orgburo once again, formulating it for religious schools of all faiths and pointing out to local organizations that the basis of the struggle against this movement must be a series of cultural actions to improve our Soviet schools, aimed at reducing and later abolishing religious schools, and that one should resort to administrative measures only in cases in which the clergy violates our Soviet legality (illegal collections, etc.).

2) The existing law must be amended in accordance with the CC directive.

To allow the teaching of the Muslim religious doctrine in the internal gubernias of RSFSR, Kazak SSR, the Urals, Siberia and thee Tatar, Bashkir and Kirgiz republics for individuals who have reached 14 years of age and have completed two groups of Stage 1 of Soviet school, only on condition of their voluntary consent to learn religious doctrine. This clause is to be implemented

 in the RSFSR, except the North Caucasus, by the beginning of the current school year; in the North Caucasus Krai and the Transcaucasian Federation, it is to begin with the current school year and to conclude by the beginning of the school year in 1929.

In Central Asia, preparatory work is to be started so as to admit for instruction in 1929 individuals who have reached 14 years of age or have completed two groups of Stage 1 of Soviet school and have expressed a voluntary desire to learn religious doctrine.

3. The subject matter of instruction may consist solely of Muslim religious doctrine and, in connection with this, the study of the Arabic language. In addition, the study of the native language is to be allowed for Central Asia, Dagestan, the Chechen Autonomous Oblast and Ingushetia. The period of instruction in schools is to be set at one year, and for schools in Central Asia, Dagestan and the Chechen Autonomous Oblast it is to be increased to 2 years. The construction of new buildings for religious schools is to be blocked, while affording the opportunity for free and unimpeded use of mosques; where there are buildings attached to mosques, their use is to be permitted as well. Sanitary controls are to be strengthened in the premises where religious-school classes will be conducted, and classes are not to be permitted in buildings that do not meet sanitary requirements. Classes are not allowed on revolutionary holidays. Permits to open religious schools are to be issued to mullahs (and where mutawalliats exist, to their members).

4. In order to reduce the opportunity for the training and advanced training of new cadres of clergy, the number of courses for the training of Muslim clergy is to be limited, allowing the issuance of a permit to open them for the RSFSR only in Ufa and Kazan and for one course in the North

Caucasus. At the same time, the operation of already existing courses in Central Asia is not to be obstructed.

The CECs of the republics are to implement the relevant amendments to the ACEC resolution of 29 May 1923 as legislation.

5. In order to involve the broad masses of the Muslim population (workers and peasants) in the Soviet community and in order to counter the influence of the Muslim clergy, party organizations are to strengthen work in Soviet volunteer organizations and to assist the development of local antireligious organizations and improve the quality of their work. The Agitprop Department of the CC of the VKP(b) is instructed to take measures to train antireligious propagandists of the relevant nationalities and to issue the relevant antireligious literature for Muslim areas.

In view of the special importance of the question of antireligious literature for the Muslim population, its editing is to be entrusted to oblast committees, whose publishing plans are to be cleared in advance with the ARC of the CC of the VKP(b).

6. Noting the extreme shortage of popular antireligious and social-political literature in the national languages and its inadequate penetration in the countryside, the Antireligious Commission of the CC, jointly with the Central Publishing House, is charged with working out within one month concrete measures to improve the quality, lower the price and increase the quantity of the relevant literature being published and to properly organize its supply for the public, followed by the speediest possible implementation of these measures.

7. Local party and Komsomol organizations are to develop instructional work among the backward segment of members and candidate members of the party and the Komsomol, aimed at permanently eliminating religious attitudes; and especially to combat instances in which communists conduct religious ceremonies.

8. The CC of the VLKSM, jointly with the ARC of the CC of the VKP(b), is to work out a series of actions to strengthen antireligious propaganda among the young people of the Soviet East and its involvement in antireligious organizations.

9. In view of the fact that the Muslim clergy, seeking to take control of the growing activity of female workers and peasant women, is developing intensive work among the women's masses, with no qualms about going against certain religious traditions of Islam (against a solitary life, in favor of bringing women into public life, etc.), party organizations are to take measures to get the female workers and peasant women of the national oblasts involved in public organizations and strengthen antireligious propaganda among them, to provide all-round assistance for the actual implementation of Soviet legislation on women's property rights and on fighting kalym, polygamy and anachronisms in everyday practices with regard to women, while improving the everyday life of the indigenous women of these oblasts and republics through assistance in the collective organization of their labor.

10. Regarding as completely impermissible the concentration of economic functions in the clergy's hands and in order to stop attempts by the clergy, which have been uncovered in a number of places, to capture economic influence on the population through loan transactions, the rental of separators, etc., party committees are instructed to take the necessary concrete measures to strengthen lending for agricultural cooperatives in those places and to organize the population into agricultural cooperatives on a wide scale.

11. To strengthen the fight against the Muslim clergy's use for counterrevolutionary purposes  of the freedom of conducting religious propaganda, congresses, conferences and courses and the institution of itinerant preachers;

 to prohibit monetary and in-kind taxation of the entire population for religious schools, while not blocking voluntary donations. The OGPU and the NKVD are to take the appropriate measures, without hesitating, if necessary, to apply repressive measures against the most malevolent individuals.

12. To completely take out of the mullahs' hands the recording of certificates of civil status (khai-letefter) and to prohibit them from drawing up lists of believers and nonbelievers as a means of pressuring the culturally backward segment of the population.
