Подателя сего тов. Рыскулова, вы конечно знаете. Он человек способный и знающий (киргиз по происхождению). Туркестанцы до сих пор еще не примирились с ним, все еще считая его полу-националистом. По моему это вздор, - он член партии, дисциплинирован и с точностью проводит директивы партии. я его посылаю к вам в качестве представителя Наркомнаца (на основании последнего декрета) с правом совещательного голоса, для связи с центром. Прошу оказать ему содействие. Будет полезно для дела если проведут его на партийный съезд в качестве одного из делегатов от Азербайджана. Кроме того он член Совета действий

You of course know the bearer of this, Cde. Ryskulov. He is a capable and knowledgeable man (Kirgiz by origin). The Turkestanis have still not made their peace with him, still considering him a quasi-nationalist. In my opinion, this is nonsense. He is a party member, disciplined, and carries out party directives precisely. I am sending him to you as representative of the People’s Commissariat on Nationalities (on the basis of the recent decree) with the right to a consultative vote, for liaison with the center. I ask that you render him assistance. It would be helpful for the cause if he were taken to the party congress as one of the delegates from Azerbaidzhan. In addition, he is a member of the Operations Soviet
