Наши ближайшие и основные задачи на Мусульманском Востоке.

1. Восток с его колониями и полуколониями, занимавший огромное место в мировом хозяйстве как поставщика сырья, в настоящую эпоху является почти единственным источником восстановления разрушенного войной хозяйства Европы.

2. Колониальная сверхприбыль являлась экономическим обоснованием гражданского мира и социал-соглашательской политики рабочих организаций Европы, а в настоящий момент только надежда рабочих стран победительниц  на восстановление разрушенного хозяйства за счет сверх-эксплуатации  и сверхприбыли, как бывших колоний и полуколоний, так и подлежащих стать таковыми, по планам Антанты, является единственной причиной соглашательской политики рабочих Англии, Франции и т.п.

3. Уничтожение этой надежды является исторически необходимой предпосылкой революционных движений стран Антанты, а восстания народов Востока единственным средством достижения революционного выживания классового движения пролетариата стран Антанты.

4. В этом смысле в ходе исторических событий восстания в странах Востока имеют ценность даже как явления часто негативного характера, как препятствие Антанте экономически использовать их и в виду этого социально-политическое содержание их имеет для интересов социалистической революции второстепенное значение.

5. Экономическое состояние и социальная структура этих стран предопределяет характер будущих  революционных движений, долженствующих развиваться под лозунгами молодой прогрессивной буржуазии – «государственная независимость», «самоопределение», «национальное возрождение»  и т.п., с легким налетом «собственных» империалистических поползновений, идеологически выражающихся в идеях панисламизма, пантюркизма и т.п.,  однако по отношению странам не мусульманским имеющим характер империализма чисто оборонительного, а не наступательного.

6. Революционное выступление буржуазии стран Востока происходит с одной стороны в обстановке мировой социалистической революции, а с другой стороны внутри этих стран политикой империалистической Европы либо разрушен, либо не допущено возникновение государственного аппарата. Эти обязательства обосновывают большую близость буржуазии к феодалам и теократии и отсутствие самостоятельного

рабочего движения и укрепление религиозных институтов, как почти единственного в распоряжении буржуазии этих стран, организующего общества в ее интересах аппарата. Этим объясняется вместе с тем, что даже империалистические устремления буржуазии этих стран, выраженные в панисламизме, окрашены ярко-религиозными чертами.

7. Панисламизм, стремящийся объединить целый ряд стран, отличающихся друг от друга экономической и социальной структурой и часто находящихся в антагонистических отношениях, получил свое особое развитие в руках германских империалистов, использовавших его идейно и организационно как средство борьбы против Англии. Панисламизм в этом отношении является огромным средством в руках Германии, вступившей на арену колониальной политики в то время, когда почти весь мусульманский мир был разобран Англией и Францией.

8. В наступающий момент, когда у Гогенцоллеров не изжитый еще надежды на восстановление империалистической мощи Германии, использование панисламистского движения, не разрушенными еще организационными средствами Германии на Востоке является очередной задачей германских империалистов, приведших в действие для этой цели всю сложную агентуру Вильгельма на Востоке при посредстве нелегально действующих реакционеров /Людендорф, фон-дер-Гольц и др./ и при молчаливом согласии и формальном отмежевании от этих действий правительства Носке-Шейдемана.

9. Этим обстоятельством и целями портовки схватки между германским и английским империализмом на Востоке и должен быть объявлен тот пышный слет в России различных «представителей» стран Востока, являющихся агентами прямыми или косвенными германского империализма, какой имеет место за последние несколько месяцев, равно и цели оказания давления на Советскую Россию в сторону активизации ее действии на Востоке против Антанты.

10. Вызывая революционное движение на Востоке в роли агентов Германии в настоящий момент под лозунгами «панисламизма», «государственной независимости»,  они подготовляют этими же действиями почву против всякого иностранного вмешательства и эксплуатации в том числе и германского, и движение ими вызываемое должно будет в случае сопротивления настоящих руководителей пойти дальше через их головы по направлению союза

с теми странами, которые своей политикой обеспечат действительную независимость, и, следовательно, в первую голову с Советской Россией. К выводу этому необходимо притти по соображениям изложенным в пунктах 4 и 7 и по тому обстоятельству, что в случае победы над Антантой, а следовательно, революцией в странах ее, начинающаяся организация стран с буржуазным правлением окажется лицом к лицу с Социалистической Европой.

11. Однако единственными последовательными борцами за независимость при всяких положениях будут рабочие и отчасти крестьянские массы, по отношению к коим  и должна быть теперь же развернута работа по выделению их из общей массы народа, протестующего против Антанты, и оказанием пролетариату этих стран содействия в самостоятельной организации на почве программы соответствующей их экономическим, политическим и бытовым условиям.

12. С другой стороны политическая физиономия всех этих индусских, афганских  и т.д. представителей их, связь с фон-дер-Гольцем, Вильгельмом и т.д. и тот определяющийся ныне уклон российской контрреволюции в сторону германской ориентации и положений, выставленных Милюковым, дает основание предполагать возможность, что они являются не только агентами германской контрреволюции для целей ее на Мусульманском Востоке, но и для целей организации контрреволюционных сил России Германской ориентации.

Все эти основания приводят к следующим выводам о наших действиях в возникающем вопросе:

1. Организация Восточного Отдела III-го Интернационала с местопребыванием в Туркестане на каковой возлагается:

а/ содействие разработке программы Коммун. организац. в различных странах мусульманского Востока в соответствии с их экономическими, политическими и правовыми условиями.

б/ формирование из эмигрантов рабочих и крестьян этих стран вооруженных отрядов, кадров инструкторов и снабжение их оружием.

в/ Усиление пропаганды идей нашей партии в области национального вопроса и колониальной политики.

2. Оказание содействия упомянутым представителям в их работе на территории их стран, и недопущение их к работе среди русских мусульман, категорический отказ в их услугах в наших

военных делах /формирование, агитация и т.п./ и минимальное по времени оставление их в пределах России.

3. Организация при ... Отдела Дипломатической разведки с предоставлением ему возможности пользования всеми материалами Коминдела.

4. Использовать Афганскую Миссию в сторону оказания ею давления на Бухару для заключения военного договора между Бухарским и Афганским правительствами против Антанты.

5. Приспособить всю нашу внутреннюю политику в Туркестане к интересам поднятия революции в странах Востока.

Our immediate and fundamental tasks in the Muslim East.

1. The East, with its colonies and semi-colonies, occupies an important place in the world economy as a provider of raw materials; in the present epoch it is almost the sole source [for achieving] the restoration of a European economy devastated by war.

2. Excessive colonial profit was the economic foundation of civil peace and the social-appeasement policy of the European worker organizations; at the present moment the only hope of workers in the victorious countries for the restoration of the devastated economy rests on extreme exploitation and excessive profit both of the former colonies and semi-colonies, and those slated to become such according to the plans of the Entente, it is the only basis of the policy for appeasing the workers of England, France etc.

3.  The dashing of this hope is the historically necessary precondition for the revolutionary movements in the Entente countries, but uprisings by the peoples of the East is the only means of achieving the revolutionary movement—of the class movement—of the proletariat in the Entente countries.

4.  In this sense, in the process of historical events, uprisings in the countries of the East have value even as events of an often negative character, like preventing the Entente from economically using them and, in view of this, for the interests of the socialist revolution their social-political content has a secondary significance.

5.  The economic condition and social structure of these countries predetermines the character of future revolutionary movements, necessitating their development under the slogans of the young, progressive bourgeoisie:  “state independence,” “self-determination,” “national rebirth,” etc. with a touch of “their own” feeble imperialist impulses, ideologically expressed in the ideas of pan-Islamism, pan-Turkism etc., however, in relation to non-Muslim countries, having an imperialist character is purely defensive, not aggressive.

6.  The revolutionary activity of the bourgeoisie of the countries of the East occurs, on the one hand, in the juncture of world socialist revolution and, on the other hand, within these countries the imperialist policy of Europe has either destroyed or has not allowed the emergence of a state apparatus.  These factors account for the great proximity of the bourgeoisie to feudal lords and theocracy, and the absence of an independent

workers' movement and the strengthening of religious institutions as almost the only one at the disposal of the bourgeoisie in these countries, which organizes societies in the interests of its apparatus.  This explains, in addition, why even the imperialist efforts of the bourgeoisie of these countries are expressed in a pan-Islamism cloaked in highly religious principles.

7.  Pan-Islamism, which is attempting to unite a number of countries that differ one from another in their economic and social structure, and often find themselves in antagonistic relations, received its particular development at the hands of the German imperialists who used it ideologically and organizationally as a means of fighting against England.  Pan-Islamism is, in this respect, a tremendous weapon in the hands of Germany, which entered the arena of colonial policy at the same time as almost the entire Muslim world was being devastated by England and France.   

8.  At the coming moment, when the Hohenzollerns have not yet abandoned the hope for a restoration of Germany’s imperialist might, the use of the pan-Islamist movement in the East by Germany, not in destructive but in organizational ways, is the next task of the German imperialists, who are activating in this endeavor Wilhelm’s entire intricate spy network in the East by means of the illegal actions of reactionaries (Ludendorf, von der Golts and others) and through the silent ascent and formal disassociation of the Noske-Scheidemann government.

9.  This is the condition and the objectives of the dock-worker clashes between German and English imperialism in the East and it must be proclaimed that the impressive gathering in Russia of various “representatives” of the countries of the East who are agents, directly or indirectly, of German imperialism, which has been taking place the last few months, also has the goal of putting pressure on Soviet Russia to undertake activity in the East against the Entente.

10.  By calling on the revolutionary movement in the East to act as German agents at the present time under the slogans “pan-Islamism,” “state independence,” by these very actions they are preparing the soil against any foreign interference and exploitation and this includes the German, too, and the movement they incite must, in case of opposition by the actual leaders, go further, over their heads, in the direction of union

with those countries that guarantee by their policy genuine independence and, consequently, with Soviet Russia above all.  This is the necessary conclusion given the thinking expressed in points 4 and 7, and by the fact that in case of victory over the Entente and, consequently, revolution in its countries, beginning with the countries organized with a bourgeois government, will find themselves face to face with Socialist Europe.

11.  However, the only consistent fighters for independence under any circumstances will be the workers and a section of the peasant masses, in relation to whom should now be undertaken work to separate them from the general mass of the people who are protesting against the Entente, and by rendering to the proletariat of these countries aid in an independent organization on the basis of a program corresponding to their economic, political, and daily-life conditions.

12.  From the other side, the political physiognomy of all these Indian, Afghan etc. representatives of them, the  connection with von der Golts, Wilhelm etc., and that now definite tendency of the Russian counterrevolution toward a German orientation and the position put forth by Miliukov, provides the basis to propose the possibility that they are not only agents of German counterrevolution, for its objectives in the Muslim East, but also for the objectives of organizing Russian counterrevolutionary forces of a German orientation.

All these factors lead to the following conclusions about our activities regarding the emerging problem:

1.  The organization of an Eastern Department of the III International with a presence in Turkestan to whom is entrusted:

a)  assisting in the working out of a program for Communist organizations in the various countries of the Muslim East in accord with their economic, political, and legal conditions.

b)  the formation from worker and peasant emigrants of these countries of armed detachments, instructional cadres, and the supplying of them with weapons.

c)  Intensifying the propaganda of the ideas of our party in the sphere of the national question and colonial policy.

2.  Rendering assistance to the representatives referred to in their work on the territory of those countries, and prohibiting them from working among the Russian Muslims, categorically refusing their services in our

military affairs (formation, agitation etc.), and minimizing their stay in terms of time within Russian borders.

3.  The organization under… of a Department of Diplomatic intelligence, granting it permission to use all the materials of the Commissariat of Foreign Affairs.

4.  To use the Afghan Mission in order to put pressure on Bukhara to conclude a military agreement between the Bukhara and Afghan governments against the Entente.

5.  To accommodate our entire internal policy in Turkestan to the interests of raising revolution in the countries of the East.
