В начале революционного движения в Бухаре в августе месяце 1920г. 4-й Конференцией Бухкоммунистов была вынесена резолюция о ведении беспощадной войны против бухарского деспотизма. С закрытием конференции Центральным Комитетом были разосланы воззвания всем подпольным коммунистическим организациям с тем, чтобы они были готовы к выступлению. Так же были предупреждены все делегаты, съехавшиеся на конференцию, чтобы они подготовили массу к выступлению и вели энергичную пропаганду среди населения. Благодаря работе агитаторов коммунистов, спустя три дня после конференции под предводительством известного Туркменского вождя коммуниста Бишим-Сардара, был занят Сакарский район, где была объявлена Советская власть. Посланный отряд Чарджуйского Бека революционерами был разбит. В продолжение двух дней весь район Сакара объединился вокруг Сакарского Совета, т.е. присоединился к новому советскому правительству около 12.000 турксинского [туркменского] населения. 29-го утром восставшим народом и отрядом коммунистов в 5 часов был занят старый Чарджуй и образовался Чарджуйский Ревком во главе с Бишем Сардаром. В то время утром, 24 августа началось отступление полка Бухкоммунистов с членами партии Зиробадского района в старую Бухару.

Население встретило революционеров, а также Красную Армию с радушным приветствием. Со стороны населения ни в каком районе не было оказано вооруженного сопротивления. Бухарским правительством была вооружена бухарская буржуазия; по указанию бухарского населения вооруженная буржуазия отнеслась к боям пассивно. В общем население Бухары сочувствовало революции и относилось к ней с радостью. Наши ошибки, произведенные во время революции, заставили народ отвернуться от нас. Благодаря нашим ошибкам, нам долгое время не удастся привлечь массу к новому строю, так что нетактичность оставила массу в негодовании.

Наши ошибки.

1/ Безобразный грабеж со стороны красноармейцев, вывоз ценностей без ведома Бухревкома и осквернение святых мест мусульман.

С вступлением Красной Армии в Бухарскую территорию начались грабежи и насилия над мирными жителями в самой безобразной форме. По поводу чего уже заблаговременно партии было сообщено, члену Турккомиссии и уполномоченному Реввоенсовета, тов. Сафарову, которым не были приняты никакие меры. Тут же начались выдачи мандатов со стороны пред. сов. р. р. представителям Чусоснабармии и опродкомов на право реквизиции и учета скота, продуктов и фуража. Уполномоченные не ограничивались реквизицией продуктов, фуража и скота старого правительства, а стали отбирать скот и продукты от населения. Занятые Кишлаки были ограблены до гола. В Кишлаках остались следы самого беспощадного погрома. Против грабежей и погромов не были приняты никакие меры. Погромы в старой Бухаре были ужаснее, чем в Кишлаках. Казна была  разгромлена дотла, спасались от погрома только тяжеловесные ценности. Благодаря пожару стали вывозить казну на станцию, но этот вывоз принял форму грабежа, так что о вывозах Бухревком не знал ничего и не присутствовал ни один представитель Ревкома, даже ни один человек Бухреспублики, что заставило население Бухары роптать о том, что русские приехали в Бухару только грабить ее. Вывоз производился без всякого учета, кто сколько принимал, и кто кому и сколько сдал, об этом никто не знал. Причиной такого нежелательного явления была опять-таки наша нетактичность.  Заблаговременно дворец, где хранилась государственная казна не был занят новым Бухарским правительством. На вопрос  ЦК партии, почему Ревком не занял дворец, член Ревком и председатель Сов. Назиров Ходжаев ответил: что когда он вошел в Бухару в 20 всадниками, он первый явился во дворец и расставил посты, но явившись немного поздно. Тогда тов. Сафаров приказал ему немедленно оставить дворец и увести с собой охрану, благодаря чему дворец был сожжен и казна была ограблена. Также осквернились святые места Бухары около 15 медресе и мечети были солдатами превращены в конюшни и казармы из них более почитаемые мечети Оала и Паянда были не очищены до 15-го октября. Первый был под казармы, а масджид /мечеть/ Паянда под конюшни. Члены первого курултая видели эти картины. Курултай, созванный для агитации, благодаря выше указанной причины, послужил не в пользу революции, а во вред. Даже в день суда революционеров, контрреволюционеров мечеть Паянда не была очищена от лошадиного навоза. Из собравшихся некоторые указали нам, что они вы дали от нам хорошего? Превратили наши мечети в конюшни. Член ЦК тов. Хусаинов несколько раз обращался по поводу этого к председателю Р.С.Ф.С.Р., тов. Куйбышеву, но с его стороны не было принято ничего энергичного, чтобы очистить мечети из под конюшен и казарм, только 14-го октября, т.е. полтора месяца после революции он приказал составить акт тем частям, которые до сих

не очистили конюшни мечети.

Вышеуказанное оставило не только среди бухарского населения, но у всего восточного народа самые нежелательные и враждебные большевикам убеждения. Нам самим пришлось слышать от народа ропот /все сказанное мусульманами правда: большевики грабят, оскверняют мечети, насмехаются над нашими молитвами/. Вот какие следы оставили наши ошибки в Бухаре.

Теперь власть торгового капитала, т.е. в руках кучки людей, баев и старых реакционеров, которую поддерживает всеми силами уполномоченн. представитель Р.С.Ф.С.Р. мы коммунисты Бухары не знаем, когда освободимся от гнета.

Report to thee Third International

At the start of the revolutionary movement in Bukhara in August 1920 the Fourth Conference of Bukharan Communists issued a resolution on waging a relentless war against Bukharan despotism. At the close of the conference the Central Committee sent out appeals to all underground communist organizations to be ready to act. All of the delegates who had gathered at the conference were also warned that they should prepare the masses to act and conduct vigorous propaganda among the population. Thanks to the work of communist agitators, three days after the conference, under the guidance of the well-known Turkmen communist leader Bishim-Sardar, Sakar Raion was occupied and Soviet rule proclaimed there. A detachment dispatched by the Bey of Chardzhou was smashed by the revolutionaries. For two days the entire raion of Sakar rallied around the Sakar Soviet, i.e. about 12,000 Turkmens sided with the new Soviet government. On the morning of the 29th, the insurgent populace and a detachment of communists occupied old Chardzhou at 5 a.m. and formed the Chardzhou Revolutionary Committee, headed by Bishem [sic] Sardar. At the same time on the morning of 24 August a regiment of Bukharan communists with party members of Zirobad Raion began a retreat to old Bukhara. 

The populace gave the revolutionaries and the Red Army a cordial welcome. There was no armed resistance from the populace in any raion. The Bukharan Government armed the Bukharan bourgeoisie; on instructions from the Bukharan populace, the armed bourgeoisie took a passive attitude toward the fighting. In general Bukhara’s population sympathized with the revolution and was joyous about it. Our errors that were made during the revolution made the people turn away from us. Because of our errors, we will be unable for a long time to attract the masses to the new system, so the tactlessness left the masses indignant.

Our errors.

1) The outrageous looting by Red Army soldiers, the hauling away of valuables without the knowledge of the Bukharan Revolutionary Committee and the desecration of Muslim holy places.

With the entry of the Red Army into Bukharan territory, looting and acts of violence against civilians began in the most outrageous form. The party had already given advance notice about this to the member of the Turkestan Commission and plenipotentiary of the Revolutionary Military Council, Cde. Safarov, who did not take any measures. The chairman of the Council of R.R. immediately started issuing mandates to representatives of the Special Plenipotentiary of the Defense Council for Supply of the Army and the special food commission to requisition and register livestock, foodstuffs and forage. The plenipotentiaries were not limited to requisitioning the foodstuffs, forage and livestock of the old government, and began to take livestock and foodstuffs from the populace. The occupied settlements were looted to the bare bones. Traces of the most ruthless pogrom were left in the settlements. No measures were taken against the looting and pogroms. The pogroms in old Bukhara were more horrible than in the settlements. The treasury was completely destroyed, and only heavy valuables were saved from the pogrom. Because of the fire, they began to move the treasury to the station, but the moving took the form of looting, so the Bukhara Revolutionary Committee did not know anything about the moving, and no representative of the Revolutionary Committee, not even a person from the Bukhara Republic, was present, which made Bukhara’s population grumble that the Russians came to Bukhara only to loot it. The moving was done without any record-keeping as to who took how much, and who delivered how much to whom, no one knew about this. The reason for this undesirable phenomenon, again, was our tactlessness. The palace where the state treasury was kept was not occupied in advance by the new Bukhara Government. When asked by the party’s CC why the Revolutionary Committee did not occupy the palace, Revolutionary Committee member and chairman of the Council of Nazirs Khodzhaev replied: that when he entered Bukhara with 20 horsemen, he was the first to come to the palace and deployed the posts, but they came a little later. Then Cde. Safarov ordered him to leave the palace immediately and to take his security guards with him, as a result of which the palace was set on fire and the treasury was looted. Holy places were also desecrated in Bukhara about 15 madrassas and mosques were converted by soldiers into stables and barracks , the more revered mosques among them Oala and Payanda were not cleared out until 15 October. The former was turned into a barracks, and the Payanda masjid (mosque) was turned into a stable. Members of the first congress saw these pictures. The congress, which was convened for agitation, for the above reason did not benefit the revolution but harmed it. Even on the day of the trial of the revolutionaries and counterrevolutionaries the Payanda mosque had not been cleaned of horse manure. Some of those who had gathered scolded us, what have they you given from us of any benefit? You have turned our mosques into stables. CC member Cde. Khusaikov appealed several times on this subject to the chairman of the RSFSR, Cde. Kuibyshev, but he did not do anything energetic to restore the stables and barracks to mosques, and not until 14 October, i.e. a month and a half after the revolution, did he ordered that a directive be issued to the units, which to this day

have not cleaned out the stables mosques.

The foregoing left not only the Bukharan population but the entire Eastern people with the most angry and hostile convictions against the Bolsheviks. We ourselves had to hear grumbling from the people (everything the Muslims describe is true all the Bolsheviks loot, desecrate mosques and mock our prayers). These are the effects of our errors in errors in Bukhara.

Now the power of mercantile capital, i.e. in the hands of a bunch of people, bais and old reactionaries, which the plenipotentiary representative of the RSFSR is supporting with all his might. We communists of Bukhara do not know when we will be liberated from oppression.
