2. О вводе в Коллегию Компрода Замуполномоченного Наркомпрода РСФСР т. Любецкого.

6. О Президиуме Туркбюро ВЦСПС.
7. О постановлениях проверочных комиссий по очистке партии.

Постановили:
1. а/ Доклад снять.
б/ Обязать ТЭС представить /для делегации, едущей в Москву на Партсъезд/ - докладную записку по тем вопросам, которые необходимо возбудить перед центром, дав по каждому вопросу сущность и краткую историю.
2. Передать на решение Исполбюро ЦККПТ.
3. Поручить делегации, едущей на Всероссийский Партсъезд, выяснить в Москве вопрос об организационной увязке управления сантонинным заводом с местными туркестанскими органами.
Предложения т. Кагановича и ЦСНХ /см. прилож./ - считать материалом.
4. Вопрос передать в Экономкомиссию Туркбюро ЦКРКП.
5. тов. Исеева утвердить в качестве Председателя Туркпредставительства в Москве.
6. т. Шостак отрекомендовать из Турксоюза в распоряжение Туркбюро ВЦСПС для профработы.
7. Постановления проверочных комиссий, в части, касающейся распределения членов партии, не считать обязательными для Исполбюро ЦК КПТ.

8. Инцидент, происшедший между т.т. Кадомцевым и Сеидходжаевым передать в ЦК КПТ.
тов. Кадомцева снять с работы в Наркомземе.
9. а/ Предложить делегации, едущей на партсъезд, исхлопотать соответствующий денежный фонд для борьбы с басмачеством и вооружение для милиции: 1000 трехлинеек с соответствующим количеством патронов, 500 сабель и 25 автоматических ружей.
б/ Направить усилия к тому, чтобы посредством агитации разъяснить красноармейцам сущность басмаческого движения.
в/ Обратить внимание Наркомпрода на устранение препятствий к свободному товарообороту Туркреспублики.
10. а/ Послать письмо с обращением ко всем курбашам о том, что добровольно сдающим оружие гарантируется личная и имущественная неприкосновенность.
б/ Предложить Облревкому распубликовать на местном туземном языке письмо, в котором освещается послание Исламкуля и отношение к нему Сов. Власти.
в/ Туркбюро читает абсолютно нецелесообразным использование сдавшихся басмачей для милиции и вообще для советской службы.
г/ На предложение Исламкуля ответить, что переговоры могут продолжаться только при условии сдачи Исламкулом всего оружия.
д/ Означенное в п. г постановление поручается провести в жизнь т. Атабаеву.

Present: members of the Turkburo of the RKP CC Cdes. Gusev, Kaganovich, Solts, Surits, Tiuriakulov, Rakhimbaev, Atabaev, Khodzhanov; members of the Executive Bureau of the CPT CC – Cde. Ikramov.

Heard:
1. Report by the TES [Turkestan Economic Council]
2. On the addition of Cde. Liubetsky to the Collegium of the Food Commission of the Deputy Plenipotentiary of the RSFSR PC of Food.
3. On a santonin plant.
4. On fuel for the Red Army.
5. On the Turkestan Mission in Moscow.
6. On the Presidium of the Turkburo of the ACCTU [All-Russian Central Council of Trade Unions].
7. On the resolutions of the investigative commissions for a purge of the party.

9. Report on Fergana by Cde. Atabaev.
10. Information from Cde. Shorin on Kurbashi [field commander] Islamkul.

Resolved:
1. a) To eliminate the report.
b) To order the TES to submit (for the delegation traveling to the Party Congress in Moscow) a memorandum on the questions that must be brought up to the center, providing for each question the substance and concise background.
2. To transfer it for a decision to the Executive Bureau of the CPT CC.
3. To charge the delegation traveling to the All-Russian Party Congress with clearing up in Moscow the question of the organizational link between management of the santonin plant and local Turkestan authorities.
To regard the recommendations of Cde. Kaganovich and the Central Council of the National Economy (see attachment) as material.
4. To transfer the question to the Economic Commission of the Turkestan Bureau of the RKP CC.
5. To approve Cde. Iseev as Chairman of the Turkestan Mission in Moscow.
6. To recommend Cde. Shostak from the Turkestan Union to the Turkburo of the ACCTU for trade-union work.
7. The resolutions of the investigative commissions pertaining to the assignment of party members are not to be regarded as mandatory for the Executive Bureau of the CPT CC.

8. To turn over the incident that took place between Cdes. Kadomtsev and Seidkhodzhaev to the CPT CC.
To remove Cde., Kadomtsev from his job at the PC of Agriculture.
9. a) To instruct the delegation traveling to the party congress to wangle the appropriate cash fund for combating the basmachi and weapons for the militia: 1,000 7.62 mm rifles with the appropriate quantity of cartridges, 500 sabers and 25 automatic shotguns.
b) To direct efforts toward clarify to Red Army soldiers, through agitation, the essence of the basmach movement.
c) To call the attention of the PC of Food to removing the obstacles to the free circulation of goods in the Turkestan Republic.
10. a) To send a letter with a message to all kurbashi that anyone who voluntarily gives up their weapons shall be guaranteed personal and property immunity.
b) To instruct the Oblast Revolutionary Committee to publish in the local native language a letter that deals with Islamkul’s message and the Soviet Government’s attitude toward him.
c). The Turkburo deems it absolutely inadvisable to use basmachi who have surrendered for the militia or for Soviet service in general.
d) To respond to Islamkul’s offer that negotiations can continue only on the condition that Islamkul gives up all weapons.
e) To charge Cde. Atabaev with carrying out this resolution.
