Слушали: Отчетный доклад Зав. Отделом Совета т. Приходько о работе Отдела за 1951 год.

Постановили: Вторично рассмотрев и обсудив отчетный доклад Зав. Отделом Совета тов. Приходько Л.А. за 1951 год, Совет по делам религиозных культов отмечает, что за отчетный период Отдел провел значительную работу по руководству деятельностью республиканских и областных Уполномоченных Совета; систематически изучал состояние мусульманского, иудейского и буддийского культов в СССР, повседневно наблюдал за выполнением религиозными объединениями законов, относящихся к религиозным культам; проводил соответствующую работу по осуществлению связи с руководителями религиозных объединений по вопросам, которые требовали разрешения Советского Правительства; обеспечил участие представителей указанных выше культов в работе 3-й Всесоюзной Конференции сторонников мира и т.д.

Вместе с тем Совет отмечает также и недостатки в работе Отдела:

1. Отдел в 1951 г. не добился глубокого изучения состояния мусульманских зарегистрированных религиозных обществ в ряде республик и областей: Таджикская ССР, Кабардинская и Нахичеванская АССР, Куйбышевская, Ульяновская области.

2. Отдел недостаточно занимался изучением деятельности мусульманских религиозных групп, действующих без регистрации, а также наблюдением за деятельностью обслуживающего эти группы незарегистрированного духовенства.

3. Отдел не обеспечил своевременного представления в Совет обобщенной докладной записки о выполнении решения Совета Уполномоченными т.т. Ахтямовым и Сабитовым по их докладам на Совете и достаточной оперативности в прохождении документов, особенно информационных отчетов Уполномоченных Совета. Совет решил.

Обязать Зав. Отделом т. Приходько:

1. Улучшить изучение состояния зарегистрированных религиозных объединений и обслуживающего их зарегистрированного духовенства, обратив в первую очередь внимание на изучение мусульманского культа в республиках: Средней Азии, Азербайджанской ССР, Дагестанской, Башкирской, Татарской и Кабардинской АССР.

2. Улучшить работу по наблюдению и изучению деятельности мусульманских и иудейских религиозных групп и служителей этих культов, систематически действующих без регистрации. Провести учет постоянно действующих групп и систематически проводить рекомендованные Советом меры по прекращению их деятельности.

3. Продолжать систематически наблюдать за выполнением мусульманскими, иудейскими и буддийскими религиозными объединениями законов Советского Государства, относящихся к религиозным культам, и своевременно реагировать на все установленные факты нарушения этих законов.

4. Обеспечить своевременное направление ответов на запросы Уполномоченных Совета и составление замечаний по их информационным отчетам. Детально изучать докладные записки по отдельным вопросам работы Уполномоченных и в необходимых случаях своевременно намечать конкретные мероприятия по вопросам, которые ставят Уполномоченные Совета.

5. Изучать возможность и в каждом отдельном случае целесообразность дальнейшего расширения связей мусульманских религиозных центров в СССР с прогрессивными мусульманскими кругами и отдельными религиозными деятелями зарубежных стран по вопросу защиты мира.

6. Повысить качество конкретного руководства республиканскими и областными Уполномоченными Совета, путем улучшения указаний по информационным отчетам, проведения инструктивных совещаний, постановки отчетов Уполномоченных на заседании Совета и т.п.

7. Осуществлять систематический контроль за выполнением Уполномоченными Совета решений Совета по их отчетным докладам на заседаниях Совета, а также указаний по их ежеквартальным информационным докладам.

Heard: Report by Cde. Prikhodko, Section Manager of the Council, on the Section's work in 1951.

Resolved: After reviewing and discussing a second time the report by Cde. L. A. Prikhodko, Section Manager of the Council, for 1951, the Council for the Affairs of Religious Cults notes that during the reporting period the Section did substantial work in guiding the activities of the Council's republic and oblast Plenipotentiaries; it systematically studied the status of the Muslim, Jewish and Buddhist religions in the USSR and monitored on a daily basis compliance by religious associations with laws on religions; conducted the necessary work to maintain a connection with the leaders of religious associations regarding matters that required permission from the Soviet Government; arranged the participation of representatives of the aforementioned religions in the work of the Third All-Union Conference of Peace Supporters, etc.

The Council, however, also points out shortcomings in the Section's work:

1. The Section in 1951 failed to carry out an in-depth study of the status of registered Muslim religious societies in a number of republics and oblasts: the Tadzhik SSR, the Kabardin and Nakhichevan ASSR and Kuibyshev and Ulianovsk oblasts.

2. The Section did not engage sufficiently in the study of the activities of Muslim religious groups operating without registration or in monitoring the activities of unregistered clergy who serve these groups.

3. The Section failed to ensure the timely submission to the Council of a summary memorandum on the fulfillment of the Council's decision by Cdes. Akhtiamov and Sabitov, the Plenipotentiaries, regarding their reports to the Council and sufficient efficiency in the processing of documents, especially informational reports by the Council's Plenipotentiaries. The Council has decided:

To order Cde. Prikhodko, the Section Manager:

1. To improve the study of the status of registered religious associations and the registered clergy who serve them, focusing above all on the study of the Muslim religion in the republics: of Central Asia, Azerbaidzhan SSR and the Dagestan, Bashkir, Tatar and Kabardin ASSR.

2. To improve work in monitoring and studying the activities of Muslim and Jewish religious groups and the clergy of these religions who regularly operate without registration. То keep records of permanent groups and systematically implement measures recommended by the Council to terminate their activities.

3. To continue systematically to monitor compliance by Muslim, Jewish and Buddhist religious associations with the laws of the Soviet State pertaining to religious groups, and to react promptly to all established violations of these laws.

4. To ensure that, in a timely manner, answers are sent to inquiries by the Council's Plenipotentiaries and criticisms are drawn up in regard to their informational reports. To study in detail memorandums on specific matters related to the work of Plenipotentiaries and, when necessary, to promptly outline specific actions regarding questions that the Council's Plenipotentiaries raise.

5. То study the feasibility, and in each specific case the advisability, of further expanding the ties of Muslim religious centers in the USSR with progressive Muslim circles and individual religious figures in foreign countries regarding the matter of defending peace.

6. To enhance the quality of specific guidance of republic and oblast Plenipotentiaries of the Council by improving directives regarding informational reports, conducting training conferences, bringing up Plenipotentiaries' reports at meetings of the Council, etc.

7. To conduct regular oversight of implementation by the Council's Plenipotentiaries of the Council's decisions regarding their reports at meetings of the Council and directives regarding their quarterly informational reports.
