Выступление Уполномоченного Совета при Ростовском Облисполкоме тов. Байкова

В Ростовской обл. по состоянию на 10 июля с.г. имеется 23 религиозных общества, в том числе:

5 армянских церквей, из них 1 кафедральный собор

4 старообрядческих, белокриницкого согласия

1 старообрядческая церковь, беглопоповского согласия

1 еврейская синагога

1 мусульманская мечеть

Имеется мусульманская мечеть, которая обслуживает до 2 тыс. татарского населения. В мечети имеется верх и низ. В большие праздники Ураза-байрам и Курбан-байрам верх мечети занимают женщины, а низ - мужчины. Одно время в мечеть привлекали и подростков, пришлось поговорить с муллой и сейчас это посещение прекратилось. О посещаемости. В будние дни мечеть в 1953-54 г. посещало 70-75 чел., а в связи с приходом нового муллы посещаемость увеличилась, в пятницу доходит до 120 чел. Объясняется увеличение посещаемости тем, что мулла проводит хорошую службу. В большие праздники, как Ураза-байрам и Курбан-байрам мечеть посещается приезжими мусульманами из Батайска, Сальска, Таганрога. Одно время местные органы власти хотели приспособить мечеть под планетарий, мотивировав тем, что мечеть неудобно расположена, т.к. напротив казарм. Когда я им разъяснил, что взамен придется дать новое помещение, пригодное для молитвенных целей, от своего намерения местные органы власти отказались и вопрос оставлен открытым.

Выступление Уполномоченного Совета при Ленинградском Облисполкоме тов. Васильева

В Ленинграде зарегистрировано 5 действующих религиозных обществ, помимо этого имеются евангелисты, пятидесятники, смородинцы, иудеи, католики, старообрядцы-беспоповцы, поморского согласия; старообрядцы-федосеевцы, филипповского согласия; мусульмане, адвентисты 7-го дня, иеговисты, духовные скопцы.

Вопрос о мусульманах. Мне кажется, что Совет призван для того, чтобы помогать Уполномоченным в работе. Мусульмане в течение 10 лет добиваются открытия религиозного общества. За последнее время они настолько активизировались, что забросали жалобами все руководящие партийно-советские органы, я уже не говорю о себе. Когда встал вопрос об открытии религиозного общества, я написал свое заключение в Исполком Ленинградского Совета, но до сих пор ответа нет. Приезжал ко мне т. Полянский и опять вопрос остался не решенным. Сейчас решение вопроса упирается в постановление райкома партии. Мое мнение, совет должен этот вопрос поставить перед Советом Министров, т.к. на месте мне отвечают, пускай дадут решение сверху и религиозное общество будет открыто. Правда, по этому вопросу Совет писал в Исполком, но вопрос остался не решенный. Я хочу сказать, что если вы уж пишите, то уважайте себя. Раз ваше решение не выполнено, то вы должны были обратиться в Совет Министров СССР с тем, чтобы вопрос довести до конца. От работы Совета зависит авторитет Уполномоченных. Если Вы будете так относиться к Уполномоченным, то авторитет Уполномоченного будет снижаться.

Я присоединяюсь к Уполномоченным, которые ставили вопрос о том, что должно быть положение об Уполномоченных. 5 лет тому назад, когда я выступал на совещании в Совете, то меня заверили, что инструкция для Уполномоченных готовится, но до сих пор ее нет.

В части материального обеспечения Совету также надо решать вопрос, т.к. Уполномоченных многого лишили.

В отношении приемов. По принципиальным вопросам я пишу

Я не ошибусь, если скажу, что по опыту работы я самый молодой, т.к. работаю Уполномоченным 4 мес. Я не буду давать анализа о деятельности зарегистрированных религиозных обществ в Кабардинской АССР, а больше скажу о тех недостатках и трудностях, которые встречаются на первых порах работы.

Получив вызов на инструктивное совещание, я думал, что из выступлений товарищей я получу для себя много полезного. Но пока этого не получилось.

Придя на работу Уполномоченным, я начал знакомиться с директивными указаниями Совета. Я изучил инструкцию, которая выпущена с начала образования Совета. Но так как за этот период времени в нашей стране произошли большие изменения, то инструкция в некоторых пунктах отстает от современной жизни. Разбирая дела, я нашел письмо Совета, в котором говорилось, что в 1953 г. было кустовое совещание в Краснодаре, на котором Совет наметил целый ряд мероприятий. Но я ни нашел ни одного документа, где бы говорилось, что эти мероприятия воплощены в жизнь. Там же говорилось о религиозных календарях и было решено, что они нам не нужны. Но я скажу, что календари нам нужны. Например, я работаю Уполномоченным 4 мес. За этот период по мусульманскому календарю прошли праздник Ураза-байрам и накануне Курбан-байрам. Правда меня выручает мой предшественник, который подсказывает, когда наступают праздники и когда заканчиваются. Но в этом году он меня подвел, а я ввел в заблуждение руководство республики. Он мне неправильно подсказал о наступлении праздника, а я разослал директивное письмо по райисполкомам, в котором говорилось, что последние должны следить за прохождением праздника. После, когда я узнал, что праздник начинается не в тот день, о котором я писал, мне пришлось рассылать по райисполкомам новое письмо, где указать, что в первом письме была ошибочно проставлена дата. Дальше. Было письмо Совета, что Уполномоченные злоупотребляют засекречиванием писем, сейчас я встал в тупик, какие письма засекречивать, а какие нет.

О взаимоотношениях с советско-партийными органами. Взаимоотношения у меня хорошие, руководство республики всегда идет мне навстречу. В любое время я могу попасть на прием к Председателю Совета Министров республики. Хуже обстоит дело на местах, для

Несколько слов о планировании нашей работы. Так или иначе планировать нашу работу надо, тем более, что это дисциплинирует нас. Но должен прямо сказать, что не всегда удается выполнить те вопросы, которые запланированы в плане.

О методах моей работы. Я обязательно выезжаю в районы, где через райкомы партии и Облисполкомы, добиваюсь соответствующих решений. Например. В г. Орске есть 2 братские могилы. Одна могила хорошо огорожена, поставлен памятник, а другая находится без присмотра. От мусульман поступило много жалоб, в которых они писали: "почему русские могилы находятся в порядке, а к нашим могилам такое невнимание, на наших кладбищах пасется скот". Через местные органы власти я добился, чтобы на мусульманское кладбище был поставлен сторож. Насчет могилы дело также решено, сейчас ее будут огораживать хотя бы простенькой оградой.

По своей работе я очень часто бываю у зав. отделом агитации и пропаганды. Каждый год я готовлю письма в 42 р-на области о необходимости проведения мероприятий по части отвлечения верующих от празднования Уразы.

В отношении религиозности могу сказать одно, что религиозность у меня в области уменьшается. Той активности, которая была раньше, сейчас уже нет, молодежь, как правило, от церкви отходит. Но у меня есть 12-15 групп, которые действуют активно. Например в Бугуруслане, до сих пор я находил мотивы для отказа верующим, но как быть сейчас я не знаю. В Бугуруслане имеется помещение, есть священник, который имеет свидетельство от Иоанна, по моей подсказке финорганы 3 года подряд облагали священника налогом. А как быть сейчас? Такое же положение с мусульманами, у которых имеется хорошо оборудованный дом на ул. Молотова. Когда муфтий Хиялетдинов был у меня на приеме, то он спросил, почему я так долго тяну дело с регистрацией мусульман.

Когда я начинаю анализировать свою работу, то вижу, что те вопросы, которые я долгое время не разрешал, принесли только пользу. Если бы я в Бугуруслане зарегистрировал общество 8-10 лет тому назад, то представьте себе, какой бы был куст ответвления и верующих было бы гораздо больше, чем сейчас.

Дальше, в плане работы за 1954 г. я решил запланировать ознакомление с содержанием лекций в областном лекционном бюро. Совет этот план утвердил. Когда я проверил этот участок работы и в информационном отчете изложил результаты, то от Совета получил разносное заключение: "Вы увлекаетесь не свойственной работой, это в функции Уполномоченного не входит". Это замечание я воспринял как должное. Но в то же время не согласен с тем, где был раньше Совет, утверждая мой план работы? Почему он мне раньше не указал, что этой работой я заниматься не должен? Во-вторых, эта работа дала положительные результаты, т.к. в работе лекционного бюро были вскрыты большие недостатки, например, квалифицированные лектора выезжают читать лекции только в районы, а в села, где в них имеется большая нужда, не показываются.

И последнее мое замечание о заботе об Уполномоченных. Из выступления т. Приходько я сделал вывод, что Совет входит в Правительство с очень принципиальными вопросами и добивается положительных решений. Но почему же Совет, зная настроения присутствующих Уполномоченных, которые в материальном отношении ущемлены, не может принципиально поставить перед Правительством вопрос о персональной надбавке Уполномоченным Совета? Мне кажется, что Совет по-настоящему этот вопрос не решал.

Какие трудности я встречаю в своей работе. В настоящее время в г. Молотове активизировалось 2 религиозных группы - ехб и мусульмане. Наибольшее внимание заслуживает группа мусульман. По данным переписи на 1944 г. в г. Молотове мусульман насчитывалось 17 тыс. чел., сейчас, в связи с ростом населения, мусульман около 30 тыс. чел. Эта группа хлопочет об открытии молитвенного дома. Молитвенный дом, который находится в 40 км. от г. Молотова, верующих не удовлетворяет и они туда не ходят. У этого общества имеется руководство, оно собирает деньги, которые вносит на текущий счет, имеется мулла, в праздники Ураза-байрам под открытым небом верующих собирается до 2 тыс. человек, в Курбан-байрам и того больше. Словом они существуют. Но какие же были предприняты меры, чтобы ограничить их деятельность? Я несколько раз вызывал к себе инициаторов этой группы и предупреждал их, что сборы под открытым небом запрещены, что им может быть неприятность. Этот вопрос я ставил и у секретаря по пропаганде, но положительных результатов пока нет. Я прошу совет помочь мне в этом вопросе, т.к. помещения, которые они подыскивают, местные органы власти бракуют.

Выступление Уполномоченного Совета при Ульяновском Облисполкоме тов. Симонова

На территории Ульяновской обл. зарегистрировано 12 религиозных обществ мусульман. Каких-либо других зарегистрированных религиозных обществ нет. Посещаемость молитвенных домов в обычные дни колеблется от 10 до 20 чел., по пятницам от 10 до 50 чел., по праздникам от75 до 1000 чел. Возрастной состав верующих - в основном люди пожилого возраста.

В области также имеются незарегистрированные группы мусульман, как, например, Филипповка и Нагаево. Я уже сообщал Совету, что как только мулла в Нагаеве получил от Духовного управления мусульман свидетельство о том, что он является муллой, сразу бросил работу в колхозе, установил себе зарплату в 300 руб. По этому вопросу я запросил Совет, почему Духовное управление дает такие свидетельства, т.к. в Нагаеве нет зарегистрированной мечети. Совет написал письмо т. Каримову и до сих пор нет ответа. Вчера я разговаривал по этому вопросу с т. Каримовым и он мне ответил, что это сделал Расулев, а он не будет заниматься отобранием этих свидетельств. Я считаю, что такой ответ неверен и вопрос этот следует разрешить.

Как я строю свою работу.

Я работаю в соответствии с указаниями Совета, инструкцией для Уполномоченных, составляю планы работ. Кстати о плане. План работы очень помогает Уполномоченному во-первых тем, что выезжаешь на места и во-вторых, план подписывает председатель или заместитель Облисполкома и когда возникает вопрос о командировке, то уже они знают, приблизительно, в какой район посылать. В отношении сбора сведений. Я работаю 10 лет. Нельзя сказать, что сведения, которые нужно сообщить Совету, достаются легко. Вы спросите почему? Потому, что, во-первых, местные органы власти не интересуются религиозным движением и во-вторых, когда разговариваешь на месте с секретарем парторганизации, председателем колхоза, зав. клубом, председателем сельсовета, они дают разноречивые сведения.

В части приема посетителей. Это - вещь необходимая. Но однако, когда т. Гостев бросил реплику, что мне стыдно писать, что у меня было только 2 приема, это неверно. Я смотрю так, если к Уполномоченному идет много верующих, то в области не все благополучно, значит местные органы власти нарушают законы и поэтому

верующие идут к Уполномоченному.

Тов. Приходько поднял вопрос в отношении Тимошкинской мечети. Решение этого вопроса затянулось. Мечеть была зарегистрирована в 1946 г. В 1949 г. буря сломала минарет, после чего мной было дано указание закрыть мечеть на замок. Затем Райисполкомом была составлена техническая комиссия, которая должна была установить пригодность мечети в дальнейшем. Комиссия вынесла решение, что мечеть использовать нельзя. В 1950 г. силами местных органов власти мечеть была отремонтирована и с этого же времени начались ходатайства верующих о передаче им здания мечети. Я прошу Совет этот вопрос разрешить.

В смысле научно-атеистической пропаганды. В селах эта работа стоит на низком уровне. За год читается 1-2 лекции. Секретари райкома партии и зав. отд. агитации и пропаганды говорят, что лектора то у них есть, но нет написанных лекций. Обком партии в части присылки им лекций обращался в Татарскую АССР, но не получил положительного ответа. Почему бы Совету по делам религиозных культов не поставить вопрос перед отделом пропаганды и агитации при ЦК КПСС о высылке на места готовых лекций.

О взаимоотношениях. Когда мне надо, я всегда бываю на приеме у 1-го секретаря обкома, а также его заместителя. По моим докладам даются указания отделу агитации и пропаганды. В смысле Облисполкома за 10 лет были всякие отношения. В 1953 г. был даже такой случай, когда освободилось помещение кладовой, то меня хотели в нее поместить работать. Только благодаря вмешательству Обкома партии, я остался работать на старом месте.

О Совете. Совет плохо заботится о своих Уполномоченных. У нас почти у всех отобрали денежную дотацию, а Совет в этом отношении мер никаких не принял.

Выступление тов. Приходько Л.А.

Товарищи! Я не собираюсь давать Вам установки в работе. Это сделает по поручению Совета в своем выступлении тов. Гостев. Моя задача информировать вас о тех задачах, которые встали перед Советом в последнее время в связи с включением религиозных объединений в деятельность, связанную с защитой мира и с ослаблением напряженности в международных отношениях.

Я должен сказать, что Постановление ЦК КПСС от 10 ноября 1954 г. и Постановление Совета Министров СССР от 17 февраля 1955 г. оказали Совету и его Уполномоченным большую помощь в работе. Работники Совета и Уполномоченные на местах, сделали себе, прежде всего вывод, что закрывать молитвенные дома и распускать религиозные общества без учета политической целесообразности и там, где к этому не созрела обстановка, не следует. Нечего греха таить, некоторые из нас неправильно увлекались закрытием церквей и вообще скатывались на административную борьбу с религиозными объединениями, забывая необходимость систематического изучения состояния и деятельности культов и своевременного представления информации в Совет и местным руководящим органам.

Товарищи! Я буду говорить больше о мусульманах, иудеях, так как эти культы мне ближе, поскольку я являюсь руководителем отдела по вопросам этих культов.

Прежде всего, как Вам известно, представители религиозных объединений в последнее время стали чаще выезжать за границу для связи со своими единоверцами по вопросам, связанным с защитой мира. Руководители религиозных центров и ряд религиозных обществ систематически принимают у себя различные иностранные делегации, участвуют в ряде случаев в правительственных и дипломатических приемах. Зам. председателя Духовного управления мусульман Средней Азии и Казахстана Зияутдин Бабаханов в текущем году избран членом Всемирного Совета мира. Кроме того, он вместе с муллой из Семипалатинска в апреле выезжал в составе Советской делегации на Азиатскую Конференцию по ослаблению напряженности в международных отношениях. Муфтий Хиялетдинов избран и вскоре уезжает в Хельсинки на Всемирную Ассамблею Мира. Различные обращения и воззвания мусульман, баптистов, евреев, и других культов, посвященные борьбе защиты мира, публикуются в Советской печати. Мусульмане ежегодно выезжают на паломничество в Мекку. Вся эта деятельность

религиозных культов проводится под углом зрения необходимости расширения связи с целью укрепления мира, борьбы с клеветнической пропагандой, ведущейся за рубежом против Советского Союза и содействует в некоторый вклад в ослабление международной напряженности.

Нельзя не отметить, что религиозные объединения, расширяя свою деятельность на международной арене в пользу мира, приносят известную пользу и Советскому государству.

Названная деятельность духовенства обязывает нас усилить воспитательную работу со служителями культа и с теми представителями религиозных обществ, которые допускаются к встрече с иностранными делегациями. Отсутствие достаточной воспитательной работы со стороны некоторых Уполномоченных, создает в ряде случаев нежелательные явления. Так, например, в Киеве произошел недавно такой случай. В еврейскую синагогу прибыла делегация американских квакеров. Принимал их председатель исполнительного органа еврейского религиозного общества Бардах и раввин синагоги Панич. Проведение беседы с гостями взял в свои руки председатель исполнительного органа. На все вопросы иностранцев он отвечал сам, хотя некоторые из них обращались с вопросами к раввину. На вопрос квакеров платят ли религиозные общества государству какие-либо налоги, Бардах, не задумываясь, ответил, что никаких налогов религиозное общество не платит. Этот ответ вызвал недоумение у иностранцев, так как они до синагоги посетили общество баптистов и там им рассказали, что их общество платит ренту за землю, налог со строения и т.п. На ряд последующих вопросов Бардах также ответил неправильно. Когда после приема Уполномоченный Совета спросил Бардаха, почему он давал неправильные ответы, Бардах ответил, что он ненавидит иностранцев. Этот факт свидетельствует о том, что еще не все Уполномоченные Совета придают важное значение воспитанию служителей культа и руководителей религиозных обществ, которые допускаются к общению с иностранцами.

В тех городах, где еще иностранные делегации не были, Уполномоченным Совета следует заранее провести работу со служителями культа и религиозным активом, чтобы, если случится приезд иностранцев для осмотра молитвенных домов и бесед, не явился для них неожиданностью.

Нам следует принять все меры к тому, чтобы встречи служителей культа с иностранцами и прием иностранцев в молитвенных домах проходили гладко и не вызывали никаких нежелательных явлений. Но чтобы это обеспечить, необходимо предварительно провести серьезную работу.

Чтобы улучшить прием иностранцев служителями культа по линии московского духовенства, Совет пошел, например, на то, что оказал содействие муфтию Ишана Бабахану в получении в его распоряжение под квартиру особняка, оказал содействие получить отдельную квартиру мулле Московской мечети. Сейчас Совет намерен поставить вопрос об улучшении предоставлении жилищных условий и, в частности, о предоставлении квартиры, раввину Московской синагоги.    

Совет недавно направил письмо Председателю Совета Министров РСФСР т. Пузанову с просьбой дать указание руководству Совета Министров Татарской АССР об освобождении от предприятий промкооперации помещения Казанской мечети. Уполномоченный Совета т. Сафин доложил Совету, что мечеть в скором времени будет полностью освобождена и передана религиозному обществу. Все это, повторяю, делается с учетом политической целесообразности.

К сожалению, отдельные Уполномоченные Совета еще не понимают необходимости соблюдать законность в отношении зарегистрированных обществ и примиренчески относятся к подобным фактам. В с. Ст. Тимошкино, Ульяновской обл., у зарегистрированного религиозного общества мусульман местные органы власти незаконно отобрали здание мечети. Этот вопрос находится в стадии разрешения уже несколько лет, благодаря упорству районных организаций, на территории которых расположена мечеть, а Уполномоченный Совета т. Симонов не занял в этом деле принципиальной позиции. В результате верующие зарегистрированного общества, имеющие в своем распоряжении мечеть, молятся по домам, на кладбище, повседневно выражая недовольства в отношении местной власти. Поскольку в Совет поступают беспрерывно ходатайства от верующих с. Ст. Тимошкино о возвращении им мечети, Совету придется этот вопрос разрешать также через Совет Министров РСФСР. В настоящее время назрел вопрос с открытием мечети в Ленинграде. Совет стоит на точке зрения открытия там мечети.

Короче говоря, религиозные культы вышли на международную арену. Этот факт поставил перед Советом и его Уполномоченными ряд новых задач, которые мы должны успешно решить. В связи с этим Совет придал большое значение своевременному представлению ему Уполномоченными Совета всех записей приемов служителей культа и верующих, из которых видно, какие вопросы ставят представители духовенства и как на них отвечает и разрешает Уполномоченный Совета. Совет требует, чтобы Уполномоченные Совета больше и глубже изучали служителей культа и занимались их повседневным

воспитанием. Нам необходимо в своей работе исключить командование и вмешательство во внутренние дела церкви, так как зачастую это ведет к созданию ненормальных отношений с духовенством. Надо помнить, что служитель культа нам не подчинен. Чтобы быть уверенным в том, что служитель культа будет добросовестно проводить данные ему Уполномоченным рекомендации, необходимо иметь правильные взаимоотношения с ним.

Одновременно Совет рекомендует т. Васильеву улучшить работу по линии информации, которую необходимо составлять более продуманно и тщательно, с включением всех характерных моментов, оформлять более аккуратно, направляемые в Совет документы, не допуская в них орфографических ошибок, усилить свои деловые связи со служителями культа, улучшить работу по незарегистрированным группам в области.

There is a Muslim mosque that serves a Tatar population of up to 2,000. The mosque has an upstairs and a downstairs. On the major holidays of Uraza Bairam and Kurban Bairam, women are upstairs and men downstairs. At one time teen-agers were also being drawn to the mosque; it was necessary to have a talk with mullah and now these visits have stopped. Regarding attendance. On weekdays in 1953-54, 70 to 75 people would visit the mosque, and the arrival of a new mullah brought about an increase in attendance, so on Friday it can be as many as 120 people. The increase in attendance is attributable to the fact that the mullah conducts a good service. On major holidays like Uraza Bairam and Kurban Bairam the mosque is visited by Muslims who come from Bataisk, Salsk and Taganrog. At one time the local authorities wanted to convert the mosque to a planetarium, arguing that the mosque is inconveniently located, since it is across from barracks. When I clarified to them that it would be necessary to provide in return a facility that is suitable for purposes of worship, the local authorities dropped their plan, the matter was left open.

Speech by Cde. Vasiliev, Plenipotentiary of the Council under the Leningrad Oblast Executive Committee

Five active religious congregations are registered in Leningrad, and in addition there are Evangelicals, Pentacostals, Smorodinists, Jews, Catholics, Old Ritualist Bezpopovtsy [Priestless Ones] and Pomortsy; Old Ritualist Fedoseevtsy and Filippians; Muslims, Seventh Day Adventists, Jehovah's Witnesses and Spiritual Skoptsy.

The question of Muslims. It seems to me that the purpose of the Council is to help Plenipotentiaries in their work. For 10 years Muslims have been seeking the opening of a religious congregation. Lately they have become so active that they are bombarding all of the leading party and soviet bodies with complaints, not to mention me. When the question arose of opening a religious congregation, I wrote my report to the Executive Committee of the Leningrad Soviet, but to date there has been no response. Cde. Poliansky came to see me, and again the question remained unresolved. Now a decision on the question depends on a resolution by the raion party committee. My opinion is that the Council should put this question before the Council of Ministers, since the local people are telling me, let the decision come from the top and the religious congregation will be opened. Granted, the Council wrote to the Executive Committee regarding this matter, but the matter remained unresolved. I would like to say that if you are already writing, then have respect for yourself. Since your decision has not been implemented, you should have applied to the USSR Council of Ministers to bring the question to a conclusion. The authority of the Plenipotentiaries depends on the Council's work. If you treat the Plenipotentiaries this way, the authority of a Plenipotentiary will decline.

I join the Plenipotentiaries, who have made the point that there should be a Statute on Plenipotentiaries. Five years ago, when I spoke at a meeting at the Council, I was assured that a manual for Plenipotentiaries was being prepared, but we still do not have one today.

In regard to financial support, the Council must also deal with the matter, since the Plenipotentiaries have been deprived of a great deal.

Speech by Cde. Aisov, Plenipotentiary of the Council under the Kabardin ASSR Council of Ministers

I will not be wrong if I say that in terms of work experience I am the youngest, since I have been a Plenipotentiary for four months. I will not provide an analysis of the activities of registered religious congregations in Kabardin ASSR, but will talk more about the shortcomings and difficulties that are coming up in the initial period of work.

When I received a summons to the briefing, I thought that I would get a lot of useful things out of the comrades' speeches. But so far that has not happened.

When I came to work as a Plenipotentiary, I began to familiarize myself with the Council's guidelines. I studied the manual, which was issued when the Council was formed. But since major changes have occurred in our country during this period, the manual at several points lags behind life today. In going through the files, I found a letter from the Council that said that in 1953 there was a group conference in Krasnodar, at which the Council outlined a whole host of measures. But I did not find a single document that said that the measures had been implemented. There was also a discussion of religious calendars there, and it was decided that we do not need them. But I will say that we do need calendars. For example, I have been a Plenipotentiary for four months. During this period on the Muslim calendar the Uraza Bairam holiday has taken place and Kurban Bairam is about to take place. Granted, my predecessor helps me out here, letting me know when the holidays begin and when they end. But this year he let me down, and I misled the republic's leadership. He misinformed me about the beginning of the holiday, and I sent out a letter-directive to the raion executive committees that said that the latter should follow the progress of the holiday. Afterward, when I learned that the holiday did not begin on the day that I referred to, I had to send out a new letter to the raion executive committees where I said that the first letter had the wrong date. Moving on. There was a letter from the Council saying that Plenipotentiaries abuse the classification of letters as secret, and now I am in a quandary as to which letters to classify as secret and which not.

Regarding relations with the soviet and party bodies. I have good relations, and the republic leadership always meets me halfway. At any time I can get to see the Chairman of the Council of Ministers of the republic.

Speech by Cde. Opitin, Plenipotentiary of the Council under the Chkalov Oblast Executive Committee

A few words about the planning of our work. We need to plan our work one way or another, especially since it disciplines us. But I have to say bluntly that the things that are planned in the plan are not always fulfilled.

About our work methods. I make sure to travel to the raions, where I seek the appropriate decisions through the raion party committees and the oblast executive committees. For example, in the town of Orsk there are two mass graves. One grave has a nice fence around it, a monument has been placed there, while the other is not cared for. There have been many complaints received from Muslims, in which they wrote: "Why are the Russian graves in order, while there is such neglect of our graves that livestock graze in our cemeteries." I managed to get the local authorities to put a watchman in the Muslim cemetery. The situation regarding the grave has also been resolved, and now it will be enclosed at least by an ordinary fence.

I visit the head of the agitation and propaganda department very often for my work. Every year I prepare letters to 42 raions in the oblast about the necessity of holding events to distract believers from celebrating Uraza.

As to religiosity, one thing I can say is that religiosity in my oblast is declining. The activity that was occurring before is no longer there now; young people, as a rule, are leaving the church. But I do have 12-15 groups that are active. For example, in Buguruslan, until now I found reasons to refuse the believers, but now I don't know what to do. There is a facility in Buguruslan, there is a priest who has a certificate from Ioann, and at my prompting the financial authorities taxed the priest for three years in a row. But now what do we do? The situation is the same with the Muslims, who have a well-appointed house on Ulitsa Molotova. When I received Mufti Khiialetdinov, he asked why I was dragging things out regarding the registration of Muslims for so long.

When I begin to analyze my work, I see that the matters I did not deal with for a long time only yielded benefits. If I had registered a congregation in Buguruslan eight or ten years ago, then just imagine how much bigger the cluster of offshoots and believers would have been than it is now.

Moving on, in the work plan for 1954 I decided to plan to familiarize myself with the substance of lectures at the oblast lecture bureau. The Council approved this plan. When I had checked on this area of work and set out the results in a report, I received a scathing finding: "You are veering off into inappropriate work, that is not part of a Plenipotentiary's functions." I took this criticism as proper. But at the same time I disagree with where the Council was before when it approved my work plan. Why didn't it point out to me before that I shouldn't engage in that work? Second, this work produced positive results, since major shortcomings were discovered in the lecture bureau's work; for example, qualified lecturers travel to present lectures only in raions, but in villages where there is a great need for them, they do not show up.

And now my final criticism about the care of Plenipotentiaries. I concluded from Cde. Prikhodko's speech that the Council goes to the Government with very fundamental issues and seeks affirmative decisions. But why can't the Council, knowing the feelings of the Plenipotentiaries in attendance, who are financially pinched, raise the issue in a general way with the Government of a personal increase for the Plenipotentiaries of the Council? I don't think the Council has really dealt with this issue.

What difficulties am I encountering in my work? Two religious groups have currently become active in the town of Molotov—the ECBs and the Muslims. The Muslim group deserves the most attention. According to census data as of 1944, there were 17,000 Muslims in Molotov, and now, as a result of population growth, there are about 30,000 Muslims. This group is clamoring for a house of worship to be opened. The house of worship that is 40 km. from the town of Molotov does not satisfy the believers and they do not go there. This congregation has a leadership, it collects money, which it deposits in a current account, there is a mullah, on the Uraza Bairam holidays up to 2,000 believers gather in the open air. In short, they exist. But what measures were taken to restrict their activities? I have summoned the initiators of the group several times and warned them that outdoor gatherings are prohibited, that they may get into trouble. I also raised this issue with the secretary for propaganda, but so far there have been no positive results. I ask that the Council help me with this issue, since the facilities that they are seeking are rejected by the local authorities.

Speech by Cde. Simonov, Plenipotentiary of the Council under the Ulianovsk Oblast Executive Committee

Ulianovsk Oblast has 12 Muslim religious congregations registered. There are no other registered religious congregations. Attendance at houses of worship on normal days ranges from 10 to 20 people; on Fridays, from 10 to 50 people; and on holidays, from 75 to 1,000 people. The age composition of the believers is mostly elderly.

The oblast also has unregistered Muslim groups, such as Filippovka and Nagaevo. I have already informed the Council that as soon as the mullah in Nagaevo received from the Muslim Religious Directorate a certificate stating that he was a mullah, he immediately quit his job on the collective farm and set a wage of 300 rubles for himself. I asked the Council regarding this issue why the Religious Directorate provides such certificates, since there is no registered mosque in Nagaevo. The Council wrote a letter to Cde. Karimov and there has been no reply yet. Yesterday I spoke with Cde. Karimov about this issue and he responded that Rasulev did this, and he will not engage in taking away these certificates. I think this is the wrong answer and the issue should be dealt with.

How do I structure my work?

I work in accordance with the Council’s instructions and the manual for Plenipotentiaries, and I draw up work plans. Incidentally, a few words about the plan. The work plan is very helpful to a Plenipotentiary, first of all, when you travel to the localities, and second, the plan is signed by the chairman or the vice-chairman of the Oblast Executive Committee and when the question of an official trip comes up, they already know approximately what raion to send you to. Now about gathering information. I have been working for 10 years. I cannot say that the information that has to be reported to the Council is easy to come by. You’ll ask why that is. Because, first, the local authorities are not interested in the religious movement, and second, when you talk in a locality with the secretary of the party organization, a collective-farm chairman, a club manager, or a village-soviet chairman, they give conflicting information.

Now about receiving visitors. This is essential. However, when Cde. Gostev dropped a remark that I ashamed to write, that I have received visitors only twice, that is wrong. I look at it this way, if a lot of believers come to see the Plenipotentiary, then not everything is going well in the oblast, it means the local authorities are breaking laws and therefore

believers are going to see the Plenipotentiary.

Cde. Prikhodko raised the question of the Timoshkino mosque. A resolution of this issue has dragged on a long time. The mosque was registered in 1946. In 1949 a storm broke the minaret, after which I issued an order to shut down the mosque. Then the Raion Executive Committee created a technical commission that was supposed to determine the serviceability of the mosque in the future. The commission issued a decision that the mosque could not be used. In 1950, with the resources of the local authorities, the mosque was repaired and since then believers have been petitioning for the mosque building to be turned over to them. I ask that the Council resolve this issue.

In regard to scientific atheistic propaganda. This work in the villages is not being done well. One or two lectures per year are presented. The secretaries of the raion party committee and the head of the agitation and propaganda department say that they have lecturers, but no written lectures. The oblast party committee made a request to the Tatar ASSR about sending them lectures, but did not receive an affirmative response. Why shouldn’t the Council for the Affairs of Religious Cults raise the question with the department of propaganda and agitation under the CPSU CC about sending out prepared lectures to the provinces?

About relationships. When I need to, I always go to see the first secretary of the oblast committee, as well as his deputy. Based on my reports, instructions are issued to the department of agitation and propaganda. As regards the Oblast Executive Committee, I have had all sorts of relationships during the 10 years. In 1953 there was even a situation when a storeroom was vacated, and they wanted to have me work there. It was only thanks to the Oblast Party Committee’s intervention that I kept working where I was.

Regarding the Council. The Council does a poor job taking care of its Plenipotentiaries. The cash subsidy has been taken away from almost all of us, and the Council has not taken any measures in this respect.

Speech by Cde. L. A. Prikhodko

Comrades! I am not going to give you guidelines in your work. Cde. Gostev will do this in his speech at the Council’s request. My task is to inform you about the tasks that have confronted the Council recently as a result of the involvement of religious associations in activities related to defending peace and easing tensions in international relations.

I must say that the Resolution of the CPSU CC of 10 November 1954 and the Resolution of the USSR Council of Ministers of 17 February 1955 have been of great assistance to the Council and the Plenipotentiaries in their work. Council functionaries and the Plenipotentiaries in the provinces have concluded, above all, that it would not be wise to shut down houses of prayer and disband religious congregations without taking account of political expediency in places where the situation has developed to that point. It is no secret that some of us became carried away with shutting down churches and, in general, slipped into an administrative struggle with religious associations, forgetting the need for a systematic study of the condition and activity of cults and for a timely submission of information to the Council and local leadership bodies.

Comrades! I will talk more about Muslims and Jews, since these cults are closer to me, given that I am the head of the department for the affairs of these cults.

Above all, as you know, representatives of religious associations recently have begun to travel abroad more often to have contact with their coreligionists on matters related to the defense of peace. The heads of religious centers and a number of religious congregations regularly receive various foreign delegations and participate in a number of occasions at government and diplomatic receptions. Ziiautdin Babakhanov, vice-chairman of the Muslim Religious Directorate of Central Asia and Kazakhstan, was elected a member of the World Peace Council this year. In addition, in April he and a mullah from Semipalatinsk traveled as part of the Soviet delegation to the Asian Conference for the Relaxation of Tensions in International Relations. Mufti Khiialetdinov was elected and will soon leave for Helsinki to attend the World Peace Assembly. Various appeals and calls by Muslims, Baptists, Jews and other cults related to the struggle to defend peace are published in the Soviet press. Muslims go on a pilgrimage to Mecca every year. All these activities

 of the religious cults are conducted because of the need to expand contacts in order to strengthen peace and the struggle against the slanderous propaganda that is purveyed abroad against the Soviet Union and assists in a certain contribution to the easing of international tensions.

I must note that the religious associations, by expanding their activities in the international arena in favor of peace, bring a certain benefit to the Soviet state as well.

These activities by the clergy make it incumbent on us to strengthen the instructional work with clergy and representatives of religious congregations that are allowed to take part in meeting with foreign delegations. A lack of sufficient instructional work by some Plenipotentiaries creates undesirable occurrences in a number of cases. For example, the following incident recently occurred in Kiev. A delegation of American Quakers came to a Jewish synagogue. They were received by the chairman of the executive body of the Jewish religious congregation, Bardakh, and the rabbi of the synagogue, Panich. The chairman of the executive body took control of the conversation with the guests. He answered all of the foreigners’ questions himself, even though some of them posed questions to the rabbi. When the Quakers asked whether the religious congregations pay the state any taxes, Bardakh, without thinking, replied that the religious congregation does not pay any taxes. This answer caused puzzlement among the foreigners, since before the synagogue they had visited a congregation of Baptists and were told there that their congregation pays rent for land, tax on the building, etc. Bardakh also answered a number of subsequent questions incorrectly. When the Plenipotentiary of the Council asked Bardakh after the meeting why he had given incorrect answers, Bardakh replied that he hates foreigners. This fact shows that not all the Plenipotentiaries of the Council attach the proper importance yet to educating clergy and the heads of religious congregations who are allowed to interact with foreigners.

In towns that foreign delegations have not yet visited, Plenipotentiaries of the Council should conduct work in advance with clergy and religious activists so that, if foreigners visit for an inspection of houses of worship and conversations, it will not be a surprise for them.

We should take every measure to make meetings between clergy and foreigners and the reception of foreigners in houses of worship go smoothly and not cause any undesirable occurrences. But in order to ensure this, it is imperative to do serious work in advance.

In order to improve the reception of foreigners by clerics through the Moscow clergy, the Council took the step, for example, of assisting Mufti Ishan Babakhan in receiving a mansion for his quarters and assisted the mullah of the Moscow Mosque in receiving a separate apartment. Now the Council intends to raise the question of improving granting [sic] living conditions and, in particular, of providing an apartment to the rabbi of the Moscow Synagogue.

The Council recently sent a letter to Cde. Puzanov, Chairman of the RSFSR Council of Ministers, requesting that instructions be given to the leadership of the Tatar ASSR Council of Ministers that the facilities of the Kazan Mosque be cleared of industrial cooperative enterprises. Cde. Safin, the Plenipotentiary of the Council, reported to the Council that the mosque would soon be vacated and turned over to the religious congregation. All this, I repeat, is being done with a view to political expediency.

Unfortunately, certain Plenipotentiaries of the Council do not yet understand the necessity of adhering to the law in regard to registered congregations and take a conciliatory attitude toward such facts. In the village of Staroe Timoshkino, Ulianovsk Oblast, the local authorities illegally took the mosque building away from the registered religious congregation of Muslims. This issue has been in the resolution stage for several years already, thanks to the tenacity of the raion organizations in whose territory the mosque is situated, but Cde. Simonov, the Plenipotentiary of the Council, has not taken a principled position in the matter. As a result, the believers in the registered congregation who [do not] have the mosque at their disposal worship at home and in the cemetery, expressing displeasure toward the local authorities. Since the Council continuously receives petitions from the believers of Staroe Timoshkino for the mosque to be returned to them, the Council will also have to resolve this issue through the RSFSR Council of Ministers. Now it is time to address the question of opening a mosque in Leningrad. The Council is of the view that a mosque should be opened.

In short, religious cults have emerged into the international arena. This fact has confronted the Council and its Plenipotentiaries with a number of new tasks, which we must successfully carry out. Therefore the Council has attached great importance to the timely submission to it by the Plenipotentiaries of the Council of all notes of meetings in which clerics and believers are received, which make it clear what questions are raised by members of the clergy and how the Plenipotentiary of the Council responds to and resolves them. The Council demands that the Plenipotentiaries of the Council study clerics more extensively and deeply and focus on their day-to-day

education. In our work we must rule out a command-oriented approach and interference in the church’s internal affairs, since this often leads to the creation of abnormal relations with the clergy. We must remember that a cleric is not our subordinate. In order to be confident that a cleric will carry out in good faith the recommendations given him by the Plenipotentiary, we must have a proper relationship with him.

At the same time, the Council recommends that Cde. Vasiliev improve work in regard to information, which must be compiled in a more considered and careful fashion, with the inclusion of all of the significant factors, fill out more neatly the documents being sent to the Council, without making any spelling errors in them, strengthen his practical relations with clerics and improve work regarding unregistered groups in the oblast.
