Мы, нижеподписавшиеся делегаты мусульманского населения Ахалцихского и части Ахалкалакского уездов, члены национального уездного и участковых исполнительных комитетов, на чрезвычайном заседании своем, имея в виду близкое окончание войны Турции с Закавказьем и возможность установления государственных границ Турции в пределах до войны 1877–1878 гг., причем территория наших двух уездов остается в пределах Закавказья, и приняв во внимание:
1) что Российская революция дала всем народам империи право на самоопределение (вплоть до образования самостоятельного государства и присоединения к другому государству);
2) что территория Ахалцихского и Ахалкалакского уездов была насильственно отторгнута от Турции в 1828 г., а до того времени около трех веков была под ее властью;
3) что мусульманское население уездов в большинстве турецкого происхождения и никогда не порывало духовной связи с Турцией;
4) что за время войны 1914–1918 гг. и в особенности за год свободы, национальная рознь в уездах достигла кульминационного пункта, причем между национальностями шли да и теперь идут кровопролитные бои, грозящие мусульманам полным уничтожением — разорено грабежами и поджогами в Ахалцихском уезде 10 мусульманских селений: Аб, Хак, Арджана, Орал т.д.; в Ахалкалакском уезде разорены и подожжены все мусульманские селения и только 4 селения героически отражают разбойничьи набеги армян и грузин; в последнем уезде несколько тысяч мусульман находятся в плену у армян и грузин; грузины из Боржома и армяне и грузины из Ахалциха беспрерывно обстреливают артиллерией и пулеметным огнем мусульманские селения, несмотря на то, что военные действия на фронтах приостановлены;
5) что закавказское правительство при точной нашей лояльности всегда относилось к нам, мусульманам, вопреки лозунгам равенства и братства, с полным недоверием и не удовлетворяло даже самые справедливые просьбы наши;
6) что мусульмане Ахалцихского и Ахалкалакского уездов, будучи окружены с трех сторон грузинами и армянами, при оставлении их в составе Грузии подвергаются опасности потерять в недалеком будущем не только национальные связи с турками, но даже язык и религию, тем более, в этом отношении грузинами с начала революции принимаются энергичные шаги, — единогласно постановили: для спасения мусульман названных уездов от полного истребления и ввиду невозможности мирной жизни мусульман в составе Закавказья, и тем более в составе Грузии, просить турецкое правительство присоединить по мирному договору к территории весь Ахалцихский уезд и часть Ахалкалакского уезда.
Настоящее постановление вынесено в полном согласии всего мусульманского населения уездов, которое готово, даже в случае отказа турецкого правительства в помощи, до последнего человека и патрона биться за свободу и право. По праву на самоопределение Ахалцихский и часть Ахалкалакского уезда, где большинство мусульман, считать отныне присоединенным к Турции и немедленно приступить к фактическому осуществлению этого акта, о чем довести до сведения кавказского правительства.

Resolution of delegates of the Muslim population
of Akhaltsikh and Akhalkalaki uezds, Tiflis Gubernia
13 April 1918
We, the undersigned delegates of the Muslim population of Akhaltsikh and part of Akhalkalaki uezds, members of the national uezd and precinct executive committees, at our emergency session, bearing in mind the approaching end of Turkey’s war with Transcaucasia and the possibility of establishing Turkey’s state borders within the boundaries prior to the war of 1877-1878, with the territory of our two uezds remaining within the boundaries of Transcaucasia, and taking into consideration:
1) that the Russian Revolution has given all the peoples in the empire the right to self-determination (up to and including the formation of a separate state and accession to another state);
2) that the territory of Akhaltsikh and Akhalkalaki uezds was forcibly annexed from Turkey in 1828, whereas prior to that time it was under Turkey’s rule for about three centuries;
3) that most of the Muslim population of the uezds is of Turkish lineage and never broke its spiritual connection with Turkey;
4) that during the war of 1914-1918 and especially during the year of freedom, nationality-based discord in the uezds reached its culmination, in which bloody fighting occurred and is in fact occurring now between nationalities, threatening Muslims with total annihilation – 10 Muslim settlements have been ravaged by looting and incidents of arsons in Akhaltsikh Uezd: Ab, Khak, Ardzhana, Oral, etc.; in Akhalkalaki Uezd all the Muslim settlements have been ravaged and set on fire, and only four settlements are heroically repelling the marauders’ raids by Armenians and Georgians; in the latter uezd several thousand Muslims are being held captive by the Armenians and Georgians; Georgians from Borzhom and Armenians and Georgians from Akhaltsikh continually aim artillery and machinegun fire at Muslim settlements, despite the fact that hostilities on the fronts have been suspended;
5) that the Transcaucasian government, despite our true loyalty, has always treated us Muslims, contrary to the slogans of equality and brotherhood, with total distrust and has not granted even our fairest requests;
6) that the Muslims of Akhaltsikh and Akhalkalaki uezds, who are surrounded on three sides by Georgians and Armenians and who, if kept as part of Georgia, are in danger of losing in the near future not only their national ties with the Turks but even their language and religion, especially since the Georgians in this regard have been taking vigorous measures since the revolution began – have unanimously resolved: in order to save the Muslims of the above uezds from total annihilation and given the impossibility of a peaceful life for Muslims as part of Transcaucasia, especially as part of Georgia, to ask the Turkish government to annex all of Akhaltsikh Uezd and part of Akhalkalaki Uezd under a peace treaty.
This resolution has been issued with the complete accord of the entire Muslim population of the uezds, which is ready, even if the Turkish government denies assistance, to fight for its freedom and rights to the last man and bullet. Under the right of self-determination, the Akhaltsikh Uezd and the part of Akhalkalaki Uezd with a Muslim majority are to be regarded henceforth as annexed to Turkey and actual implementation of this document is to be initiated immediately, and the Caucasus government so informed.
