Присутствовали:
Члены Политбюро: т.т. Ленин, Троцкий, Сталин, Каменев, Молотов, Калинин.
Члены ЦК: т.т. Ворошилов, Томский, Раковский.
Член ЦКК: тов. Седой.
Слушали:
3. О Туркбюро (т. Сталин).
Постановили:
3. а) Послать в Туркестан т. Сокольникова, указав ему, что Политбюро считает необходимым занять его там лишь небольшое число недель, если он гарантирует на деле такую политику в Туркестане, по которой не может быть ни тени Ульстера и в то же время ни тени тех крайностей, в которые впадал Сафаров. Предложить т. Сокольникову выехать немедленно.
б) Удовлетворить ходатайство тов. Иоффе об освобождении его от должности зампреда Туркбюро.
в) Немедленно отозвать из Туркестана т.т. Ногина и Петерса.
г) Утвердить следующий состав Туркбюро: от мусульман – т.т. Тюракулов, Рахимбаев, Атабаев и Хаджаров <<Ходжанов>> (с тем, чтобы кандидатура Хаджарова <<Ходжанова>> была окончательно подтверждена совещанием т.т. Сталина и Сокольникова).
Русская часть Туркбюро: т.т. Гусев (зампред), Суриц, И. Сольц и Каганович.
д) Обязать ВЧК немедленно представить на утверждение кандидатуру тактичного товарища на пост уполномоченного ВЧК в Туркестан, с тем, что он будет включен в Туркбюро с совещательным голосом.
е) Разъяснить ТуркСНК, что вопрос об острове Челекене должен быть разрешен в порядке соглашения между ТуркСНК и представительства РСФСР.
Поручить Оргбюро в 3-дневный срок осуществить это соглашение, с тем, чтобы оставить там Кедрова или кого-нибудь другого.

Present:
Politburo members: comrades Lenin, Trotsky, Stalin, Kamenev, Molotov, Kalinin.
Central Committee members: comrades Voroshilov, Tomsky, Rakovsky.
CCK members: comrade Sedoy.
Heard:
3. On the Turkburo (comrade Stalin).
Ruled:
3. a) Send comrade Sokolnikov to Turkestan, instructing him that the politburo finds it necessary for him to only spend a small number of weeks there, if he can practically guarantee a policy in Turkestan that allows neither a shade of Ulster nor at the same time a shade of the extremes that Safarov would go to. Propose it to comrade Sokolnikov that he depart immediately.
b) Fulfill comrade Ioffe’s request to relieve him of the duties of vice chairman of the Turkburo.
c) Immediately call comrades Nogin and Peters back from Turkestan.
d) Confirm the following membership composition of the Turkburo: from the Muslims - comrades Tyurakulov, Rakhimbayev, Atabayev and Khadzharov (with the intention to fully confirm Khadzharov’s membership at a meeting between Stalin and Sokolnikov).
The Russian part of the Turkburo: comrades Gusev (vice chairman), Surits, I. Solts and Kaganovich.
e) Require that the VChK immediately produce a tactful [sic] comrade as a candidate for confirmation of the post of VChK plenipotentiary in Turkestan, with the intention of including him in the Turkburo as a deliberative voter.
f) Instruct the TurkSNK that the question of Cheleken island must be resolved by means of an agreement between the TurkSNK and representatives of the RSFSR.
Assign the Orgburo to complete this agreement within a 3-day period, with the plan of leaving Kedrov or someone else there.
