4. О с[ельско]-х[озяйственном] налоге в Туркестане. (тов. Сокольников)
Постановили:
3. Принять с поправками предложение комиссии тов. Куйбышева в след[ующем] виде:
1) Оставить в силе прежнее постановление Политбюро о передаче гор. Ташкент Узбекской республике.
2) Считать возможным, в случае необходимости предоставление пребывания административного центра управления (не крупнее уездного) близлежащими районами Кирреспублики - в г. Ташкенте.
3) Ввиду разбросанности административных губернских центров Кирреспублики, отсутствия жел[езных] дор[ог] и телеграфной связи, затруднительности управления, в силу огромной территории <<l.2 >> из одного центра, признать необходимым районирование административной сети Кирреспублики, с предоставлением большей самостоятельности районам при обеспечении общего руководства со стороны киргизского центра. Поручить Оргбюро составить комиссию на предмет срочной разработки форм управления Кирреспублики, а равно и определения будущего центра Кирреспублики.
4) Не возражая в принципе против вхождения Кирреспублики на договорных началах в СССР, считать необходимым отложить практическое проведение этого решения впредь до выяснения опыта работы Кирреспублики на новых началах и в новых границах и предложить Киробкому провести через советские органы Кирреспублики соответствующее постановление. Предложить Киробкому воспрепятствовать дальнейшему обсуждению вопроса как в партийных органах, так и в беспартийных массах.
Считая абсолютно недопустимым перенесение этого вопроса на обсуждение и решение по советской линии без предварительного решения ЦК РКП, просить ЦКК расследовать, каким образом делу было дано направление и по советской линии и привлечь виновных к ответственности за нарушение партийной дисциплины.
5. Признать нецелесообразным в настоящее время переименование Киргизской организации РКП в Киргизскую комм[унистическую] партию. Влить членов партии киргизской части Туркестана в Киргизскую организацию РКП.
6) Поручить комиссии в составе т.т. Куйбышева, Рудзутака и Чичерина обсудить вопрос о Памире.
7) В дополнение к постановлению Политбюро от 25.IX – о границах между Узбекской и Киргизской республиками, принять поправку Ср[ед]АзБюро об отнесении к Узбекской республике Чинакской волости Ташкентского уезда и Крестьянской, Спасской, Сыр-Дарьинской волостей Мирзачульского уезда.
8) Отнести г. Турт-Куль и его район в состав Каракалпакской автономной области, входящей в Кирреспублику. Поручить Ср[ед]АзБюро установить окончательные границы в данном районе между Узбекской республикой, с одной стороны, и Каракалпакской областью, с другой.
9) Образовать автономную республику таджиков (вместо автономной области) в составе Узбекской республики.
10) Таджикская областная организация входит в РКП через ЦК узбекской организации.
11) Впредь до окончательного выяснения вопроса о формах экономического объединения республик Средней Азии и впредь до окончательного формирования экономических органов отдельных республик и областей Средней Азии, признать необходимым создать временное бюро в составе представителей отдельных республик, возглавляемое уполномоченными СТО по Средней Азии. Функции Бюро должны быть предусмотрены особым временным Положением, все постановления Бюро в пределах предоставленных ему функций являются обязательными для всех республик и областей Средней Азии.
12) Признать необходимым создать в Ср[едне]-Аз[иатском] масштабе специальный орган по управлению водным хозяйством Средней Азии, подчиненный СТО СССР и работающий под непосредственным

наблюдением и руководством Ср[едне]-Азиатского Экономобъединения, а до его организации под руководством и наблюдением уполномоченного СТО и Бюро при нем. В вопросах местного значения органы управления водным хозяйством работают под наблюдением органов власти той республики, на территории которой они находятся. Район деятельности Управления водным хозяйством распространяется и на те киргизские районы Туркестана, отходящие к Кирреспублике, где имеется водная сеть.
13) Утвердить план экономического размежевания и распределения государственных фондов и капиталов, выработанный Ср[ед]АзБюро ЦК. Предусмотреть участие Каракалпакской автономной области, как государственной единицы, в тех случаях, когда распределение тех или иных фондов происходит по числу государственных образований, во всех же других случаях предусмотреть участие Каракалпакской автономной области в общей пропорции Кирреспублики.
План распределения государственных фондов, капиталов и имущества входит в силу с 14 сентября с.г. (постановление СредАзБюро)
14) Во изменение постановления Ср[ед]АзБюро, считать, что распределение капиталов и сырьевых фондов Упсырзага между республиками и автономными областями должно идти по принципу количества скота в новых государственных образованиях.
15) Принять предложение Ср[ед]АзБюро: признать, что Ташкентский конный завод остается достоянием Средне-Азиатских республик, обслуживающим интересы всех республик и областей Средней Азии, включая и Киргизию. Обеспечить за всеми республиками и областями, в том числе и Кирреспубликой, участие в управлении заводами, под непосредственным наблюдением уполномоченного СТО и его бюро.
16) Считать необходимым всемерное обеспечение как экономических, так и бытовых интересов национальных меньшинств во вновь образующихся республиках (русских, киргизов и прочих), образуя для них по мере возможности, автономные административные единицы в составе нац[иональных] республик. Поручить Ср[ед]АзБюро наблюсти за неуклонным проведением этого.
17) Переименовать Туркбюро ВЦСПС в Средне-Азиатское Бюро ВЦСПС.
18) Предложить Киробкому представить в Оргбюро план партийной и советской организации Каракалпакской области.
19) Поручить Секретариату ЦК определить структуру и штаты ЦК Узбекской компартии, Туркменской компартии, Таджикского обкома, Каракиргизского обкома и Киробкома.
20) Поручить секретариату ЦК установить структуру аппарата Средне-Азиатского Бюро.
21) Все персональные вопросы передать на рассмотрение Оргбюро с докладом на следующем заседании Политбюро, в четверг, 16.Х с.г.
22. Руководство всей партийной и советской работой по размежеванию и по организации создаваемых республик возложить на Средне-Азиатское Бюро.

23. Поставить в порядок дня Пленума информационное сообщение о размежевании Средне-Азиатских республик.
4. Передать на окончательное срочное разрешение Президиума ВЦИК.

3. On the setting of the national boundaries of Central Asia
(comrades Kuibyshev, Rudzutak, Kaganovich, Gusev, Sokolnikov, Vareikis, Karklin, Mezhlauk, Faizulla, Khodzhaev, Dosnazarov, Islamov, Mendeshev, Rakhimbaev, Atabaev, Abdurakhmanov, Khadzhibaev, Khidyraliev, Madzhara, Khodzhanov, Sultan-Kari, Rizaev, Aitakov, Chicherin).
4. On the agricultural tax in Turkestan (comrade Sokolnikov)
Resolved:
3. To accept the proposal of comrade Kuibyshev’s commission with the following corrections:
1) To confirm the previous resolution of the Politburo on the transfer of the city of Tashkent to the Uzbek republic.
2) To consider the possibility, in case of extreme necessity, of locating the administrative governmental center of the nearby regions of the Kirgiz republic (no larger than an uezd) in the city of Tashkent.
3) In view of the sparseness of gubernia administrative centers in the Kirgiz republic, the absence of rail and telegraph communications, the difficulties of administration owing to the large distances

from each center, to accept the necessity of the regionalization of the administrative network of the Kirgiz republic granting significant independence to the regions under the guarantee of general leadership on the part of the Kirgiz center. To instruct the Orgburo to create a commission on the subject of the immediate elaboration of the form of administration of the Kirgiz republic and also the determination of the future center of the Kirgiz republic.
4) Having no objection, in principle, to the Kirgiz republic entering the USSR on the bases agreed upon, to consider it necessary to postpone the carrying out of this decision pending the clarification of the Kirgiz republic’s experience working on new principles and within new borders, and to propose that the Kirgiz oblast committee draw up, through the soviet organs of the Kirgiz republic, an appropriate resolution. To propose that the Kirgiz oblast committee prevent further discussion of the question both in party organs and among the non-party masses.
Considering it absolutely inadmissible to bring this question to discussion and to a decision through the soviet line without a preliminary decision of the CC RKP, to request the TsKK to investigate in what way the affair was given direction through the soviet line, and to hold the guilty responsible for violating party discipline.
5. To recognize the inexpediency at the present time of renaming the Kirgiz organization of the RKP the Kirgiz Communist Party. To absorb the party members of the Kirgiz part of Turkestan into the Kirgiz organization of the RKP.
6) To instruct the commission consisting of comrades Kuibyshev, Rudzutak, and Chicherin to discuss the question of Pamir.
7) As an addition to the resolution of the Politburo from 25 September on the borders between the Uzbek and Kirgiz republics, to accept the correction of the Central Asian Bureau on transferring to the Uzbek republic the Chinakskaia volost of Tashkent uezd, and the Krestianskaia, Spasskaia, Syr-Darinskaia volosts of Mirzachulsky uezd.
8) To transfer the city of Turt-Kul and its region to the Karakalpak Autonomous Oblast which is entering the Kirgiz republic. To instruct the Central Asian Bureau to set the final borders in that region between the Uzbek republic, on one side, and the Karakalpak oblast, on the other.
9) To form an autonomous republic of Tadzhiks (in place of the autonomous oblast) in the Uzbek republic.
10) The Tadzhik oblast organization enters the RKP through the CC of the Uzbek organization.
11) Pending the final clarification of the question of the forms of economic amalgamation of the Central Asian republics, and pending the formation of the economic organs of the individual republics and oblasts of Central Asia, to accept the necessity of creating a temporary bureau consisting of representatives of the individual republics headed by the plenipotentiaries of STO for Central Asia. The functions of the bureau should be stipulated by a special temporary Statute, all the resolutions of the Bureau, within the limits of the functions granted to it, are binding for all republics and oblasts.
12) To consider it necessary to create on a Central-Asian scale a special organ for the administration of water management for Central Asia subordinate to STO USSR and working under the direct

supervision and leadership of the Central-Asian Economic Association, but until then the organizations are under the leadership and supervision of the plenipotentiary of STO and the Bureau attached to it. In matters of local significance the administrative organs for water management work under the supervision of the government organs of the territory on which they are located. The area of activity of the Administration for water management also encompasses those Kirgiz regions of Turkestan, extending to the Kirgiz republic, having a water network.
13) To confirm the plan of economic delimitation and the disbursement of state funds and capital worked out by the Central Asian Bureau of the CC. To provide for the participation of the Karakalpak Autonomous Oblast as a state entity in those cases when the distribution of this or that fund occurs among a number of state formations, in all other cases to provide for the participation of the Karakalpak Autonomous Oblast in the overall proportion of the Kirgiz republic.
The plan of disbursement of state funds, capital, and property will be put into force on 14 September of this year (the resolution of the Central Asian Bureau).
14) As a change to the resolution of the Central Asian Bureau, to consider that the disbursement of the capital and raw-material supply funds of Upsyrgaz <<Translator: probably “Upsyrzag”>> between republics and autonomous oblasts must go by the principle of the quantity of cattle in the new state formations.
15) To accept the resolution of the Central Asian Bureau: to acknowledge that the Tashkent horse factory remains the property of the Central Asian republics serving the interests of all the republics and oblasts of Central Asia including Kirgizia as well. To guarantee to all republics and oblasts, including the Kirgiz republic, participation in the administration of factories under the direct supervision of the plenipotentiary of STO and its bureau.
16) To consider necessary an all-embracing guarantee of both the economic and daily-life interests of the national minorities in the newly formed republics (Russians, Kirgiz, and others), creating for them, as far as possible, autonomous administrative units within the national republics. To order the Central Asian Bureau to observe the undeviating carrying out of this [principle].
17) To rename the Turkburo VTsSPS the Central-Asian Bureau VTsSPS
18) To propose that the Kirgiz oblast committee present to the Orgburo a plan of party and soviet organization for Karakalpak oblast.
19) To instruct the CC secretariat to define the structure and staff of the CC of the Uzbek communist party, the Turkmen communist party, the Tadzhik oblast committee, the Kararkalpak oblast committee, and the Kirgiz oblast committee.
20) To instruct the CC secretariat to establish the structure of the apparatus of the Central Asian Bureau.
21) All personnel questions to be submitted for review by the Orgburo with a report at the next Politburo session on Thursday 16 October of this year.
22) The leadership of all party and soviet work for delimiting and organizing the republics created to be assigned to the Central Asian Bureau.

23) To place on the agenda of the Plenum an informational report on the delimitation of the Central Asian republics.
24) Transfer to the final periodic authorization of the VTsIK Presidium.
