Постановили:
22. а) По вопросу о кооперативном фонде:
Утвердить следующее предложение меньшинства комиссии:
поручить Наркомфину РСФСР и Госплану при распределении 10-милл[ионного] кооперативного фонда принять во внимание необходимость увеличения доли для КССР, поскольку при распределении прежнего 8-милл[ионного] фонда КССР не была включена в разверстку.
б) По вопросу о строительстве Ак-Мечети:
признать необходимым принять на госбюджет Союза строительство абсолютно необходимых правительственных партийных

профессиональных и других зданий, а равно жилищ для абсолютно необходимого минимального количества служащих. Сумму ассигнования определить в советском порядке в недельный срок.
в) По вопросу о Гурьевском районе утвердить следующее предложение меньшинства комиссии:
ввиду уже вынесенного решения ЭКОСО РСФСР от 23.IV.25 г. по вопросу положения о формах рыболовства нижн[его] течения реки Урал, предложить представителям Кирреспублики защищать свое мнение при разборке данного вопроса в советском порядке.
г) Вопросы о трех спорных волостях Ташкентского уезда и о Щуруханском уезде передать на рассмотрение президиума Совета Национальностей в 3-дневный срок.
д) По вопросу о хлебном рынке утвердить следующее решение комиссии:
1) считать, что пшеница Джетысуйской и Сыр-Дарьинской областей подлежит направлению для удовлетворения потребностей Средней Азии, включая в число основных заготовителей для удовлетворения этой потребности и Средазхлеб, причем вывоз излишков хлеба может производиться только с особого разрешения НКВнуторга СССР. Право регулирования в этих двух областях принадлежит на общих основаниях Кирправительству.
2) В отношении установления цен в этих районах надлежит в каждом отдельном случае достигать соглашения между киргизским правительством и упол[номоченным] СТО Средней Азии на основе цен, установленных СТО СССР.
3) Направление потоков других хлебных злаков осуществляется под руководством киргизского правительства.
4) Предложить НКВнуторгу усилить завоз промышленных товаров в Кирреспублику в особенности в указанные области.
е) Вопрос о водном хозяйстве передать на разработку в 3-дневный срок комиссии в составе т.т. Сокольникова, Микояна и Андреева.
Созыв комиссии за т. Андреевым.
ж) По вопросу об открытии судебной и кассационной коллегий по гражданским делам при киргизотделении Верхсуда РСФСР принять следующее предложение комиссии:

1) Считать целесообразным открытие судебной и кассационной коллегий по гражданским делам при киргизском отделении Верхсуда РСФСР,
2) поручить ВЦИКу определить подсудность дел (размер сумм) для коллегии по гражданским делам при киргизском отделении Верхсуда РСФСР,
3) члены судебной и кассационной коллегий по гражданским делам при киргизском отделении Верхсуда РСФСР назначаются Киргизским ЦИКом по согласованию с Верхсудом РСФСР.
з) все остальные единогласные решения комиссии утвердить (см. приложения №№ 2,3).
и) Пункт 2-й, абз[ац] "б", протокола № 7 комиссии от 13.V. с.г. принять в следующей редакции:
"Считать, что в партийном отношении Оренбургская губерния работает под непосредственным руководством ЦК РКП после выезда киргизских органов.
к) Работу комиссии считать законченной".

Resolved:
22. a) On the question of the cooperative fund:
To confirm the following proposal of the minority of the commission: to instruct Narkomfin RSFSR and Gosplan to take into consideration in the disbursement of the 10 million [rubles] cooperative fund the necessity to increase the share for KSSR since in the disbursement of the previous 8 million [rubles] fund KSSR was not included in the apportionment.
b) On the question of the construction of Ak-Mechet [Kyzylorda]:
to recognize as necessary the placement on the state budget of the Union the construction of absolutely necessary government, party,

professional, and other buildings as well as residences for the absolutely necessary minimum number of employees. The sum of the allotment to be determined in the Soviet order in a week’s time.
c) On the question of Guriev region, to confirm the following proposal of the minority of the commission:
given the already accepted decision of EKOSO RSFSR of 23 April 1925 on the question of the statute on fishing in the lower course of the Ural river, to propose to the representatives of the Kirgiz republic to defend their opinion during the inquiry into this question in the Soviet order.
d) Questions about the three disputed volosts of Tashkent uezd, and about Shchurukhansk uezd, to be transferred for review to the presidium of the Council of Nationalities within 3 days.
e) On the question of the grain market, to confirm the following decision of the commission:
1) to consider that wheat from Dzhetysuisk and Syr-Darinsk oblasts should be directed to satisfy the needs of Central Asia including the main purchasers that satisfy these needs and Central Asian Grain [Sredazkhleb] while the export of grain surpluses may occur only by special decision of The People’s Commissariat of Internal Trade USSR. The right to regulate both these oblasts belongs, overall, to the Kirgiz government.
2) In relation to the establishment of prices in these regions it is required in each individual case to come to an agreement between the Kirgiz government and the plenipotentiary of STO Central Asia on the basis of prices established by STO USSR.
3) Directing the flow of other cereal grains falls under the purview of the Kirgiz government.
4) To propose that the People’s Commissariat of Internal Trade intensify the delivery of industrial goods to the Kirgiz republic particularly in the indicated oblasts.
f) To transfer the question of water management to the commission consisting of comrades Sokolnikov, Mikoian, and Andreev for elaboration in 3 day’s time.
g) To accept the following proposal of the commission on the question of open judicial and appeals collegiums for civil affairs under the Kirgiz division of the RSFSR Supreme Court:

1) To consider expedient open judicial and appeals collegiums for civil affairs under the Kirgiz division of the RSFRS Supreme Court,
2) to instruct VTsIK to determine the jurisdiction of cases (the amounts) for a collegium for civil affairs under the Kirgiz division of the RSFSR Supreme Court,
3) members of the judicial and appeals collegiums for civil affairs under the Kirgiz division of the RSFSR Supreme Court are appointed by the Kirgiz TsIK with the consent of the RSFSR Supreme Court.
h) all remaining unanimous decisions of the commission to be confirmed (see attachments Nos. 2, 3).
i) Point 2, paragraph “b” of protocol No. 7 of the commission from 13 May of this year accepted with the following wording:
“To consider that in party relations the Orenburg guberniia works under the direct leadership of the CC RKP after withdrawing from the Kirgiz organs.
j) The work of the commission is considered completed.”
