Дорогой товарищ Ленин.

11-й и 12-й пункты Ваших тезисов по национальному и колониальному вопросам мы изменили и прибавили 13-й пункт.  Не можем отнять у Вас много времени, доказывая правильность изложенных в наших изменениях и дополнениях положений. Ваши тезисы доказывают лишний раз тот неоспоримый  для нас факт, что передовые вожди коммунистической революции, взявшие себе задачей не формально, не компромиссно, кардинально разрешить национальный вопрос, еще не могут выяснить себе, какие трудности приходится преодолевать не только при решении, но и при изучении национальных взаимоотношений и колониального вопроса в то время, когда еще революция из национальной русской не превратилась в интернациональную, когда носители идей мировой революции должны вести свою работу в атмосфере «уединенного государства» с отвратительным империалистическим прошлым и с населением, состоящим на 70% из европейцев (включая и украинцев), сильных и безнаказанных за свои грабежи и убийства и с малым процентом инородцев-туземцев, привыкших покорно переносить всякие циничные издевательства и насилие над личностью, в государстве, где грабеж и насилие инородцев в глазах как угнетателей, так и угнетенных получил характер вполне нормального, обычного и законного явления.

Весь дух тех мест тезисов, которые касаются отсталых стран, подчеркивание особым пунктом недоверия и национальной ограниченности отсталых и необходимости ничего не говорящей «снисходительной осторожности» пролетария угнетавших по отношению к «национальным чувствам слабых», полное отсутствие указания на различия пролетариев угнетавших и угнетенных и на пути, реально обеспечивающие солидарную работу этих двух типов пролетариев в борьбе против общего врага – капитала, указанию на панисламизм, не имеющий никакой реальной почвы не только среди народной массы, но даже среди буржуазно-демократической интеллигенции – все это в совокупности показывает полную безрезультатность тех вопль, которыми пропитаны насквозь доклады туркестанских, киргизских, башкирских и туркменских коммунистов, которые на местах получили прозвище «мелкой буржуазии», «национально-ограниченных людей» и людей, стремящихся создать китайскую стену между колониями и метрополией.

Есть общетюркская пословица: «бокты сидык билен джууб булмай», т.е. нечистоту нельзя чистить нечистотой. Точно также нельзя освобождать

туземной бедноты от кабалы колонистов руками тех же колонистов или рукою местной  власти, опирающейся на колонистов. Допускать возможность такого освобождения – значит допускать освобождение рабочего рукою капиталиста. Посылать чистейшей воды коммунистов Европы, например, в Туркестан, чтобы освобождать туземную бедноту с помощью европейских переселенцев – значит, портить этих коммунистов. Такие коммунисты в виду этого неизбежно должны уклониться от прямых линий и задач партии и заниматься под влиянием местных колонистов борьбой против панисламизма, перессорить туземную бедноту между собой, разложить туземных коммунистов, поддержать национальную рознь вместо классовой и призвать для «коммунистической работы» специалистов миссионеров-знатоков панисламизма: Лыкошиных, Янковских, Маллецких, Самойловичей и т.д.

При таких условиях не к чему разоблачать второй Интернационал, так как даже европейски-непросвещенные туземцы очень быстро ориентируются в событиях и видят, что III-й Интернационал отличается от II-го только в словах и лозунгах, пока неприменяемых в жизнь.

Беспочвенный панисламизм, этот Абдулгамидовский бред, широко популяризированный в колониальной миссионерской литературе европейскими империалистами, трепещущими перед каждым движением угнетенных, предчувствуя свою гибель, известен Азии только через Европу. Пусть не придет Вам на мысль, что мы защищаем Панисламизм, пишущие эти строки даже при царском строе разоблачали его: (газеты: «Юлдуз», «Иль», «Казак» за 1913 год), ибо не религия является вершителем судеб человечества, а материализм, всякие походы военные в истории были на экономической почве, религия является в этом случае одним из средств достижения экономических целей, поэтому никогда в истории «Джигад»  (священная война), объявляемая духовенством, не дала таких результатов, которые ожидались. Материально не заинтересованный мусульманин никогда не присоединялся к войне, объявленной муллами и богачами. Если теперь такими вещами будет заниматься III Интернационал, если в Туркестанской, Киргизской и Башкирской Ч.К. будет открыт особый отдел по борьбе с панисламизмом, если в целях борьбы с панисламизмом Киргизия и Башкирия будут отделены пятиверстной русской царской казачьей полосой (которое [которая] на деле уже осуществлено теперь) и Туркестан будет искусственно разделен на различные «республики», если все переселенцы, царские чиновники, комиссионеры (как

делается отчасти и теперь) будут помогать III Интернационалу в «борьбе с панисламизмом», конечно, этим можно будет вызвать общее антирусское движение, которое, присоединившись к антианглийскому, получит характер резни европейцев, желающих поработить экономическо-слабых туземцев, могущий, с другой стороны, вызвать общеевропейский патриотизм, т.е. боязнь за судьбы своих колоний и источников сырья и тем положить конец социальной революции, но опять здесь ни при чем будет Аллах – борьба будет экономическая: не по приказу Бога, а по приказу земли. Если III Интернационал будет опираться исключительно на «снисходительно и осторожно относящихся к слабым» переселенческих «коммунистов», то всякое сближение туземной и европейской бедноты не перейдет дальше дипломатических сближений, каковой характер имеет теперь наша работа в Туркестане, Киргизии и Башкирии. В конце концов, нам горько, обидно, стыдно вести дипломатические неискренние разговоры с лучшими, иной раз, коммунистами, которые прибывают к нам для помощи путем борьбы с «сидящими в нашей душе» мелкобуржуазными предрассудками, национальным эгоизмом.

Ведь, мы тоже верим, что человечество постепенно шло и идет от патриархального к мировой коммуне, мы тоже хотим, чтобы эксплуатация человека человеком, нации нацией не уничтожалось половинчато, хотим, чтобы мы (Восток) вместо того, чтобы служить яблоком раздора между различными сильными мира сего, быть членом мировой федерации коммун и обменять без пошлины свое сырье за европейские фабрикаты через мировой Совнархоз. Сознательные Восточные коммунисты достойны быть равноправным членом, хотя бы пока (до мировой революции) Российской коммуны и достойны того, чтобы нам верили наши товарищи европейские коммунисты, наши учителя.

Вся эта трагедия может быть разрешена только при одном условии, если тем кукольным республикам (как выразился однажды секретарь ВЦИК Лутовинов), которые созданы на Востоке России, будут приданы более серьезный характер  и значение, если трудящимся туземцам этих республик будет предоставлена возможность проявить  свою инициативу в области партийной, хозяйственной и военной организации. Нечего бояться нас «самостойников», как выражаются здесь в Москве некоторые из наших видных вождей по отношению к нам. Сколько бы мы ни были невежественны, все равно мы не можем даже при желании никого из туземцев (без различия классов) убедить в необходимости в целях избавления от европейского гнета немедленного разрушения хлопкоочистительных, железно-литейных заводов, железных дорог и телеграфа и перейти к средневековому состоянию; значит мы никого не можем убедить в необходимости окончательного отказа от помощи русских, особенно коммунистов,

показавших нам, как отрубить голову городовому, а потому [потом]  русскому помещику и капиталисту. Но нужна помощь, а не насилие.

Извиняемся заранее, что мы перед Вами так откровенно излагаем свои мысли, но если не Вам, то кому же. Будьте уверены, что мы все, что здесь пишем не выкидываем на улицу.

При сем, хотя не изменили, но мы никак не могли понять смысла того места тезисов (§II п.1) где говорится, что в первую голову обязанность оказывать самую активную помощь ложится «на рабочих той страны, от которой отсталая нация зависит в колониальном или финансовом отношениях», т.е. как будто колонии и остальные нации заранее «справедливо» распределяются между пролетариями тех наций, которые при капиталистическом строе угнетали их. Русский рабочий ограничится Туркестаном и не перешагнет через Афганистан и Индию и наоборот. Это может быть вызвано дипломатическими соображениями, что Россия не будет посягать на поместья Ллойд Джорджа. Мы со своей стороны наоборот думали, что Индия должна быть освобождена мусульманским пролетариатом при помощи Советской России и обязательно до революции в Лондоне.

Но если Вы, товарищ Ленин, этим обращаетесь к английскому рабочему, то почему. Разве он может просить III Интернационал, чтобы русские рабочие не распоряжались в его владениях. Разве он (английский рабочий) еще претендует на угнетение других. Если он претендует, то почему не допускаются такие же претензии со стороны русских рабочих по отношению к Туркестану, Уренхаю, Азербейджану и почему тогда, когда говориться об освобождении угнетенных, отсталых колоний, не предупреждается возможное трение между пролетариатом метрополии и колонии.

Может быть думается, что если колониям будут помогать пролетарии тех стран, от которых эти колонии зависели, то это поможет сближению туземцев с пролетарием Европы, что пролетариат и буржуазия России – две вещи различные. Но этого не будет. Если революция в Индии будет после революции в Лондоне, то назначаемые английским ЦИК комиссары будут рассматриваться, как новые заместители вице-королей. Никаких делений помощи по старым признакам – надо делать так, как потребует мировая революция.

Мы возлагаем большие надежды на второй конгресс III  Коминтерна и просим обратить серьезное внимание на наше предложение допустить наших представителей на конгресс и там, где потребуется выступать в защиту высказанных положений.

Dear Comrade Lenin.

We have amended clauses 11 and 12 of your theses on the nationality question and the colonial question and added a 13th clause. We cannot take up your much of your time to prove the correctness of the propositions set out in our amendments and additions. Your theses prove once again the fact, which is irrefutable for us, that the progressive leaders of the communist revolution who took up the task of resolving the nationality question fundamentally, rather than in a perfunctory manner or by compromising, still cannot ascertain for themselves the difficulties that have to be overcome not only in resolving but also when studying relations among nationalities and the colonial question at a time when the revolution has not yet been transformed from a national Russian one into an international one, when the bearers of the ideas of world revolution must do their work in an atmosphere of an “isolated state” with a repugnant imperialist past and a population 70% of which consists of Europeans (including Ukrainians), powerful and unpunished for their plundering and murders and with a small percentage of native minority members, who have become accustomed to meekly endure all kinds of cynical abuse and violence against their persons, in a state where plunder and violence against minority members in the eyes of both the oppressors and the oppressed has become a completely normal, customary and legitimate phenomenon.

The entire tenor of the places in the theses that pertain to backward countries, the emphasis as a special point on the distrust and ethnic narrow-mindedness of the backward ones and the necessity of meaningless “indulgent caution” on the part of the proletarians of the oppressors toward the “national feelings of the weak”; the complete absence of an explanation of the differences between the proletarians of the oppressors and the oppressed and of the paths that realistically ensure that these two types of proletarians work together in the struggle against the common enemy – capital – or of pan-Islamism, which has no real foundation not only among the people’s masses but even among the bourgeois-democratic intelligentsia – all this in totality shows how completely unproductive are the howls that permeate the reports of the Turkestan, Kirgiz, Bashkir and Turkmen communists, who in the provinces have been nicknamed “the petite bourgeoisie,” “ethnically narrow-minded people” and people who seek to create a Chinese wall between the colonies and the metropolis.

There is a common Turkic saying: bokty sidyk bilen dzhuub bulmai,” i.e. it is impossible to clean filth with filth. In precisely the same way, it is impossible to liberate

the indigenous poor peasants from the bondage of the colonialists by the hands of the same colonialists or the hand of a local government that depends on the colonialists. To allow for the possibility of such a liberation is tantamount to allowing for the liberation of the worker by the hand of the capitalist. To send true European communists, for example, to Turkestan, in order to liberate the indigenous poor with the aid of European settlers means ruining those communists. Such communists, because of this, must inevitably deviate from the party’s straight lines and tasks and engage, under the influence of the local colonialists, in a struggle against pan-Islamism, pit the indigenous poor against one another, divide the indigenous communists, support ethnic discord instead of class discord and recruit for “communist work” missionary experts on pan-Islamism: the Lykoshins, the Yankovskys, the Kalletskys, the Samoiloviches, etc.

Under these conditions there is no point in exposing the Second International, since even the natives unenlightened in the European manner very quickly orient themselves in events and see that the Third International differs from the Second only in words and slogans, which so far are inapplicable in real life.

Baseless pan-Islamism, that Abdulhamid drivel that was widely popularized in colonial missionary literature by the European imperialists, who quake before every movement of the oppressed, anticipating their demise, is known to Asia only through Europe. It must not even cross your mind that we are defending Pan-Islamism, those who are writing these lines were exposing it even under the tsarist system: (newspapers Yulduz, Il, Kazak for 1913), because it is not religion that shapes the destinies of mankind but materialism, every military campaign in history was economically based, religion in these cases is one of the means of achieving economic objectives, therefore never in history has a "Jihad" (holy war) declared by the clergy yielded the expected results. A Muslim with no material stake has never supported a war declared by mullahs and the rich. If the Third International is now going to focus on such things; if the Turkestan, Kirgiz and Bashkir Chekas open a special department to combat pan-Islamism; if for purposes of combating pan-Islamism Kirgizia and Bashkiria are separated by a five-verst Russian tsarist Cossack strip (which has actually already been implemented now) and Turkestan is artificially divided into different “republics”; if all settlers, tsarist officials and commission agents (as

is partly the case even now) help the Third International in the “struggle against pan-Islamism,” of course, this may produce a general anti-Russian movement, which, by joining the anti-British one, will turn into a massacre of Europeans who wish to enslave the economically weak natives, which on the other hand may produce general European patriotism, i.e. fear for the fate of their colonies and sources of raw materials and thereby put an end to the social revolution, but again Allah will have nothing to do with it – the struggle will be economic: not on God’s command, but on the earth’s command. If the Third International relies exclusively on “communist” settlers who “treat the weak indulgently and cautiously,” any rapprochement between the indigenous and European poor will not go beyond a diplomatic rapprochement, which is now the nature of our work in Turkestan, Kirgizia and Bashkiria. In the end, it is painful, insulting and shameful to conduct insincere diplomatic negotiations with what are at times the best communists, who come to us to help by combating the petit-bourgeois prejudices and ethnic egotism that are “entrenched in our soul.”

After all, we also believe that mankind has gradually proceeded and is proceeding from the patriarchal to a world commune, we also want the exploitation of man by man, of nation by nation, not to be destroyed halfway, we want us (the East), instead of being an apple of discord between the various powers that be, to be a member of a world federation of communes and to exchange our raw materials without duty for European finished goods through a world Sovnarkhoz [Council of the National Economy]. Socially conscious Eastern communists are worthy of being an equal member, at least for the time being (until the world revolution) of the Russian Commune and are worthy of being trusted by our comrades, the European communists, our teachers.

This entire tragedy can be resolved only under one condition, that the puppet republics (as Lutovinov, the secretary of the All-Russia CEC, once put it) that have been created in Eastern Russia are given a more serious character and importance, if the indigenous working people of those republics are afforded the opportunity to show their initiative with regard to party, economic and military organization. There is no reason to be afraid of us "samostoiniki" [“autonomy types”]as some of our prominent leaders here in Moscow put it in regard to us. No matter how ignorant we are, we could not convince any native (regardless of class), even if we wanted to, of the necessity, in order to get rid of the European yoke, of immediately destroying cotton-cleaning plants, iron foundries, railroads and telegraph and switching to a medieval condition; therefore we cannot convince anyone of the necessity of rejecting assistance once and for all from the Russians, especially communists,

who showed us how to cut off the head of the policeman, and hence the Russian landowner and capitalist. But what is needed is help, but coercion.

We apologize in advance that we are setting out our thoughts so candidly to you, but if not to you, then who. You can be sure that we are not making public any of what we are writing here.

In addition, although we did not change it, we could not comprehend the point of where it says in the theses (§II, clause 1) that above all the duty of providing the most active assistance lies “with the workers of the country on which a backward nation depends in colonial or financial terms,” i.e. as if colonies and the remaining nations are “fairly” distributed in advance among the proletarians of the nations that oppressed them under the capitalist system. The Russian worker is limited to Turkestan and will not cross through Afghanistan and India and vice versa. It may be due to diplomatic considerations that Russia will not encroach on Lloyd George’s domains. For our part, we thought on the contrary that India should be liberated by the Muslim proletariat with the help of Soviet Russia and definitely before a revolution in London.

But if you, Comrade Lenin, ask the English worker about this, then why. Can he really ask the Third International for Russian workers not to run things in his domains. Does he (the English worker) really still have claims to oppress others. If he does, then why are the same claims by Russian workers not allowed toward Turkestan, Urenkhai, Azerbaidzhan, and why then, when there is talk of liberating the oppressed, backward colonies, is potential friction not prevented between the proletariat of the metropolis and the colony.

Perhaps the thought is that if the colonies are assisted by the proletarians of the countries on which these colonies depended, this will help bring the natives closer to the proletarians of Europe, that the proletariat and the bourgeoisie of Russia are two different things. But this will not happen. If revolution in India occurs after revolution in London, the commissars appointed by the British CEC will be regarded as the new deputies of vice-kings. No divisions of assistance according to old criteria – it is necessary to do things as the world revolution requires.

We have great expectations for the second congress of the Third International and ask that serious attention be paid to our proposal to admit our representatives to the congress and wherever necessary to speak in defense of the above propositions.
