В резолюции 2-го Всерос. Совещания работников женщин восточных народностей (22-28/III-23 г.) о работе РКП/б/ среди женщин, вынесено постановление об организации междуведомственных комиссий при ЦИКах (вместо Советов по борьбе с проституцией в РСФСР, ставящих себе задачей улучшение положения женщины работницы, ввиду особых усилий восточных республик (опыт Азербейджанской республики, в котором достигнутые в этом отношению и большие результаты) показывает, что эта мера имеет под собой жизненную основу).
В Кирреспублике руководство борьбой с проституцией в данное время находится в ведении Совета при Наркомздраве, согласно цирк. распоряжения ЦК РКП («Известия ВЦИК» от 16 декабря 22 г.), но работу свою Совет вследствие особых аксиом, условий Киркрая, особенностей быта киргизской женщины, а также узости своей задачи, не мог продуктивно развернуть.
Будучи авторитетным органом, Комиссия по улучшению быта киргизской женщины при КЦИКе, не беря на себя функций сов-органов по организации разного рода учреждений, явится инициатором тех или иных начинаний в области улучшения быта женщины киргизки, толчком соответствующих советских, профессиональных и коопер. органов и даст возможность провести в жизнь все положения, утвержденные Постановлением КЦИКа от 19 февраля 23 г. в ознаменование Международного дня работниц 8 марта.

Кроме того, при Комиссии откроется возможность образования денежного и материального фонда для тех же целей из % отчислений Наркоматов, хоз. и кооперат. органов (см. постановление КЦИКа от 19/II-23 г.) которые до сих пор должны быть сосредоточены при Губполитпросвете, но каковых в действительности нет.
Учитывая все вышеуказанные обстоятельства, Областной Отдел работниц Кир. Обкома РКП/б/ обращается с просьбой об утверждении Комиссии по улучшению быта киргизской женщины при КЦИКе, не создавая особого технического аппарата, возложив всю работу на соответствующий орган Наркомздрава – Совет по борьбе с проституцией.
Структура Центральной Комиссии по улучшению быта кир-женщины при ЦИКе должна быть аналогична структуре Совета, а именно: Председатель , как представитель Кирцика Наркомздрава, Члены: 1/ Представитель от Кирбюро ВЦСПС (член Бюро), 2/ представитель от НКВД (член коллегии), 3/ Представитель от НКСобеса (член коллегии), 4/ представитель от Кирпромбюро (член бюро), 5/ представитель от КОЦ (член коллегии), 6/ заведывающий Отделом по борьбе с соц. болезнями и 7/ представитель от Обл. Отдела работниц.
При этой же структуре на местах должны быть образованы комиссии по улучшению быта киргизской женщины при Губ. Исполкомах.

The resolution of the Second All-Russian Conference of Functionaries [Among] Women of Eastern Peoples (22-26 March 1928) on work among women issued an order to establish interagency commissions under the CECs (instead of Councils to Combat Prostitution in the RSFSR, which set themselves the task of improving the situation of women workers, in view of the special efforts of eastern republics (the experience of the Azerbaidzhan Republic, which has achieved major results in this regard) shows that this measure has a real-life basis).
In the Kirgiz Republic, management of the fight against prostitution at present is under the purview of a Council at the PC of Health, pursuant to a circular-directive of the RKP CC (Izvestia VTsIK of 16 December 192…) but the Council, as a result of particular axioms, the conditions of the Kirgiz Krai, the specific characteristics of the everyday life of Kirgiz women and the narrowness of its task, was unable to productively develop its work.
As an authoritative body, the Commission to Improve the Everyday Life of Kirgiz Women under the Kirgiz CEC, without taking on the functions of Soviet bodies in organizing various kinds of institutions, will initiate various efforts to improve the everyday life of Kirgiz women, will provide an impetus to the relevant Soviet, vocational and cooperative bodies and will make it possible to implement all of the provisions approved by the Resolution of the Kirgiz CEC of 19 Feb. 1923 to mark the International Women Workers' Day on 8 March.

In addition, the opportunity will be afforded under the Commission to form a monetary and material fund for the same purposes from the proportional allocations of the PCs, the economic and cooperative bodies (see the resolution of the Kirgiz CEC of 19 Feb. 1923), which heretofore should have been concentrated under the Gubernia Political Education Department, but which in fact do not exist.
Considering all of the above circumstances, the Oblast Department of Women Workers of the Kirgiz Oblast Committee of the RKP(b) requests approval of the Commission to Improve the Everyday Life of Kirgiz Women under the Kirgiz CEC, without creating a special technical staff, while entrusting all of the work to the relevant body of the PC of Health—the Council to Combat Prostitution.
The structure of the Central Commission to Improve the Everyday Life of Kirgiz Women under the CEC must be analogous to the Council’s structure, specifically: a Chairman, as a representative of the Kirgiz CEC of the PC of Health; Members: 1) A representative from … bureau of the ACCTU [All-Union Central Council of Trade Unions] (a member of the Bureau); 2) a representative from the UKRD [expansion unknown] (member of the collegium); 3) a representative from the All-Union Commission of Social Security [?] (member of the collegium); 4) a representative from the Kirgiz Industrial Bureau (member of the bureau); 4) a representative from the KOP [expansion unknown] (member of the collegiums); 6) the head of the Department for Combating Social Diseases and 7) a representative from the Oblast Department of Women Workers.
Commissions to improve the everyday life of Kirgiz women should be formed with this structure in the provinces under the Gubernia Executive Committees.
