Присутствовали: Члены Туркбюро Ц.К.Р.К.П. т.т. Гусев, Тюрякулов.
Члены Исполбюро Ц.К.К.П.Т. – т.т. Икрамов, Манжара, Кафинов [Кафанов].
Слушали:
1. Информация о Фергане, тов. Гусев.
Постановили:
1. Директивы Туркбюро ЦК РКП от 12 марта не отменять. Для проведения таковой в жизнь, командировать в Фергану тов. Тюрякулова, дав ему на крайний случай мандат на ведение переговоров с басмачами и на заключение мирного договора.
Запросить т. Врачева, почему не выполняются директивы Комфронта и постановления Туркбюро ЦКРКП от 12-го марта.
Дать Самаркандской тройке общую директиву относительно возможности мирных переговоров с басмачами.

Members of the Executive Bureau of the C.P.T. C.C—Cdes. Ikramov, Manzhara, Kafinov.
Heard:
1. Information on Fergana, Cde. Gusev.
Resolved:
1. Not to cancel the directives of the Turkburo of the RKP CC of 12 March. In order to implement it, send Cde. Tiuriakulov to Fergana, giving him a mandate as a last resort to engage in negotiations with the basmachi and to enter into a peace agreement.
To ask Cde. Vrachev why the directives of the Front Commander and the resolutions of the Turkburo of the RKP CC of 12 March are not being carried out.
To give the Samarkand troika a general directive regarding the possibility of peace talks with the basmachi.
