Постановили:
1. а/ В самый кратчайший срок закончить переговоры и заключить мир с Джанибеком.
б/ В случае необходимости, согласиться на оставление вооруженных отрядов /наименьшего состава/ у Джанибека и Муэтдина, скомпрометировав их в глазах населения, с указанием на вынужденность этой меры, противоречащей политике Соввласти, и временный характер этой меры. В договорах с Джанибеком и Муэтдином указать, что окончательное решение вопроса об оставлении у них вооруженных отрядов будет предоставлено съезду родовых представителей.
в/ Агитацию за Съезд родовых представителей начать теперь же, придав ей широко политический характер; кроме вопроса относительно оставления у Курбашей вооруженных отрядов, поставить в порядок дня Съезда следующие вопросы:
1/ о вооружении населения и созвании милиции;
2/ отношение населения к вооруженной борьбе между курбашами;
3/ о выделении из состава Андижанского и Ошского уездов, Джалал-Абадского уезда и об организации в таковом Угорревкома;
4/ Вопросы Советского строительства.
г/ При организации милиции иметь ввиду установление совершенно точных кадров, точного учета оружия и установление ответственности населения за сохранность оружия.

д/ Подтвердить все прежние директивы Туркбюро в области политической кампании среди населения, указав Облревкому на необходимость в особенности сосредоточить агиткампанию вокруг междоусобной борьбы басмачей.
2. а/ Подтвердить прежнее постановление Туркбюро о Р.В.С.
б/ Ввиду возникших недоразумений, разъяснить, что Председатель РВС пользуется обычными правами члена РВС.
3. Просить РВС по возможности давать известный процент винтовок-трехлинеек.
4. а/ П.П. Г.П.У. произвести расследование деяний Ошского Особого пункта и о результатах доложить в Туркбюро.
б/ Указать ОО Т/фр., что необходимости существования в г. Оше Особого пункта – нет.
в/ Разъяснить РВС фергруппы, что решение вопроса о необходимости существования Особого Пункта не входит в компетенцию Р.В.С.

Resolved:
1. a) To complete negotiations in the shortest time and conclude peace with Dzhanibek.
b) If necessary, agree to leave armed units (the minimal complement) with Dzhanibek and Muetdin, compromising them in the eyes of the population, indicate the obligatory nature of this measure, that it is contrary to the policy of Soviet Power, and that the measure is of a temporary character. In negotiations with Dzhanibek and Muetdin indicate that the final resolution of the question on leaving armed units with them will be left to the congress of tribal representatives.
c) Agitation for the Congress of native representatives to begin immediately, attaching to it a broadly political character. Besides the question related to leaving armed units with the Kurbashis, to place on the agenda of the Congress the following questions:
1) on arming the population and the formation of militias;
2) the relation of the population to the armed struggle between the Kurbashis;
3) on detaching Dzhalil-Abad uezd from Andizhan and Osh uezds, and of organizing in it an uezd city revolutionary committee;
4) Questions of Soviet construction.
г/ При организации милиции иметь ввиду установление совершенно точных кадров, точного учета оружия и установление ответственности населения за сохранность оружия.
d) In organizing the militia, attend to a detailed accounting of cadres, accurate registration of weapons, and the establishment of the population’s responsibility for the safe keeping of weapons.

e) To confirm all previous directives of the Turkbureau in the sphere of the political campaign among the population, explaining to the Oblast revolutionary committee the particular necessity to focus the agitation campaign around the internecine struggle of the Basmachi.
2. a) To confirm the previous resolution of the Turkbureau on the RVS
b) Given the rising misunderstandings, to explain that the RVS chairman exercises the usual rights of a member of the RVS.
3. To request that the RVS, as far as possible, give out the established share of three-line rifles.
4. a) PP GPU to conduct an inspection of the actions of the Osh Special Point then report the results to the Turkbureau.
b) To inform the OO Turkestan Front that the existence of a Special Point in Osh is not essential.
c) To explain to the RVS of the Fergana group that the resolution of the question on the need for the existence of the Special Point is not within the competence of the RVS.
