Политические директивы для работы среди народов Востока.

Центральный комитет принял меры к выработке подробных тезисов, которые дадут возможность партийным работникам ориентироваться во всех сложных и особых условиях работы среди народов Востока. Временно же до их окончательной редакции, Центральный Комитет считает необходимым дать партийным комитетам и политотделам несколько общих указаний.

Задача коммунистической партии повсюду, где ей приходится работать на местах в первую очередь организация пролетариата и крестьянской бедноты. Привлечение их в ряды партии, Профсоюзов и в Советские учреждения.

Отсталость восточных народов не только не освобождает партийных работников от этой задачи, но, наоборот, обязывает их удвоить усилия, стремясь, чтобы  мусульманский пролетариат и мусульманская беднота прониклась коммунистической  программой. Политическая и культурная отсталость народов востока должна отразиться лишь только на методе партийной работы.

При работе среди мусульманских народов нужно исходить из двух основных комитетов, которые играют в их жизни большую роль. С моментом религиозным и национальным. Религиозные предрассудки у них сильнее, чем у русских и других европейских рабочих и крестьян, так как они еще находятся в той стадии развития, когда гражданско-семейный быт тесно связан с религиозными представлениями. Религия восточных народов занимает в их жизни гораздо больше места, чем у народов экономически более развитых. Это предписывает большую осторожность по борьбе с религиозными предрассудками. Против нужно бороться не простым отрицанием религии, а подтачиванием посредством распространения грамоты и открытия школ, клубов и читален, распространения познания по истории земли и человека, главным образом указывая на классовый характер организации мусульманского духовного сословия, на его эксплуататорские стремления по отношению к бедноте. Фанатизм среди мусульман служил привилегированным кастам тех или иных мусульманских государств, достигших в известной степени военного могущества для облегчения их завоевательных целей.

То, что преследовал русский царизм с помощью панисламистской идеи, проделывали арабы, позже – отчасти теперь турецко-афганистанские националисты с помощью так называемого панисламизма. Относясь с осторожностью к требованиям религиозным верованиям масс, надо указать на  ту эксплуатацию, которую проводили господствующие мусульманские  классы с помощью религии.

Второй момент, который в особенности за время существования Советской власти занял большее место в жизни мусульманских народов – это национальное движение. В нем нужно отметить две стороны: с одной стороны стремление каждой отдельной мусульманской группы башкиры, киргизы, калмыки и проч. поднять свою национальную культуру и создать свою собственную литературу и свои собственные школы, с другой стороны поползновения националистов этих же групп использовать естественное стремление масс к национальной культуре для известных политических целей. Здесь нужно отметить поползновения националистических татарских кругов усилить еще раньше существовавшую гегемонию татар, являющихся в политическом, экономическом  и культурном отношениях вышестоящими, чем другие мусульманские племена и стремления укрепить власть татарской буржуазии.

Советская власть не делает никакой разницы между мусульманскими народами. Она исходит из полного равноправия всех народов и обеспечивает им право самоопределения и старается уничтожить всякий гнет, как экономический, так и национальный. Коммунисты должны относиться сочувственно к стремлению мусульманских масс к национальному самоопределению в рамках Советского строя.

Вопрос о выделении мусульманских племен в отдельные государственные  и советские формирования точно также не встречает никаких препятствий, доказательством чего является существование Туркестанской, башкирской республики, киргизского ревкома.

Но следует указать, что в моменты, переживаемые теперь рабочими и крестьянами всей России без исключения, когда их власти грозит как западный империализм, так и стремление мусульманской национальной буржуазии и мусульманских мулл к захвату власти – спасение мусульманских трудящихся масс заключается в самом тесном союзе с Советской Россией.

Отдельные мусульманские советские республики не могут существовать без тесного военно-экономического объединения с Российской Федеративной Советской Республикой.

Следует указывать на пример Украины, объединившей с Россией свой Военный Комиссариат, железные дороги, почту и телеграф  и Совет Народного Хозяйства, сохранившей отдельные комиссариаты просвещения, юстиции, внутренних дел и земледелия. Необходимость этого объединения вытекает из его федеративной связи, диктуется еще тем обстоятельством, что в мусульманских республиках существующей «башкирская» и проектируемой «татарская»  скреплены сотни тысяч российских крестьян и рабочих, что их полное отделение от России может повлечь только к внутренней национальной борьбе самих этих республик.

Что же касается партийной работы в мусульманских республиках, то она ведется партийными организациями, существующих на правах краевых общественных комитетов, причем их организацией не делается никакой разницы между мусульманами и русскими и в организациях создаются национальные секции для агитации и пропаганды среди национальных меньшинств. Если по своему большинству коммунистическая партия данной Республики является русской, создается соответственная секция для татар, башкир и проч. Если наоборот по своему большинству  организация мусульманская, создается соответственная секция для работы среди русских. Будучи проникнута соответственным отношением к развитию национальной культуры, принципу самоопределения, партийная работа  должна носить отчетливо интернационалистический характер и должна подчеркивать необходимость тесного союза мусульманских трудящихся масс с Советской Россией, не как с великим государством, которое силой забрало.

Political directives for work among the peoples of the East.

The Central Committee has taken measures to work out detailed theses that will give party workers the opportunity to be guided in all the complex and particular conditions of work among the peoples of the East. Temporarily, until their final edition, the Central Committee believes it is essential to give party committees and political departments a few general instructions.

The objective of the Communist Party everywhere it comes to work locally is above all the organization of the proletariat and poor peasants. To bring them into the ranks of the party, Trade Unions and Soviet institutions.

The backwardness of the Eastern peoples not only does not free party workers from this objective but, on the contrary, obliges them to double their efforts as they strive for the Muslim proletariat and Muslim poor peasants to be imbued with the Communist program. The political and cultural backwardness of the peoples of the East must reflect only on the method of party work.

While working among Muslim peoples, it is necessary to proceed from the two main committees that play the largest role in their life. With the religious and national aspects. Their religious prejudices are stronger than among Russians and other European workers and peasants, since they are still at the stage of development when civil and family family life are closely tied to religious notions. Religion for Eastern peoples occupies a much greater place in their life than among economically more developed peoples. This dictates great caution in the struggle with religious prejudices. We must struggle against them not by simply rejecting religion but by gnawing away at it by means of spreading literacy and opening schools, clubs, and reading rooms and spreading knowledge of the history of the land and man, primarily by pointing out the class nature of the organization of the Muslim clerical class and their exploitative aspirations with respect to the poor peasant.  Fanaticism among Muslims has served the privileged castes of the various Muslim states that have achieved a certain degree of military might to facilitate their aggressive goals.

That which Russian tsarism pursued with the help of the pan-Islamic idea, the Arabs had done, and later in part now the Turkish-Afghan nationalists, with the help of so-called pan-Islamism. While treating with caution the demands for the masses' religious confessions, we must point out the exploitation that the ruling Muslim classes carried out with the help of religion.

The second aspect that, especially during the time of Soviet rule's existence, has occupied a larger place in the life of the Muslim peoples is the national movement. We need to note two facets of it: on one hand, the aspiration of each separate Muslim group, Bashkirs, Kirgizes, Kalmyks, and so forth, to raise their national culture and create their own literature and their own schools; on the other, the inclinations of the nationalists of these same groups to use the masses' natural desire for a national culture for known political goals. Here we need to point out the inclinations of nationalist Tatar circles to strengthen the previously existing hegemony of the Tatars, circles that in the political, economic, and cultural respects are superior to the other Muslim tribes, and also their aspirations to strengthen the power of the Tatar bourgeoisie.

Soviet rule makes no distinction among the Muslim peoples. It assumes full equality of rights for all peoples and guarantees them the right to self-determination and tries to destroy any yoke, both economic and national. Communists must regard sympathetically the aspiration of the Muslim masses for national self-determination within the framework of the Soviet order.

In exactly the same way, the issue of separating the Muslim tribes into separate state and Soviet formations is not encountering any obstacles, proof of which is the existence of the Turkestan and Bashkir republics and the Kirgiz Revkom [Revolutionary Committee].

But it should be pointed out that in the moments now being lived by workers and peasants throughout Russia without exception, when their authorities are threatened both by Western imperialism and by the aspiration of the Muslim national bourgeoisie and Muslim mullahs to seize power, the salvation of the Muslim laboring masses lies in the closest alliance with Soviet Russia.

Individual Muslim Soviet republics cannot exist without close military-economic association with the Russian Federative Soviet Republic.

We should point to the example of Ukraine, which has allied its Military Commissariat, railroads, post and telegraph with Russia, and the Council of the Economy, which has retained separate commissariats of education, justice, internal affairs, and agriculture. The necessity of this association stems from its federative tie and is dictated also by the circumstance that hundreds of thousands of Russian peasants and workers are attached in the Muslim republics, the existing "Bashkir" and projected "Tatar" republics, so that their complete separation from Russia could lead only to internal national struggle in these very republics.

With respect to party work in the Muslim republics, it is being conducted by party organizations, which exercise the rights of krai public committees; moreover, their organization draws no distinction between Muslims and Russians and in the organizations national sections are being created for agitation and propaganda among national minorities. If in its majority the Communist Party of a given Republic is Russian, a corresponding section is to be created for Tatars, Bashkirs, and so forth. If, on the contrary, in its majority an organization is Muslim, a corresponding section is to be created for work among Russians. While being imbued with the appropriate attitude toward the development of national culture and the principle of self-determination, party work must bear a distinctly internationalist nature and must underscore the necessity of a close alliance between the Muslim laboring masses and Soviet Russia rather than with a great state that has taken them over by force.
