Рабоче-крестьянское правительство Советской Республики поставившее своей задачей дать каждому народу возможность устраивать свою жизнь так, как он находит лучшим, предоставило народам Туркестана право жить на основах Шариата.
С возстановлением Шариата, судов Казиев и биев, вакуфов и методичных школ все те лозунги, которые были положены Вами в основу повстанчества, выбиты.
Народы Туркестана, жаждущие мира и спокойствия, по возстановлении Шариата, окончательно откололись от повстанцев /басмачества/. Ежедневно нам сдаются партии джигитов и приносят свое оружие. Почти все курбаши Ходжентскаго, Джизакского и Катта-Курганского уездов сдались нам с оружием и своими джигитами и получили свободу и право заняться мирным трудом.
Желая дать полную возможность населению Самаркандскаго уезда заняться мирным трудом и освободить его от тяжестей военных действий, предлагаю Вам указать время и место для присылки Ваших делегатов для установления срока и условий сдачи Вами оружия. Только полная покорность Советской Власти может гарантировать Вам и Вашим джигитам жизнь, неприкосновенность и право гражданства.
В случае отказа Вашего покориться и подчиниться законам Советской Власти, вооруженная борьба с Вами будет безпощадна. Имейте в виду, что кроме военных действий мы применим жестокия репрессии ко всем курбашам и их джигитам вплоть до выселения всех их родственников, сжигания их кибиток и полнаго уничтожения их имущества.
Будьте уверены, что всех неподчиняющихся законам Советской Власти мы уничтожим. Тем же, кто образумится и добровольно сложит оружие мы даем полное прощение и берем под свою защиту, дабы они могли заняться мирным трудом наравне со всеми гражданами Туркестанской Советской Республики.

The workers' and peasants' government of the Soviet Republic, which has set the task of giving every people the opportunity to organize its life as it deems best, has granted the peoples of Turkestan the right to live according to Sharia principles.
With the reinstatement of Sharia, courts of kazis and beys, wakfs <<property endowments for religious and charitable purposes>> and [new] method schools, all of the slogans on which you based the insurgency have been neutralized.
The peoples of Turkestan, who yearn for peace and tranquility, upon the reinstatement of Sharia have permanently split off from the insurgents (basmachi). Every day bands of dzhigits <<skilled horsemen>> surrender to us and bring their weapons with them. Almost all the kurbashi <<basmach field commanders>> in Khodzhent, Dzhizak and Katta-Kurgan uezds have surrendered to us with their weapons and their dzhigits and have received the freedom and right to engage in peaceful labor.
Since I wish to provide a full opportunity to the populace of Samarkand Uezd to engage in peaceful labor and to relieve it of the burdens of military operations, I propose that you specify a time and place to send your delegates to set a deadline and conditions for you to surrender your weapons. Only full submission to Soviet Rule can guarantee you and your dzhigits life, immunity and the right of citizenship.
If you refuse to submit and to obey the laws of Soviet Rule, the armed struggle with you will be ruthless. Bear in mind that, in addition to military operations, we will impose brutal repressions on all kurbashi and dzhigits, up to and including the eviction of all their relatives, the burning of their kibitkas <<covered wagons>> and total destruction of their property.
Be assured that we will destroy everyone who does not obey the laws of Soviet Rule. As for those who come to their senses and voluntarily lay down their arms, we grant a full pardon and take them under our protection so that they can engage in peaceful labor on an equal footing with all citizens of the Turkestan Soviet Republic.

I again propose, citizen Ochil-Bek, that you immediately send your delegates so as not to spill blood in vain and to give the people tranquility.
