This collection of documents represents the first full reproduction of the proceedings of the meetings of the two congresses of representatives of the Muslim peoples of Soviet Russia and neighboring countries, which were held in 1918 and 1919. The proceedings record the most important problems in the life of the Muslim peoples of Northern Eurasia as a whole, the course of discussions of key decisions regarding state governance and the foreign and domestic policies of the RSFSR on Muslims, their religion, tradition and culture.
