При посещении членом Духовного ведомства Национального управления мусульман внутренней России и Сибири Урмановым Вашего предместника и представителя Главного штаба при Ставке верховного главнокомандующего генерала Бурлина по вопросу о восстановлении в армии института военных мулл, член ведомства Урманов, между прочим, поднял вопрос о необходимости создания при Ставке верховного главнокомандующего особой комиссии из состава членов Духовного ведомства для проведения в жизнь означенного института и дальнейшего наблюдения за деятельностью военных мулл, а также для распределения среди солдат-мусульман соответствующих воззваний, листков и проч. духовно-религиозного содержания.
В то время упомянутое предложение Урманова встретило весьма сочувственное отношение.
Кроме словесного заявления Урманова, председателем Духовного ведомства мусульман муфтием Г.Г. Галеевым была представлена 21 апреля с.г. в Главный штаб особая записка по приведенному выше вопросу.
Как муфтий, так и члены Духовного ведомства, эвакуировавшиеся в ноябре месяце прошлого года в гор. Петропавловск, в начале мая возвратились в Уфу, но вскоре же по обстоятельствам военного времени часть ведомства в составе Национального управления мусульман обратно эвакуировались в Сибирь.
Ныне прибыв в Омск и считая вопрос об организации при Ставке верховного главнокомандующего особой комиссии из числа членов безусловно авторитетного учреждения — Духовного ведомства — неотложно необходимым, в особенности в настоящий момент, когда в составе ныне действующей армии имеется довольно большой процент солдат-мусульман, Национальное управление мусульман внутренней России и Сибири со своей стороны признает целесообразным уполномочить для проведения в жизнь института военных мулл, а также духовно-религиозного воздействия на воинов-мусульман члена Духовного ведомства кадия Салихджана Урманова и в помощь ему секретаря ведомства А.Г. Терегулова.
На обязанности члена Духовного ведомства Урманова должно лежать, по предположению Национального управления, следующее:
1) Составление и распространение среди солдат-мусульман воззваний, листков и проч. с призывом к борьбе с большевиками, учение которых несовместимо с указаниями шариата.
2) Отыскание соответствующих кандидатов на должности полковых, дивизионных, корпусных и армейских мулл и назначение их с одобрения подлежащих военных властей на упомянутые должности.
3) Издание особых инструкций для военных мулл, с согласия и утверждения подлежащих военных властей.
4) Рассылка военным муллам метрических книг для записи умерших воинов.
5) Личное посещение фронта и войсковых частей тыла, в коих имеются воины-мусульмане, для духовно-религиозных бесед.
6) Ревизия на местах деятельности военных мулл.
При одобрении означенного предложения Национальное управление более чем уверено, что назначение для указанной цели Урманова и Терегулова принесет неоценимую пользу в деле внедрения в войсках психологии подчинения и повиновения, а также сознательной борьбы с большевиками.
При положительном разрешении Вашим Высокопревосходительством приведенного вопроса Национальное управление мусульман просит о назначении упомянутым лицам содержания из сумм Военного ведомства.
Настоящую записку уполномочивается подать член Духовного ведомства С.М. Урманов.

Letter from the National Administration of Muslim Turkic Tatars of Inland Russia and Siberia to D. A. Lebedev, Minister of War of the Russian Government, on the necessity of introducing the institution of military mullahs into the armed forces

To His Excellency, Mr. Minister of War
During a visit by Urmanov, a member of the Religious Department of the National Administration of Muslims of Inland Russia and Siberia, to your predecessor and representative of the Main Headquarters Under the Staff of the Supreme Commander-in-Chief, General Burlin, on the question of restoring the institution of military mullahs in the army, department member Urmanov raised in passing the question of the need to create under the Staff of the Supreme Commander-in-Chief a special commission from members of the Religious Department in order to implement the above institution and and continue to oversee the activities of the military mullahs, as well as to distribute the relevant appeals, leaflets and other spiritual and religious material among Muslim soldiers.
At that time Urmanov’s proposal received a highly sympathetic response.
Besides Urmanov’s verbal statement, the chairman of the Religious Department of Muslims, Mufti G G. Galeev, submitted a special memorandum regarding the above matter to the Main Headquarters on 21 April.
Both the mufti and the members of the Religious Department, who evacuated last November to the city of Petropavlovsk, returned to Ufa in early May, but soon afterward, due to wartime circumstances, a portion of the department as part of the National Administration of Muslims of Inland Russia and Siberia evacuated back to Siberia.
Now that we are back in Omsk and believe that the question of organizing under the Staff of the Supreme Commander-in-Chef a special commission made up of members of a definitely authoritative institution – the Religious Department – is urgently necessary, especially at the present time, when there is a fairly large percentage of Muslim soldiers in the current active army, the National Administration of Muslims of Inland Russia* and Siberia, for its part, deems it advisable to empower cadi [judge] Salikhdzhan Urmanov, a member of the Religious Department, to implement the institution of military mullahs and to exert spiritual and religious influence on Muslim soldiers, and A. G. Teregulov, secretary of the department, to assist him.
The duties of Religious Department member Urmanov should consist, the National Administration believes, of the following:
1) The preparation and distribution among Muslim soldiers of appeals, leaflets, etc., calling for a struggle against the Bolsheviks, whose doctrine is incompatible with the instructions of the Sharia.
2) Searching for appropriate candidates for the positions of regiment, division, corps and army mullahs and appointing them with the approval of the proper military authorities to the aforementioned positions.
3) Publication of special instructions for military mullahs, with the consent and approval of the proper military authorities.
4) Distribution to military mullahs of registers to record soldiers who have died.
5) Personal visits to the front and to troop units in the rear that include Muslim soldiers, for spiritual and religious discussions.
6) Inspection of the activities of military mullahs in local areas.
If the aforementioned proposal is approved, the National Administration is more than confident that the appointment of Urmanov and Teregulov for the above purpose will provide an inestimable benefit in the task of introducing a mentality of subordination and obedience into the troops and a conscious struggle against the Bolsheviks.
If Your Excellency resolves this question in the affirmative, the National Administration of Muslims requests that funding be designated for the aforementioned persons with amounts from the War Department.
Religious Department Member S. M. Urmanov is authorized to deliver this memorandum.
