§ 1
Согласно желанию местных мусульман, командующий Первой Сибирской армией генерал-лейтенант Пепеляев приказал формировать 4-й Мусульманский добровольческий полк. Исполнение этого приказа возложено на меня.
Условия службы добровольцев в полку на общих для всех добровольцев основаниях, согласно постановления Совета министров от 25 февраля 1919 г., утвержденного верховным правителем.
Объявляя вышеизложенное, обращаюсь к Вам, мусульмане вверенного мне района, с призывом — доказать, что желание Ваше не есть пустой звук, но что Вы готовы проявить всю энергию и напрячь все Ваши физические и духовные силы для создания полка, славного, могучего и грозного врагам, которые вторгаются в Ваши исконные владения.
Собирайтесь же дружно и быстро под бело-зеленые знамена, с полумесяцем и звездой — символом единения всех народностей Сибири для последней схватки с разрушителями отечества, час которых приближается.
Глубоко верю, что слава седых знамен Чингис-хана в недалеком будущем обвеет и Ваши молодые знамена, и горжусь, что мне поручено, под моей ответственностью, приступить к формированию мусульманского полка, славное будущее которого для меня несомненно.
Итак, с Богом за работу, время не ждет, и отечество протягивает к Вам руку за помощью.
Прием и запись добровольцев производится ежедневно во всех волостных земских управах, управлениях уездами, управлении Тобольского уездного воинского начальника и штабе 4-го Мусульманского добровольческого полка (женская гимназия).
К командованию полком допускаю помощника командира 7-го кадрового Прифронтового полка подполковника Иванцева, помощником его временно назначаю поручика Ильина с оставлением в должности и.д. начальника штаба гарнизона.
Приказываю поручику Ильину, за нахождением подполковника Иванцева в командировке, вступить во временное командование полком и приступить к немедленному формированию его.
Назначение командного состава будет производиться мною по представлению командира полка или его заместителя.
Полк временно включаю в состав 2-й Прифронтовой бригады.
О ходе формирования доносить начальнику бригады ежедневно.

§ 1
Following the wishes of local Muslims, Lieutenant-General Pepeliaev, commander of the 1st Siberian Army, has ordered the formation of the 4th Muslim Volunteer Regiment. The execution of this order has been entrusted to me.
The terms of volunteers’ service in the regiment shall be the same as for all volunteers, pursuant to the resolution of the Council of Ministers of 25 February 1919, approved by the supreme ruler.
In making the above announcement, I address the following appeal to you, the Muslims of the area assigned to me – prove that your wishes are not empty words, that you are prepared to display all your energy and exert all your physical and spiritual strength to create the regiment, one that is glorious, mighty and fearsome to the enemies who are invading your age-old domains.
Gather together harmoniously and swiftly under the white and green banners with the crescent and star – the symbol of the unity of all the peoples of Siberia – for the final clash with the destroyers of the fatherland, whose hour is approaching.
I deeply believe that the glory of Genghis Khan’s gray banners will envelop your young banners as well in the near future, and I am proud that I have been assigned, that it is my responsibility, to begin forming a Muslim regiment, whose glorious future is beyond any doubt for me.
So I go to work with God, there is no time to lose, and the fatherland extends its hand to you for help.
The acceptance and enlistment of volunteers takes place every day at all volost administrative offices, uezd offices, the office of the Tobolsk Uezd Military Commander and the headquarters of the 4th Muslim Volunteer Regiment (girls’ gymnasium).
I authorize Lieutenant-Colonel Ivantsev, deputy commander of the 7th regular Front-Line Regiment, as commander of the regiment, and temporarily appoint Lieutenant Ilin as his deputy, while keeping him as acting commander of the garrison headquarters.
Due to the fact that Lieutenant-Colonel Ivantsev is on a business trip, I order Lieutenant Ilin to take temporary command of the regiment and to begin its immediate formation.
I will appoint the members of the command based on the recommendation of the regiment commander or his deputy.
I am temporarily making the regiment part of the 2nd Front-Line Brigade.
The progress of the formation is to be reported on a daily basis to the brigade commander.
