Москва, Главснабпродарм, Брюханову, копия ЦК Р.К.П. и Совнарком. Продовольственное положение в Туркестане в настоящий момент характеризуется  следующими обстоятельствами:  1) сложность системы управления Туркестана при наличии Турккомиссии, Турцика, Совкома, допуская многовластие,  приводят к разностороннему влиянию на Наркомпрод, руководители которого меняются почти ежемесячно. Несмотря на прошедший восьмимесячный срок соединения Туркестана с Россией, а также прибытие  многих учреждений центра, до сих пор не проведена подготовка местных кругов к усвоению продполитики Наркомпрода, при полнейшем отсутствии местных сил, усвоивших советскую продполитику,  комиссары руководители Компрода комплектуются из среды случайных элементов,  в Компроде не существует определенной политики,  причем все  заготовительные распределительные операции носят случайный характер в зависимости от настойчивости отдельных кругов, требующих разрешения вопросов в интересах своих ведомств, полнейшее игнорирование Компрода в качестве высшего продоргана, а также передача ряда функций Компрода другим

органам ослабляет его авторитет и освобождает от несения прямых обязанностей. Крайкомом партии принята резолюция по Турккомиссии, отменяющая по существу хлебную монополию. Объективные местные условия не требовали такого постановления: введено обязательное процентное отчисление частичной сдачи хлеба независимо от площади, характера обработки и владения, причем в этом направлении  также местных [местными] ничего не сделано хотя до урожая только месяц. Сохранена лишь на бумаге хлебная монополия по отношению русского населения Туркестана. Ни политические соображении, ни целесообразность в смысле практических результатов проведения хлебной монополии по отношению одной части  граждан по национальному признаку не даст. Одновременно существует свободная торговля на вольном рынке хлебом другими продуктами, Причем Компрод для снабжении армии местами платит 60 тысяч рублей за среднего барана,  2 тысячи рублей за пуд ОБ/мисшого фуража. Острота продовольственного положения вынудила Ревоенсовет до нашего приезда возложить на  военпродорган снабжение красноармейским пайком  до 85 тысяч железнодорожников и других рабочих. Опродкомтурк  [при] своем приезде снял указанных рабочих с довольствия 1 июня, приступил укреплению продорганов в центре и на местах путем передачи своих работников Компроду для усилении его продработ, причем два сотрудника Опродкомтурка вошли членами коллегии Компрода с освобождением от работ в Опродкомтурке. Опродкомтурк приступил к организации тыловых опродкомов с возложением на них обязанного и действительного содействия продорганам в связи с создавшимся положением. Опродкомтурк считает настоятельно необходимым проведение в жизнь постановление Наркомпрода от 31 января с назначением Компрод Туркестана полномочного представителя Наркомпрода РСФСР, стаж  и политический авторитет которого разрешит ему отступление от общей продполитики центра, если того потребуют местные условия, оставаясь свободным от давления местных сил  групп. To Bryukhanov Main Administration for Red Army Food Supply cc: CC of RCP and Sovnarkom food situation Turkestan at present is characterized by following factors: 1) difficulty of the system of government of Turkestan given presence of Turkestan Commission Turkestan Central Executive Committee council of commissars allowing multiple branches of power – lead to different kinds of influences on PC of food whose leaders are replaced almost monthly. Despite eight months elapsed of union of Turkestan with Russia and also arrival of many institutions from center local circles have yet to undergo preparation for adopting the food policy of the PC of food with no local forces having adopted soviet food policy the commissars and leaders of the food commissariat are staffed with random elements. The food committee has no specific policy and all procurement distribution operations are random in nature depending on persistence of particular circles demanding that issues be resolved in interests of their agencies. agencies weakens its authority and relieves it of having direct duties. The party krai committee has adopted a resolution of the Turkestan commission abolishing, in essence, the grain monopoly. Objective local conditions did not require such a resolution. A mandatory percentage deduction from partial grain delivery has been introduced, regardless of area, the nature of cultivation and ownership. The locals have not done anything in this direction either although only a month remains until the harvest. The grain monopoly persists only on paper with regard to the Russian population of Turkestan. Neither political considerations nor advisability in terms of practical results will not bring about implementation of the grain monopoly with regard to one segment of citizens based on ethnic criteria. At the same time there is free trade in the free grain market and the food committee in some places to supply the army pays sixty thousand rubles for an average sheep, two thousand rubles for a pood of [garble] forage. The severity of the food situation forced the revolutionary military council until our arrival to entrust the military food agency with supplying a Red Army ration for up to eighty thousand railroad workers, and other workers. The Oprodkomturk [special food commission of Turkestan] during its visit removed these workers from the allowance and on June 1 set about strengthening the food agencies in the center and in the provinces by transferring its functionaries to the food committee to bolster its food work. In fact two members of the Oprodkomturk came in as members of the collegiums of the food committee and were released from their work at the Oprodkomturk. The Oprodkomturk has begun to organize the oprodkoms on the home front, assigning them the duty of actually assisting the food agencies. Due to the situation, the Oprodkomturk deems it a pressing necessity to implement the resolution of the PC of Food of January 31 and to appoint as commissar of food for Turkestan a plenipotentiary representative of the RSFSR PC of Food whose work experience and political authority will allow him to depart from the general food policy of the center if local conditions so require, remaining free of pressure from local forces groups No. 4257
