Присутствовали: т.т. Ленин, Троцкий, Каменев, Крестинский, Калинин.
§3. О Туркестане.
а) Учредить при СНК совещание по делам Туркестана в составе: тт. Милютина, Чичерина, Гусева и Нариманова, поручить этому совещанию работать в тесном контакте с находящимся представительством СНК и ВЦИК по делам Туркестана, привлечь к работе совещания представителей ТуркЦИКа. Провести это через СНК.
б) Подтвердить Туркестанскую комиссию в составе: тт. Элиава, Киселева, Кобызева <<Кобозева>>, Бокия, Голощекина. Отдать в распоряжение комиссии т. Бройдо.
в) Ответа ТуркЦИКу по вопросу об утверждении конституции пока не посылать.

In attendance: Comrades Lenin, Trotsky, Kamenev, Krestinsky, Kalinin.
§3. Concerning Turkestan.
a) Establish an SNK [Council of People's Commissars] conference on the affairs of Turkestan to include Comrades Miliutin, Chicherin, Gusev, and Narimanov, and assign this conference to work in close collaboration with the existing representation in the SNK and VTsIK [All-Russian Central Executive Committee] working on Turkestan affairs and involve representatives of the TurkTsIK [Turkmenistan Central Executive Committee] in the conference's work. Have this done through the SNK.
b) Approve a Turkestan Commission comprising: Comrades Eliav, Kiselev, Kobyzev, Boky, Goloshchekin. Place Com. Broido at the commission's disposal.
c) For now, do not reply to the TurkTsIK's question on approving a constitution.
