Организованная Центром в Самаркандской Области Чрезвтройка приступила к работе в конце февраля текущего года, поставив себе задачей, главным образом, борьбу с басмачеством, а затем урегулирование деятельности всех партийных, гражданских и военных организаций, действующих в районе Области.

Истекший сравнительно небольшой период времени работы Чрезвтройки как нельзя лучше дал возможность убедиться в преимуществах и недостатках методов, применявшихся нами до сих пор в деле борьбы с басмачеством.

Главными методами борьбы были: 1/ Чистая агитация. 2/ применение европейской вооруженной силы, 3/ организация добрмилиции, 4/ политические уступки и 5/ военная демонстрация, частичный террор с проводимой одновременно агитацией.

Проводимый при самом возникновении басмаческого движения в области метод чистой агитации, столкнувшись с реальной силой басмачей, придавших своему движению политическую окраску, суливших населению различного рода блага, терроризировавших его своей силой - ничего реального Советской Власти не дал и очень скоро должен был быть признанным несостоятельным.

Введенная в действие в дело борьбы с басмачами Красная Армия не устояла перед соблазном и при первых же операциях стала грабить, оскорблять национальные и религиозные чувства населения, чем, ясное дело, пользы не принесла, а лишь подлив масла в огонь, косвенным путем способствовала развитию басмачества.

Разочаровавшись очень скоро в этих двух методах, Чрезвтройка, пользуясь указаниями Центра и считаясь с диктуемой обстоятельствами необходимостью, приступила к формированию добровольческой милиции.

Отряды эти были предназначены для уничтожения басмаческих

шаек с последующим поддержанием власти на местах.

Они организовались из среды туземного населения за поручительством отдельных лиц и целых кишлаков. Обмундирование, снабжение лошадьми, продовольствием и фуражем пало на население, приветствовавшее эту меру, а вооружение их взяло на себя Государство.

Что мера эта достигла желательных результатов лишь в небольшой их части объясняется многими причинами, которые мы постараемся здесь выявить.

Прежде всего и главным образом, вина в несвоевременной организации добрмилиции и в оказавшейся благодаря этому некоторой ее не состоятельности падает на центр, который в течение более месяца не мог снабдить нас оружием, а когда снабдил, то дал лишь семьсот берданок "Гра" и "Винтерле" с небольшим процентом трехлинеек.

Ко времени получения оружия басмаческия шайки настолько увеличились, что нам пришлось привлекать регулярные красноармейские части к охране обучающихся добрмилиционеров от нападений басмачей, грозивших захватом как личного состава отрядов с лошадьми, так равно и полученного ими вооружения. Необходимость обучения отрядов в целом и опасение о том, что и после обучения расчлененные по частям и разставленные по кишлака в виде взводов отряды легко могут быть разоружены подчас крупными шайками басмачей, заставили Чрезвтройку сконцентрировать добротряды в городах, что было первым шагом в деле формирования направленном вопреки надеждам населения, дававшего крупные средства на содержание отрядов и желавшего видеть в добрмилиции своих защитников на местах. Сорганизованные таким образом отряды крупным противовесом басмаческому движению служить не могут и по сейчас признаются весьма слабой, а подчас и вовсе ненадежной силой.

Политические уступки даны слишком поздно. Если бы Центр, во время развития басмачества в Фергане предвидел распространение такового и на остальные области и дал их по всему Туркестану, из-под ног басмачей была бы в корне выбита почва, характеризующая их движение с политической точки зрения. Теперь же политические уступки разсматриваются населением, агитируемым басмачеством, не как подход Власти к сближению с народом, а как слабость власти, сдающей свои позиции.

Энвер-паша через своих агентов окончательно вырывает из рук Соввласти симпатии населения, так как обещаемые им населению милости в несколько раз превышают то, что, кстати сказать, только обещает Советская

Власть, чуть ли не на другой день отказывающаяся от главной части того, что оно и обещает, оправдываясь происшедшей будто бы ошибкой.

Политические уступки - в данное время не мера борьбы с басмачеством, а действия результаты которого могут быть весьма плачевны.

Потеряв надежду справиться своими силами с басмачами так, как это требует обстановка, Чрезвычайная Тройка организовала по области несколько военных экспедиций, направленных к цели сбить уверенность басмачей, действия которых стали принимать все более наглый оборот, и частичным показанием силы поднять авторитет Власти и несколько успокоить население, потерявшее надежду на помощь со стороны Власти, ропщущее на эту Власть за бездействие и стонущее от набегов басмачей, в конец разоряющих некогда плодородное хозяйство дехканина.

Оголив некоторые более безопасные районы и соединив добровольческие отряды с имеющимися красноармейскими частями, Чрезвтройка бросила такие сводные экспедиционные отряды на районы властвования басмачей. Такого рода экспедиции сопровождаются частичным террором, широкой антибасмаческой агитацией и возстановлением Власти на местах.

Террор, примененный и допускаемый нами в виде печальной необходимости, заключается в следующем.

В Джизакском уезде несколько видных, пользующихся широкой популярностью среди населения ответственных работников, видимо, усомнившихся в твердости власти в Крае, с одной стороны, и соблазнившись обещаниями басмачей, с другой, перешли на сторону последних, стали во главе шаек оперирующих в уезде и направили все усилия к изъятию из рук Власти реальной ее силы в лице добровольческих отрядов. Они напали на Зааминский добротряд, состоявший из 40 человек, и, пользуясь своим авторитетом, заставили отряд почти без сопротивления им сдаться.

Чрезвтройка, учтя необходимость раз и навсегда покончить с возможностью подобного рода перехода ответственных работников на сторону басмачей с изложенными выше последствиями, и, с другой стороны принимая во внимание особенности родственных чувств туземного населения, постановила: 1/ изолировать родственников /кроме лиц женского пола/ перебежавших ответственных работников и заключить их впредь до окончания басмачества в концлагери, 2/ конфисковать имущество перебежчиков, а равно имущество их родственников, продать таковое, а вырученные деньги частью обратить на возмещение стоимости оружия, захваченного перебежчиками, а частью на содержание добрмилиции.

отряда, а равно участившиеся за последнее время случаи такого же перехода добрмилиционеров и других отрядов привел Чрезвтройку, придававшую добротрядам все же огромное значение, применить к поручителям перебежавших аналогичную меру, а именно: 1/ поручители арестовываются, 2/ имущество их, а равно имущество перебежавших конфискуется и продается с публичного торга, а вырученные деньги также распределяются между платой за оружие и содержанием добротряда и 3/ в случаях, если поручителями являются целые кишлаки, поручители личному задержанию не подвергаются, за то каждый двор из поручившихся кишлаков уплачивает по 120 миллионов рублей.

Пользуясь нашей слабостью, басмачи обнаглели до такой степени, что стали нападать даже на областной центр, при чем ими стали уводится из числа зажиточного населения заложники, которые отпускались по уплате назначенной ими суммы. Неуплата в срок влекла разстрел захваченного.

Дабы сбить такого рода наглость и нанести лично главарям шаек действительный ущерб, Чрезвтройка применила к родственникам их точь-в-точь тот же прием, какой она применила к родственникам перебежавших ответственных работников.

Итоги подобного рода экспедиций с частичным применением террористических актов, свидетельствующих о наличии реальной силы в руках у Власти, оказывающейся не настолько пассивной в деле борьбы с угнетателями народа налицо.

В Самаркандском уезде разбита самая крупная и самая организованная шайка Бахрама, который бежал в Бухару, остальные шайки притихли, приняв повидимому выжидательное положение.

Катта-Курганский и Ходжентский уезды почти очищены от басмачей, причем наблюдается крупный переход на сторону Соввласти целых шаек.

Джизакский уезд временно надо считать угрожающим по басмачеству, но объясняется это тем обстоятельством, что посланная туда экспедиция недавно приступила к работе и результатов таковой надо ожидать в самое короткое время.

Население к подобного рода выступлениям относится чрезвычайно доброжелательно, приветствует террористические акты и само выдает басмачей.

Обрисовав вкратце методы, принятые в деле борьбы с басмачами и указав на последний, как на наиболее целесообразный, мы не берем все же на себя смелость говорить, что метод этот является действительным, при применении которого возможна полная ликвидация басмаческого движения

в Области.

Действительно, для того, чтобы сконструировать экспедиционные отряды, понадобилось как сказано выше, оголить некоторые более или менее безопасные места и бросить экспедиции туда, где хозяйничали басмачи. Это мероприятие привело к тому, что басмачи разбитые в операциях наших экспедиций, стали стекаться в этих лишенных реальной силы районах, организовывать новые шайки и служить новой угрозой для населения.

Таким образом, предпринятые экспедиции нельзя считать мерами организованной борьбы и они являются лишь ослабляющими ту или иную басмаческую организацию и дающими возможность предполагать, что влей мы в область большую реальную силу и применяй этот метод, мы сможем покончить с басмачеством навсегда, надолго отбив у сочувствующих таковому охоту проявить какую бы то ни было инициативу в этом направлении.

Поскольку Советский аппарат в Области расшатан и что тормозит налаживание такового, достаточно явствует из прилагаемых при сем наших предложений, которые просим утвердить.

1. Во всей Самаркандской области должен быть проведен с участием возможно большего количества красноармейских частей, военный террор не останавливающийся перед сожжением хотя бы целых кишлаков, кои будут признаны гнездами басмачей.

2. Санкционировать мероприятия Чрезвтройки против родственников главарей шаек и перебежавших ответработников, а равно и прочих поручителей добровольно сдавшихся добрмилиционеров.

3. Населению должны быть немедленно реально даны обещанные уступки, но, таким образом, чтобы оно поняло что уступки эти являются не результатом басмаческого движения и слабости власти, стремлением ее подойти ближе к населению.

4. Чрезвычайной тройке должны быть предоставлены диктаторские права перестроить весь аппарат строительства в области по своему усмотрению применительно к местным условиям жизни.

5. Государственно-политическому управлению и Особому Отделу Туркфронта должно быть предписано со своими областными уездными учреждениями сноситься исключительно через Чрезвтройку единственно являющуюся ответственной перед центром за все, что в области творится, без чего как показал опыт, работа Чрезвтройки является невозможной и безполезной.

6. В виду передачи борьбы с бандитизмом Особому Отделу, личный состав которой пополнен, главным образом, неопытной европейской молодежью из К.С.М.Т., предоставить Чрезвтройке право при перестройке Советского аппарата вообще, в частности, переформировать Особый Отдел, влив туда работников из туземного населения.

7. Признать безусловно необходимым снабжение Чрезвтройки достаточными кредитами для производства противобасмаческих экспедиционных операций.

The Emergency Troika established by the Center in Samarkand Oblast started work at the end of February of this year, setting itself the task, in the main, of combating the basmachi and then regulating the activities of all party, civilian and military organizations operating in the Oblast.

The relatively short period of time that the Emergency Troika has been working has provided the best opportunity to confirm the advantages and shortcomings of the methods that we had previously been employing in the effort to combat the basmachi.

The main methods of the struggle were: 1) Pure agitation; 2) the use of European armed forces. 3) the establishment of a volunteer militia; 4) political concessions; and 5) military demonstration and partial terror with simultaneous agitation.

The method of pure agitation that was conducted at the very time the basmach movement emerged in the oblast, upon colliding with the actual strength of the basmachi, who gave their movement a political coloration, promised the populace various kinds of benefits and terrorized it with their force, did not provide anything of real value for the Soviet Government and very quickly had to be deemed unsound.

The Red Army, which was activated in the effort of combating the basmachi, could not resist temptation and during its very first operations began to loot and insult the ethnic and religious feelings of the populace, by which actions it clearly was of no help but merely added oil to the fire and indirectly contributed to the development of the basmachi.

Having very quickly become disappointed in these two methods, the Emergency Troika, following the Center’s instructions and taking account of the necessity dictated by the circumstances, set about the formation of a volunteer militia.

gangs and afterward to maintain the government at the local level.

They were organized out of the indigenous population based on the sponsorship of specific individuals and entire villages. The provision of uniforms, horses, food and forage fell on the populace, which had welcomed this measure, while the State assumed the obligation of arming it.

The fact that this measure achieved desirable results only to a small degree is attributable to many factors, which we will try to identify here.

Above all and for the most part, the blame for the late creation of a volunteer militia and for the fact that as a result it proved to be somewhat ineffectual falls on the center, which for more than a month was unable to supply us with weapons, and when it did supply them it provided only 700 Gras and Vinterle [Vetterli] Berdan rifles with a small percentage of Mosin Nagants.

By the time the weapons were received, the basmach gangs had grown so much that we had to recruit regular Red Army units to protect the volunteer militia trainees from attacks by the basmachi, who were threatening to capture not only the personnel in the detachments with their horses but also the weaponry they had received. The necessity of training the detachments as a whole and the fear that even after the training the detachments that were split up among the units and deployed around the villages in the form of platoons could easily be disarmed at times by large gangs of basmachi forced the Emergency Troika to concentrate the volunteer detachments in the cities, which was the first step in a formation effort directed against the hopes of the populace, which had provided large amounts of funds to support the detachments and wanted to see the volunteer militia as its protectors at the local level. The detachments organized in this manner cannot serve as a major counterbalance to the basmach movement and even now are considered to be a very weak and sometimes altogether unreliable force.

The political concessions were made too late. If the Center had foreseen during the development of the basmach movement in Fergana that it would spread to the other oblasts and had made them all over Turkestan, the political ground that characterizes the basmach movement would have been cut out from under it down to the roots. Now, however, political concessions are regarded by the populace, which is being agitated by the basmachi, not as an approach by the Government to come closer to the people but as weakness by a government that is surrendering its positions.

Enver Pasha, through his agents, is wresting popular support from the Soviet Government once and for all, since the favors he is promising the populace are several times greater than what is, incidentally, only being promised by the Soviet

Government, which almost the next day is reneging on the main part of what it is promising, defending itself by claiming that a mistake was made.

Political concessions at present are not a measure for combating the basmachi but actions that could have very deplorable results.

Having lost hope of defeating the basmachi with its own forces in the way that the situation requires, the Emergency Troika arranged around the oblast several military expeditions aimed at the objective of bringing down the confidence of the basmachi, whose actions have begun to take an increasingly audacious turn, and with a partial show of force to raise the Government’s authority and somewhat calm down the populace, which has lost hope for assistance from the Government, has grumbled at the Government for inaction and is suffering from raids by the basmachi, who have completely devastated the dehkans’ once fruitful economy.

After exposing some safer areas and linking up volunteer detachments with existing Red Army units, the Emergency Troika deployed these composite expeditionary detachments to areas controlled by the basmachi. Expeditions of this kind are accompanied by partial terror, broad antibasmach agitation and the restoration of the Government at the local level.

The terror that we apply and allow as an unpleasant necessity consists of the following.

In Dzhizak Uezd, several prominent top functionaries, who enjoy wide popularity among the populace and apparently have doubts about the government’s firmness in the Krai, on the one hand, and who have been seduced by the promises of the basmachi on the other, defected to the latter, have taken charge of gangs operating in the uezd and have directed all efforts at wresting the Government’s actual force--volunteer detachments—from it. They attacked the Zaamin volunteer detachment, comprising 40 men, and used their authority to force the detachment to surrender almost without resistance.

The Emergency Troika, taking into account the necessity of eliminating once and for all the possibility of this kind of defection by top functionaries to the basmachi with the above-mentioned consequences, and on the other hand taking into consideration the specific features of the indigenous population’s kindred feelings, resolved: 1) to isolate relatives (except females) of top functionaries who have defected and to confine them until the termination of the basmach movement in concentration camps; 2) to confiscate the property of defectors as well as their relatives’ property, to sell it and to use a portion of the proceeds to compensate for the cost of the weapons seized by the defectors and a portion to support the volunteer militia.

detachment, as well as the increasingly frequent cases of such defections by volunteer militiamen and other detachments, have led the Emergency Troika, which has nevertheless attached enormous importance to the volunteer detachments, to impose a similar measure on the defectors’ sponsors, to wit: 1) the sponsors are being arrested; 2) their property, as well as the defectors’ property, is being confiscated and sold in a public auction, and the proceeds are also being allocated between paying for weapons and support for the volunteer detachment; and 3) in cases where the sponsors are entire villages, the sponsors are not subject to personal detention, but each household in the sponsoring villages pays 120 million rubles.

Taking advantage of our weakness, the basmachi have become so audacious that they have begun attacking even the oblast center, where they have started taking hostages from among members of the well-to-do population hostage, who have been released when the sum they designate has been paid. Failure to pay by the deadline has resulted in the execution of a captive.

In order to bring down such audacity and inflict real personal harm on the ringleaders of the gangs, the Emergency Troika has imposed on their relatives precisely the same method that it has imposed on the relatives of the top functionaries who have defected.

The results of such expeditions making partial use of terrorist acts, which show that the Government has real strength and is proving not to be so passive in the effort to combat the oppressors of the people, are clear.

In Samarkand Uezd, the largest and most organized gang headed by Bakhram, who fled to Bukhara, has been smashed, and the remaining gangs have quieted down, apparently adopting a wait-and-see position.

The Katta-Kurgan and Khodzhent uezds have almost been cleansed of basmachi, and there has been a major movement by entire gangs to the side of the Soviet Government.

Dzhizak Uezd should be temporarily considered to be threatening in terms of basmachi, but the reason for this is that the expedition sent there recently started work and its results are to be expected as soon as possible.

The populace has an extremely favorable attitude toward such actions, welcomes the terrorist acts and is itself turning in basmachi.

Having briefly sketched out the methods adopted in the effort to fight the basmachi and citing the latter as the most effective one, we nevertheless will not venture to say that this method is the true one that will make it possible to fully liquidate the basmach movement

in the Oblast.

Indeed, in order to construct the expeditionary detachments, it was necessary, as mentioned above, to expose some more or less safe areas and deploy the expeditions where the basmachi were in control. As a result of this action, the basmachi who were routed in our expeditions’ operations began to come together in these areas that have no real force, organize new gangs and pose a new threat to the populace.

Therefore, the expeditions that were undertaken cannot be considered measures of organized struggle, and they merely weaken a particular basmach organization and suggest that if we were to bring in a large, actual force into the oblast and employ this method, we would be able to do away with the basmachi for good, by eliminating for a long time to come the willingness among their sympathizers to show any initiative in that direction.

Since the Soviet administration in the Oblast has been shaken and what impedes its repair is fairly clear from our proposals enclosed herewith, we ask that they be approved.

1. Military terror must be conducted throughout Samarkand Oblast with the participation of as large a number of Red Army units as possible, and it must not draw a line at burning even entire villages that are deemed to be nests of basmachi.

2. To sanction actions by the Emergency Troika against the relatives of gang ringleaders and top functionaries who have defected, as well as other sponsors of volunteer militiamen who have voluntarily surrendered.

3. The populace must immediately, actually be given the promised concessions, but in a manner so that it understands that these concessions are not a result of the basmach movement and the government’s weakness but of the latter’s desire to get closer to the populace.

4. The Emergency Troika should be granted dictatorial rights to restructure the entire administration of construction in the oblast at its discretion with reference to local conditions.

5. The State Political Directorate and the Special Department of the Turkestan Front should be directed to communicate with its oblast uezd institutions solely through the Emergency Troika, which alone is accountable to the Center for everything that is happening in the oblast, without which, as experience has shown, the Emergency Troika’s work is impossible and useless.

6. In view of the transfer of the struggle against banditry to the Special Department, which has mostly been staffed with inexperienced young Europeans from the C.Y.L.T. [Communist Youth League of Turkestan], to grant the Emergency Troika the right, when restructuring the Soviet administration in general, to reform the Special Department in particular by adding to it functionaries from the indigenous population.

7. To deem it absolutely essential that the Emergency Troika be supplied with sufficient loans to conduct antibasmach expeditionary operations.
