Положение в Самаркандской области продолжает оставаться трудным, вследствие недостаточности там частей Красной армии плохой организации милиции Энверовской агитации и засоренности парторганизации неустойчивыми полубасмаческими элементами. На увеличение числа частей Красной армии в ближайшее время рассчитывать не приходится. При организации милиции ответственность населения за милиционеров и оружие проводилась недостаточно причем организация милиции в Джизакском уез и Катта-Курганском уездах попала в руки полубасмаческих партий. Быстрое развитие басмачества последние месяцы под влиянием Энвера не дало к тому же времени чтобы подготовить милицию. Иногда иногда ответственных областных работников к басмачам. В Джизакском уезде формирование милиции находилось в руках Файзуллина бывшего начГП начальника облотдела ГПУ и Тюрябекова. Тюрябеков перейдя на сторону басмачей попал на организованный им же отряд милиции который сдался басмачам в числе 40 чел. Часть милиционеров настоящее время уже вернулась без оружия. Файзуллин арестован. Вместе с Тюрябековым ушло еще несколько ответработников. Приняты меры: изолирование родственников, конфискация имущества, арест поручителей, конфискация их имущества, денежные штрафы на кишлаки, в Джизак командирован начобл ГПУ. В Самарканд ЦККПТ командировал несколько ответработников для чистки партии и пересмотра состава милиции. Джизакский уезд надо считать угрожающим по басмачеству. остальные шайки притихли. Катта-Курганский и Ходжентский уезды от шаек очищены причем наблюдался переход шаек на сторону Соввласти. Энвер ведет агитацию против политуступок объявленных нами обещая с своей стороны гораздо больше особенно свободную продажу земель. Эта агитация по сообщению Самарканда якобы имеет успех. Сообщения эти малоправдоподобны ввиду того что население весьма охотно идет на поддержку Красной Армии и милиции против басмачей там где видит нашу силу. Повидимому успех Энвер имеет только среди басмачества. пр. 102

The situation in Samarkand Oblast remains difficult, due to a shortage there of Red Army units, poor organization of the militia, pro-Enver agitation and the contamination of the party organization by unstable, quasi-basmach elements. One cannot count on an increase anytime soon in the number of Red Army units. In organizing the militia, the populace has not taken enough responsibility for militiamen and weapons, and the organization of the militia in Dzhizak uezd and Katta-Kurgan uezds has fallen into the hands of quasi-basmach parties. The rapid development of the basmachi in recent months under Enver’s influence, moreover, has not left enough time to prepare the militia. the remaining gangs have quieted down. Katta-Kurgan and Khodzhent uezds have been cleansed of gangs, in fact there has been a defection of gangs to the Soviet Government. Enver is conducting agitation against the political concessions we have declared, promising much more for his part, especially the free sale of land. This agitation, according to a report from Samarkand, is supposedly having success. These reports are not very plausible, since the populace is very eagerly coming to the support of the Red Army and the militia against the basmachi where it sees our strength. Apparently Enver is having success only among the basmachi. pr. [?] 102
