1. О борьбе с басмачеством /докл. Пугачев/.

Постановили:
I. Одобрить линию, которая ведется в отношении карательной политики в Восточной Бухаре.
II/ Одобрить организацию самообороны а/ киргисской в Нур-Атинском районе б/ Туркменской - на левом берегу реки Аму-Дарьи и в/ узбекской в районе к Востоку от Бухарского оазиса в отдаленных от жел. дор. пунктах. Общее количество добрмилиционеров ограничить минимальной потребностью /не свыше 250 человек/; обратив особое внимание на подбор в политическом и моральном отношениях приняв меры к воинскому обучению и политическому воспитанию организуемых отрядах.

I/ Для активного содействия красной армии в ликвидации басмачества и установления единства действия в этой борьбе учредить тройки.
В области: Предревкома /председатель/, Комвойсками /заместитель/ и ответ. секретарь обкома. В уездах - Предревкома /председатель/, старший в районе войсковой начальник /заместитель и ответственный секретарь Укома. Областной тройке подчинить в порядке внесения коррективов в деятельность Особого отдела и ГПУ. На усиление борьбы с басмачеством отпустить из дот. фонда в распоряжение троек ден. средства.
2/ Курбашей, имеющих менее 50 джигитов, при условии отсутствия на них жалоб со стороны населения и особых условий деятельности не подвергать репрессиям при условии добровольной полной сдачи и искренности. Имеющих до 100 джигитов предавать суду, но с оставлением на свободе, если будут поручители. Имеющих свыше 100 джигитов предавать суду с немедленной изоляцией. Всякие карательные меры в борьбе с басмачеством проводить согласованно через тройки.
3/ Заложничество ограничить ближайшими родственниками басмачей и влиятельными лицами в среде басмачества зачисляя на время изоляции на гос. снабжение-продовольствие.
4/ Сократить штаты добр.милиции до 3500 человек, коих иметь главным образом в угрожаемых басмачеством районах. Производить дельнейшее сокращение в зависимости от операционной обстановки и условий басмачества. Милицию использовать для оперативных целей. Зачислить на госснабжение /продовольствие и обмундирование/, производя таковое через органы наркомпрода и органы милиции.
Шире использовать инициативу милиции в ликвидации басмаческих шаек, для чего выработать инструкцию для местных военных и гражданских органов. Отряд горной обороны сократить до 400ч., Усманбекский до 100 чел.
5/ Госуд. милицию зачислить на все виды гос.снабжения.
6/ Наркомпроду своевременно перебросить для воинских частей скот из других областей, ликвидировать получение частями Красной Армии продуктов у местного населения по

чековым требованиям. Взятое зачислить в счет продналога, излишек взятого оплатить.
7/ Всех содержащихся в ардоме зачислить на гос.довольствие, также и охрану домов.
8/ Для поднятия работоспособности ГПУ своевременно снабжать сотрудников жалованием и образовать ден. фонд на оперативные нужды.
9/ Ввести в смету 23г. отпуска из государства на возстановление главных ирригационных систем. Бетон. работы

14/ Принять поощрительные меры к ввозу хлеба в Фергану: понижение ж.д. тарифа, разрешение вывоза риса только на ввезенный хлеб.
Торгово-оперативному отделу Облпродкома развить операции с Бухреспубликой обмена ферганского риса на пшеницу. Полученную прибыль обратить в фонд возстановления хозяйства. Для этих операций зачислить заимообразно в фонд Облпродкома рис, поступающий семссуд Наркомзема.
15/ Усилить помощь голодающим и детям.
16/ Отпустить для них 4000т. комплектов обмундирования.
17/ Местный бюджет подкрепить отпуском из датацил. в месяц 90 миллиардов/ за 4 мес. 35 миллионов/
18/ Подкрепление финкассы наличностью. /За август месяц не оплачены ассигновки/
19/ Усилить медицинскую помощь. Безплатный отпуск медикаментов до ликвидации голода и восстановления хозяйства.
20/ Для восстановления хлопководства организовать долгосрочный кредит дехканам хлопкоробам. Для чего отпустить денежные средства.
21/ Открыть границу для торговли с Кашгарией. / Снять пошлины и налоги с ввозимых товаров/.
22/ Общегражданский налог в пользу голодающих в ферганской области не производить.

1. О ликвидации басмачества.
Постановили:
1. Закончить намеченную операцию в недельный срок.
(Особое мнение т. Сигизбаева: "Операция помешает быстрой и окончательной ликвидации, - все же подчиняемся")
2. Перевести крупных курбашей, по возможности в Коканд.
3. Судебные процессы закончить к 15 декабря.
4. Обком КПТ обязуется выделить прокуратуру и защитников во все выездные сессии.
5. Совещание выносит пожелание об освобождении 50 человек рядовых джигитов и мелких курбашей к 7 ноября с.г.

Присутствовали: Комвойсками и член РВС ф/о т. Тодорский. Член РВС тов. Биксон, Помком войск, Нач. Повойск тов. Молчановский, военный прокурор тов. Гомеров, председатель военнаго трибунала тов. Стельмахович и Ответственный секретарь феробкома КПТ тов. Сегизбаев.

Слушали:
1. Информационный доклад Комвойск тов. Тодорскаго о итогах борьбы с басмачеством и о выполнении пун. 5 протокола совещан. при РВС Области от 25 октября с.г.
Постановили:
Признать принципиальное необходимым:
1. Освобождение из-под стражи тех мелких курбашей, кои после своей сдачи принесли большие услуги в деле дальнейшей ликвидации басмачества и нахождение коих на свободе опасности для порядка в Фергане не представляют.
2. Освободить из-под стражи путем изменения меры пресечения тех джигитов, преступление коих незначительное и нахождение коих на свободе социально не опасно.
При чем освободить не менее 50 чел.
3. Просить через РВС Т/Ф. соответствующие органы о полном прекращении дел на указанных в §§1 и 2 подсудных лиц.

1. Re the struggle against the basmach movement (report by Pugachev).

Resolved:
I. To approve the line being pursued regarding the punitive policy in Eastern Bukhara.
II. To approve the organization of self-defense a) Kirgiz in Nur-Atа Raion b) Turkmen on the left bank of the Amur-Darya River and c) Uzbek in the area east of the Bukharan oasis in locations remote from railroads. To limit the total number of volunteer militiamen to the minimum needed (not to exceed 250); while paying special attention to screening on a political and moral basis and taking measures for military training and political education of the detachments being organized.

1) Troikas shall be set up to actively assist the Red Army in liquidating the basmach movement and establish unity of action in this struggle.
In the oblast: Chairman of the Revolutionary Committee (chairman), Troop commander (vice-chairman) and executive secretary of the obkom [oblast committee]. In the uezds: Chairman of the Revolutionary Committee (chairman), senior troop commander in the area (vice-chairman) and executive committee of the uezd committee. The oblast troika shall followed on the basis of corrections made to the activities of the Special Department and the GPU. Monies are to be allocated from the endowment fund to the troikas in order to strengthen the struggle against the basmach movement.
2) Kurbashi with fewer than 50 dzhigits [skilled horsemen] shall not be subject to repression provided there are no complaints against them from the populace, no special conditions in their activities, and provided they voluntarily and completely surrender and are sincere. Those with up to 100 dzhigits shall be put on trial but allowed to remain free if they have bail bondsmen. Those with more than 100 dzhigits shall be put on trial and placed in immediate isolation. Any punitive measures in the struggle against the basmach movement shall be implemented with the approval of the troikas.
3) Hostage-taking shall be limited to the closest relatives of basmachi and influential individuals in the basmach movement and credited toward the time of isolation and covered by state food supplies.
4) The numbers of volunteer militia shall be reduced to 3,500 and shall be mostly in areas threatened by the basmach movement. Further reductions shall be depend on the operational situation and the basmach movement’s conditions. The militia shall be used for operational purposes. It shall be covered by state supplies (food and uniforms), which are to be provided through agencies of the People’s Commissariat for Food and militia authorities.
Wider use shall be made of initiative by the militia in liquidating basmach gangs, to which end instructions are to be worked out for local military and civilian bodies. The mountain defense detachment shall be reduced to 400 men and the Usmanbek detachment to 100.
5) The state militia shall be covered by all types of state supplies.
6) The People’s Commissariat for Food shall transfer livestock for military units in a timely manner from other oblasts and eliminate the receipt of food products by Red Army units from the local populace based on

demand vouchers. Whatever is taken shall be covered by agricultural tax in kind, whatever taken in excess shall be paid for.
7) Everyone held in detention houses shall be covered by state rations; the same shall apply to the house guards.
8) To increase the efficiency of the GPU, employees shall be remunerated in a timely manner and a fund shall be formed for operating costs.
9) Add to the 1923 cost estimate leaves from the state to restore the main irrigation systems. Concrete work projects
1) Kampyr-Roven. Andizhan Uezd. 2) Head at Takhimardan Seid, Margel Uezd. Repair of head. 1) Yangi aryk and Rozenbakh, Namangan Uezd. 2) Sarykurgan–Kokand. 3) UchkurganAndizhan Uezd. 4) Ulugnar–Andizhan Uezd. 5) Blagoveshchensk. and Spassk. Andizhan Uezd.
10) Dehkans shall be provided in a timely manner with dryland seeds.
11) American cotton seeds.
12) Set cotton prices shall be set.
13) Agricultural implements shall be supplied (livestock and equipment).
14) Incentives shall be provided for bringing grain to Fergana: rail tariff lowered, rice exports to be permitted only for imported grain.
The commercial operating department of the Oblast Food Committee shall develop transactions with the Bukharan Republic for the exchange of Fergana rice for wheat. The profit received shall be put into the economic recovery fund. For purposes of these transactions, rice and seed loans received from the People’s Commissariat of Agriculture shall be loaned to the Oblast Food Committee fund.
15) Assistance for the hungry and for children shall be increased.
16) 4,000 tons of sets of uniforms shall be allocated for them.
17) The local budget shall be bolstered with a release from the endowment fund [?] of 90 billion [sic] a month (35 million [sic] in four months).
18) Cash on hand shall be replenished.
19) Medical care shall be strengthened. Medications shall be provided free of charge until the famine is eliminated and the economy recovers.
20) In order to rebuild cotton-growing, long-term loans shall be arranged for dehkans growing cotton. Funds to be released for this purpose.
21) The border shall be opened for trade with Kashgaria. (Drop duties and taxes on imported goods.)
22) No general citizens’ tax for the benefit of the hungry in Fergana Oblast shall be imposed.

1. Re liquidation of the basmach movement.
Resolved:
1. To finish the planned operation within one week.
(Dissenting opinion by Cde. Segizbaev: “The operation will prevent a rapid and final liquidation, but we will comply anyway”)
2. To transfer prominent kurbashi, if possible to Kokand.
3. To complete the trials by 15 December.
4. The obkom of the CPT [Communist Party of Turkestan] pledges to allocate prosecutors and defense lawyers for all off-site sessions.
5. The conference shall issue a request for the release of 50 rank-and-file dzhigits and minor kurbashi by 7 November of this year.

Present: Cde. Todorsky, Troop Commander and member of the Fergana Oblast RMC. Cde. Bikson, RMC member; Cde. Molchanovsky, Border Troops commander; Cde. Gomerov, military prosecutor; Cde. Stelmakhovich, chairman of the military tribunal; and Cde. Segizbaev, Executive Secretary of the CPT Fergana Obkom.

Heard:
1. Informational report by Troop Commander Cde. Todorsky on the results of the struggle against the basmach movement and on implementation of item 5 of the minutes of the 25 October conference at the Oblast RMC.
Resolved:
To deem as fundamentally essential:
1. The release from custody of the minor kurbashi who after their surrender made major contributions in the matter of further liquidating the basmach movement and whose freedom poses no threat to order in Fergana.
2. The release from custody, by modifying their restricted status, dzhigits whose crime is insignificant and whose freedom is not socially dangerous.
In the process, at least 50 men shall be released.
3. To ask through the Turkestan Front RMC that the relevant authorities completely terminate cases against the individuals under their jurisdiction who are specified in paragraphs 1 and 2.
The original shall have the proper signatures.
