Heard:

  Questions of Kirgizia.  (comrade Antipov).

  1.  On the tariff zones.

  2.  On privileges for employees transferred from Orenburg to Ak-Mechet [Kyzylorda].

  3.  On not including KSSR in the resettlement fund.

  4.  On granting credit for the nomad population of KSSR.

  5.  On transferring the Santonin factory to KSSR.

  6.  On the national fund.

  7.  On granting Upsyrzag [Administration of Raw Material Purchases] KSSR the right of access to the foreign market.

  8.  On the matter of opium.

  9.  On Khlopkom.

Resolved:

  To accept the following proposals of the PB commission for Kirgiz affairs. 

  1.  a)  In view of Narkomtrud’s decision on transferring Adaev uezd from the 3rd to the 1st zone, and Bukeev gubernia from the 4th to the 2nd  zone, to consider settled the question of increasing the tariff zones.

  b)  To consider that the relation of Dzhetysuisk and Syr-Darinsk guberniias to Kirgizia, through the delimitation of Central Asia, should, in regard to wages, be equalized to the corresponding categories of wages for labor of the Uzbek republic;

therefore, to order the Party Committee on Labor, together with the representatives of the Kirgiz Republic and PKF, to undertake a corresponding recalculation to set the amount necessary for this.

  2. a)  To grant to all employees transferred to Ak-Mechet all privileges as provided for by the VTsIK and SNK resolution of 25 July 1923, “On privileges to those posted to remote locations.”

  b)  The necessary allotments for the transfer of employees should be determined by Narkomfin based on the staff that has actually arrived in Ak-Mechet. 

  Until the precise sum is determined, Narkomfin is to grant, according to the SNK RSFSR resolution, the advance necessary to guarantee the transfer of employees.

  3. a)  To propose that the Kirgiz government undertake measures for the earliest completion of total [and] obligatory state land reorganization in all areas of the Kirgiz republic falling within its new borders in order of confirmation.  VTsIK 10 May 1924, 17 April 1924, and the resolution of 22 September 1924.  On the basis of this decision, to produce immediately in the Kirgiz government a prospective plan for total land reorganization with a stated time frame of payment of each raion and budget estimates of the needed manpower and means.

  The plan must provide for the question of the settlement of that part of the population that practices agriculture and lives in small-holding raions.

  b)  To consider inexpedient the direction of migrants to Kirgizia pending final confirmation of the plan of land reorganization in the Kirgiz republic.

  c)  To require the Kirgiz government in drafting the plan, as well as in resettling the small-holding population, to provide for the satisfaction of the needs of the local population [and] the apportionment of the colonization fund in which land allotted in the fund must be sufficient for the rational conduct of agriculture.   

  4. a)  To agree with the opinion of the Administration of the Agricultural Bank on the expediency and technical viability of granting credit to the nomad population of KSSR.

  b)  To instruct the Administration of the Agricultural Bank to see to the drafting of a regular credit plan for the granting of the appropriate credits of the Kirgiz Society of Agricultural Credit, considering its satisfaction obligatory for the Agricultural Bank.

  5.  To agree to the proposal of VSNKh on the transfer of the Santonin factory to the authority of the Kirgiz republic.

  To instruct VSNKh to formalize this in the Soviet order.

  6.  In view of the declaration of comrade Levin on releasing money to the national fund, and the declaration of comrade Kviring on the agreement to grant an advance into the account of the national fund to the sum of 1,200,000 rubles, to consider the question settled.

  7.  To agree to the proposal of the People’s Commissariat of Foreign Trade, with the consent of the representatives of the Kirgiz republic, as follows: 

  “To grant Kirupsyrzag the right, through the trade missions, to export abroad raw material stocks as well as import goods used by the cattle-raising population of the Kirgiz republic—to this end Kirupsyrzag is granted the right to have its representatives on the appropriate foreign trade missions.”

  8.  In view of the agreement on the question between the representatives of the Kirgiz republic, “AKOSPO,” and the People’s Commissariat of Foreign Trade on the monopoly of the opium business, as well as on regulating sowing [and] harvesting,

and on the entry of the Kirgiz republic in the stock company “AKOSPO,” to consider the question settled.

  9.  To accept the proposal of the Central Asian Bureau on the introduction of a representative of the Kirgiz republic into the Administration of the Russian-Uzbek Association as a first candidate permanently working in the administration.
