33. О Казакстане.

а) Признать правильным заявление представителя Казакской республики т. Голощекина о том, что в пятилетнем плане народного хозяйства недостаточно учтены нужды Казакстана и возможные перспективы его развития.
б) Обязать все ведомства (в первую очередь ВСНХ, НКЗем, НКТорг и НКПС в двухмесячный срок разработать план хозяйственного развития Казакстана на оставшиеся три года пятилетки. Госплану в конце апреля внести сводный план для рассмотрения его в СНК.

Считать необходимым, в этом хозяйственном плане выделить специальные вопросы коренного казакского населения, перехода его в оседлом образе жизни и применения его труда в промышленности, сельском хозяйстве и колхозах – как зерновых, так и животноводческих.
в) При проведении в течение текущей пятилетки строительства совхозов и колхозов и отвода свободных земель для переселения ЦК обязывает провести землеустройство и мероприятия по оседанию казакского населения в земледельческой и земледельческо-животноводческой полосе, исходя из постановления пленума ЦК по коллективизации (п.10) с участием в финансировании этих мероприятий союзного бюджета, согласно пост[ановлению] ЦК от 26.VIII.29 г. О результатах доложить ЦК в двухмесячный срок.
г) Возложить на ВСНХ и с[ельско]-х[озяйственные] тресты расходы по подготовке кадров и рабочей силы из местного населения.
д) При рассмотрении пятилетки Казакстана предусмотреть участие союзного и федеративного бюджета во введение всеобщего обучения и ликвидации неграмотности среди населения Казакстана.
е) Предложить т. Голощекину представить совещанию замов пред[седателя] СНК план использования ассигнованных сумм на оседание казакского населения. В случае, если будет установлена необходимость дополнительных средств, предложить совещанию замов произвести дополнительные ассигнования в текущем 1929/30 году.

33. On Kazakstan.

a) To declare correct the declaration of the representative of the Kazakh republic, comrade Goloshchekin, that the five-year plan of the national economy does not sufficiently take into account the needs of Kazakhstan and the viable prospects for its development.
b) To require all departments (in the first instance VSNKh, NKZem, NKTorg and NKPS[)] to draft a plan in two-months time on the economic development of Kazakhstan for the remaining three years of the five-year plan. To provide Gosplan a summary plan by the end of April for review by SNK.

To consider it necessary in this economic plan to single out special problems of the indigenous Kazakh population, of its transfer to a settled way of life, and of its adaptation to labor in industry, agriculture and the collective farms—both grain-growing and livestock.
c) In carrying out, in the course of the current five-year plan, the construction of state farms and collective farms and the allocation of free lands for resettlement, the CC requires the implementation of land reorganization and measures for the settlement of the Kazakh population in land-cultivation and land-cultivation-livestock rearing zones proceeding from the resolution of the CC plenary session on collectivization (p. 10) with assistance in financing these measures from the union budget according to the CC resolution of 26 August 1929. The results to be reported to the CC in two-months time.
d) To provide VSNKh and the agricultural trusts the funds to prepare cadres and a work force from the local population.
e) Through an examination of the five-year plan of Kazakhstan, to review the assistance of the union and federated budgets in introducing general instruction and liquidating illiteracy among the population of Kazakhstan.
f) To order comrade Goloshchekin to present to a meeting of deputy chairman of SNK a plan for utilizing the assigned sums for settling the Kazakh population. In case the necessity for additional funds should be determined, to propose to the meeting of deputies to make additional funds available in the current [fiscal] 1929/30 year.
