Протокол Заседания Центрального Бюро Коммунистических организаций Народов Востока 03 декабря 1920 года.
Присутствовали: Член Бюро тов. Ибрагимов, Секретарь Бюро тов. Абдрахманов, Представители Жен. Отдела Ц.К. тт. Дворкина, Баимбетова и Каримова.
Повестка дня: О созыве Съезда Женщин из Народов Востока на 1-е Марта 1921 г.
Слушали:
т. Дворкина оглашает план проведения съезда на местах, порядок дня съезда женщин Востока и просит наметить докладчиков по вопросам дня съезда и наметить ответственных руководителей по проведению Съезда на местах. т. Ибрагимов возражает по поводу представительства на съезде и находит его нецелесообразным. Предлагает определить норму представительства для каждой Республики, Области и губернии.
Постановили:
а/ Предложение т. Ибрагимова принять.
б/ Поручить т. Абдрахманову представить список всех республик, областей и губерний, которые могут выслать своих представителей на съезд.
в/ Определить число делегатов в количестве 1000 человек.
г/ Советская Власть и женщина Востока – т. Бурнашева
Правовое положение и женщина Востока - т. Гисматуллину
Назначение докладчиков по остальным отложить до совещания по этому поводу с делегатами съезда Советов.
д/ Поручить Ц.Б. разослать местным организациям циркулярное письмо о проведении съезда на местах.
е/ Поручить Женотделу Ц.К. представить брошюры и тему воззваний, необходимых для съезда и приобрести необходимое количество бумаги.
ж/ Назначить ответственными руководителями по проведению съезда на местах:
1. Киргизии – т. Торпищева.
2. Сибири - Юсупова.
3. Башкирии – Супхангулову.
4. Татарии – Атнагулову.
5. Астрахани – т. Еникееву.
6. Азербейджан – Женотделу Цека Азербейджанской Партии.
7. Туркестан – Женотделу.
8. Украины – Бястиги.
В остальные местности разослать в Бюро Нарвостока телеграммы с предложением провести съезд.

Protocol of a session of the Central Bureau of Communist Organizations of the Peoples’ of the East, 3 December 1920
Present: Bureau member comrade Ibragimov, Bureau secretary comrade Abdrakhmanov, Representatives of the Women’s Department of the CC comrades Dvorkina, Baimbetova, and Karimova.
Agenda: On convening the Congress of Women from the Peoples’ of the East on 1 March 1921.
Heard:
Comrade Dvorkina announces the plan for holding the congress in the localities, the agenda of the congress of the women of the east, and asks to name reporters for the questions on the agenda, and to name leaders responsible for holding the Congress in the localities. Comrade Ibragimov opposes the [selection of] representatives to the congress and finds it inadvisable. He proposes that a norm of representation for each republic, oblast, and guberniia be determined.
Resolved:
a/ To accept comrade Ibragimov’s proposal.
b/ To instruct comrade Abdrakhmanov to present a list of all the republics, oblasts, and guberniia that may send their representatives to the congress.
c/ To set the number of delegates at 1000 people.
d/ Soviet Power and the Woman of the East—comrade Burnasheva
The Legal Situation and the Woman of the East—comrade Gismatullina
To postpone appointing the remainder of the reporters until the meeting on this issue with the delegates from the Congress of Soviets.
e/ To instruct the Ts.B. to dispatch a circular letter to local organizations on carrying out the congress in the localities.
f/ To instruct the Women’s Department of the CC to present brochures and the theme of the proclamations necessary for the congress, and to acquire the needed quantity of paper.
g/ To appoint the responsible leaders for holding the congress in the localities:
1. Kirgizia—comrade Torpishcheva.
2. Siberia—Yusupova.
3. Bashkiria—Supkhangulova.
4. Tataria—Atnagulova.
5. Astrakhan—comrade Yenikeeva.
6. Azerbeidzhan—Women’s Department of the CC of the Azerbeidzhan Party.
7. Turkestan—Women’s Department.
8. Ukraine—Biastigi.
To send telegrams out to the Bureau of the Peoples’ of the East in the remaining places with the proposal for holding the congress.
