Протокол совещания при М.Ж.С. по вопросу работы на Востоке 20/I-21г.
Присутствуют: Каспарова, Любимова, Цейтлин.
Повестка дня: Работа в странах Советского Востока.
Слушали:
Информац. т. Любимовой о первых шагах в работе с выделением в Ц.О. работниц ответственного за работу на Востоке товарища.
Постановили:
При Ц.О. по работе на Востоке создать постоянно действующую комиссию из т.т. Цейтлин, Любимовой, Каспаровой.
2-Всерос. совещание по работе среди женщин народов Востока созвать во второй половине марта (а не в мае, как предполагалось) с тем, чтобы при Всерос. совещании завженотделами была создана секция восточниц.
3. В повестку совещания вынести вопрос – 1) Международного и внутреннего положения Р.С.Ф.С.Р.; 2) Доклад Каспаровой формулировать – «Женское движение на Востоке», выделив особенно вопрос о 3) «Задачах партии в работе среди женщин народов Востока» (доклад т. Смидович). 4) В доклад т. Цейтлин «Формы и методы работы» ввести целиком «опыт клубной работы» и доклад по агитации и пропаганде, выделив содоклад «О печати». 5) Последний вопрос формулировать – «Правовое положение женщин в восточных республиках», привлечь в качестве докладчиков Наркомнац, Наркомюст. 6) Дополнить повестку вопросом

охраны материнства и младенчества в его практическом разрешении в своеобразных условиях Востока (т. Лебедева)
4. Намеченным докладчикам представить тезисы через 2 недели.
5. Просить коллегию Ц.О. по работе к совещанию выделить одного технического работника из числа тех, которые временно введены в штаты Ц.О.

Protocol of a meeting of the M[uslim] W[omen’s] A[ssembly] on the question of work in the East, 20 January 1921.
Present: Kasparova, Liubimova, Tseitlin.
Agenda: Work in the countries of the Soviet East.
The information of comrade Liubimova on the first steps in the work with female workers assigned to the Ts.O., of the responsible comrade for work in the East.
Resolved:
To create under Ts.O. a standing active commission for work in the East of comrades Tseitlin, Liubimova, [and] Kasparova.
2. To call an All-Russian meeting for work among the women of the peoples of the East in the second half of March (and not in May as was proposed), so that, during the All-Russian meeting, the heads of the women’s departments can create a section for Eastern women.
3. To place the question in the agenda of the meeting—1) Of the international and domestic situation of the RSFSR; 2) Kasparova’s report to be written up, “The women’s movement in the East,” distinguishing in particular the question of 3) “The tasks of the party in work among the women of the peoples of the East” (report of Smidovich). 4) In the report of comrade Tseitlin, “The forms and methods of work,” to insert in their entirety “the experience of work with clubs” and the report on agitation and propaganda singling out the co-report “On the press.” 5) The last question to write up: “The legal situation of women in the Eastern republics,” to bring in as reporters the People’s Commissariat of Nationalities [and] Commissariat of Justice. 6) To add to the agenda the question of

the practical solution for protecting maternity and infancy in the peculiar conditions of the East (comrade Lebedeva)
4. In 2 weeks, to appoint the reporters to present the theses.
5. To request that the collegium of Ts.O appoint one technical worker from those who are temporarily on the Ts.O. staff to work on the meeting.
