Обженотдела за период с III-ей Всероссийской парт. Конференции с 1-го Марта по Сентябрь 1923 год.

В первую очередь Обженотдел выдвинул задачей дальнейшее укрепление и налаживание аппаратов Отделов мест.
В этих целях переброшено на места 8 работников /Актюбинск, Семипалатинск, Уральск, Акмолинск и Оренбург/.
Дано циркулярное разъяснение местам о порядке заполнения штатов, о создании совещательных коллегий при Зав. Губ. и Уженотделах и порядке и формах связи с сов-учреждениями при наличии сокращенности штатов на 1923 год.
Поднять вопрос перед ЦО ЦК РКП /б/ об увеличении инструкторского аппарата Уженотделов в 11 Укомах.
Далее серьезное внимание Обженотделом обращено на подготовку работников. В этом отношении проделана следующая работа:
Прочитан цикл лекций в Секции по работе среди женщин при Крайсовпартшколе, где было 6 Киргизок, … русских, и … татарок, дана программа по изучению женского вопроса в ячейку Рабфака, через которую был выделен специальный организатор, которая вела систематическую беседу с учащимися Рабфака на основе нашей программы.
Откомандировано через аппараты Женотделов 42 киргизок на курсы Главсоцвоса по подготовке воспитательниц, где по предложению ОБЖО читаются лекции по политграмоте. 10 курсанток подали заявления о принятии их в партию. Обженотделом откомандировано на Рабфак 2 киргизки, 1 татарка и 2 русские и 1 татарка в Казанский Татарский Коммунистический Университет.
Кроме того на местах обращено внимание на использование местных совпартшкол.
Связь с местами, инструктирование и учет местного опыта.

За отчетный период инструкторами Обженотдела обслужено 4 губернии / Кустанайская, Уральская, Букеевская и Оренбургская/.
Кроме того использовались инструктора и Уполномоченные Киробкома РКП /б/, которые при своих поездках также уделяли внимание инструктированию парторганизаций в области работы среди женщин.
Кроме того давались директивы в области работы среди женщин Секретарям и ответственным работникам Губкомов при их докладах на заседаниях Президиума ОБКОМА РКП/б/ в Коллегии Обженотдела.
Что касается письменной связи, то за отчетный период Обженотделом разослано 27 циркуляр, 7 инструкций, 5 планов, 9 программ, 5 инструктирующих писем и тезисов 3.
До передачи информации о работе среди женщин, Обженотдел составил 15 сводок о работе среди женщин, подведены итоги о международном дне работниц 1923г.
С передачей информации в ОРГ. отдел, Обженотдел выдвинул у себя задачу изучения опыта работы мест по отдельным отраслям работы. На основании этой работы составлено 14 диаграмм и приступлено к систематическому инструктированию Отделов на основе учета и оценки их деятельности.
Участие в советской работе.
Связь с Наркоматами самая тесная, осуществляется путем вызовов представителей последних на заседания Коллегии по разработке отдельных вопросов.
Наибольшую работу Обженотдел проделал с соворганами к Межднародному дню работниц. Отделом разработан проект постановления КЦИКа и целый ряд циркуляров по линии отдельных Наркоматов.
Ощутимая работа проделана с Наркомюстом по правовой защите киргизок.
По инициативе Обженотдела, последний издал циркуляр о вовлечении женщин в НарСуды в качестве заседателей, об учете разрешаемых бракоразводных дел киргизок в смысле проведения декретов по раскрепощению их, дано задание Губпрокуратуре

о необходимости обращения сугубого внимания а инструктирование и неуклонного проведения Нарсудами декретов КЦИКа и Совнаркома.
Через Президиум КирОБКОМА дано задание Нарюсту разработать меры борьбы с многоженством.
Представитель Обженотдела в КОВ Наркомсобеза избран на Июньском совещании представит. Комитет. Взаимопомощи полноправным членом крестьянской Секции.
Дан циркуляр Губсоюзам о вовлечении женщин в К-ты Взаимопомощи.
Обженотделом дана Заведующая в Ц/Отдел охраны МатМлада Наркомздрава, связь тесная, исходатайствовано через Сессию КЦИКа средства на открытие 7 консультаций в 7 губерниях КССР, к осуществлению которых уже приступлено.
В Кирпрофбюро выделен представитель Обженотдела в лице инструктора последнего.
Разработана совместно с Кирпрофбюро инструкция о работе профорганизаторов по работе среди женщин в предприятиях.
Постановлена тесная связь с Киротделением Центросоюза.
Восстановлен институт платных практиканток при Губсоюзах и Райотделениях.
Разработана программа бесед по кооперативному строительству для секционных занятий при делегатских собраниях.
Выделен организатор по работе среди транспортниц при Дорпрофсоже.
Обженотдел участвовал на 2-х конференциях работников Дорпрофсожа, через которые проведены ряд практических резолюций по вопросам работы среди транспортниц.
Кампании.
За отчетный период проведены следующие кампании, основные кампании: Международный день работниц, кампания по созыву беспартийных Конференций киргизок, кроме того Обженотдел участвовал во всех кампаниях агитпропа: посевной, волостные и уездные киргизские конференции, в неделе «Охраны МатМлада»

беспризорного ребенка и др.
Международный день работниц.
Циркуляры и лозунги 8-го Марта даны своевременно.
В различные сов-органы внесены были поправки соответствующих постановлений, в общей сумме мы имеем постановление Президиума КЦИКа от 1-го Марта 1923 года. Постановление прилагается.
Итоги проведения 8-го Марта говорят, что день работниц прошел с большим подъемом, а главное впервые вовлечена в митинги и торжественные заседания широкая масса киргизок.
Кампания беспартийных Конференций киргизок.
Конференции проведены во всех губерниях, за исключением Тургайского и Адаевского уездов.
Через них прошли свыше шести тысяч киргизок.
План и порядок дня Конференции заранее был послан Обженотделом.
Центральным вопросом на повестке дня Конференции являлось разъяснение декретов КЦИКа и Совнаркома по раскрепощению киргизки.
Делегатские собрания.
В целях постановки углубленной политико-просветительской работы среди делегаток, Обженотделом разработаны и разосланы на места программа и план Секционных занятий при делегатских собраниях по соц. воспитанию, программа занятий по ликвидации политнеграмотности.
Посланы для учета делегаток образцы делегатских билетов на русско-киргизском языке.
Печать.
Начиная лишь с III-ей парт-Конференции, Обженотделом издавалась систематически «страничка» в «Степной Правде». Всего выпущено 13. Начата подготовительная работа к изданию брошюр на кирязыке:
1. «Киргизская и советская власть».
2. Декреты и распоряжения Советской власти по раскрепощению женщины.
3. «Положение женщины в эволюции хозяйства» /Перевод Коллантай/.

Совещания.
Последний месяц Август-Сентябрь Обженотдел был поглощен подготовительной работой по созыву IV-го Всекиргисского Совещания Зав. Губ. и Уженотделами и проведением его. Порядок дня Совещания:
1. Международное и внутреннее положение.
2. Доклады с мест.
3. Отчет Обженотдела.
4. Отчет ЦО по работе среди женщин в Восточных Областях и Республиках.
5. Организационный вопрос.
6. Агитация и пропаганда.
7. Вовлечение женщины в кооперативное дело.
8. Профсоюзы и работница.
9. Совместная работа РКСМ с Женотделами.
10. Очередные задачи Кирпарторганизации.
11. Охрана Мат-Млада.
Подготовлены тезисы по 5-ти основным вопросам Совещания.
Совещание продолжалось шесть дней и закончилось 8-го Сентября.
Совещание носило в высшей степени деловой характер.
Все резолюции и тезисы при сем прилагаются.
Кроме того Обженотдел участвовал на 2-х Всероссийских Совещаниях работников среди женщин народов Востока в Москве.

Report
by the Oblast Zhenotdel for the period from the Third All-Russian Party Conference beginning 1 March through September 1923.

First and foremost the Oblast Zhenotdel set forth the task of further strengthening and improving the staffs of the Departments in the provinces.
To this end, 8 functionaries were deployed to the provinces (Aktiubinsk, Semipalatinsk, Uralsk, Akmolinsk and Orenburg).
A clarification via circular directive was provided to the provinces on the procedure for filling staffs, on the creation of advisory boards under the Heads of Gubernia and Uezd Zhenotdels and the procedure and forms for communicating with Sov. institutions given the reduced staffs for 1923.
To raise the question before the TsO [Central Body] of the RKP(b) CC of increasing the instructors' staff of Uezd zhenotdels in 11 Uezd Committees.
Next, the Oblast Zhenotdel focused serious attention on the training of functionaries. The following work has been done in this regard:
A series of lectures was read in the Section for Work Among Women at the Krai Soviet and Party School, where there were 6 Kirgiz women, … Russian women and … Tatar women, a program for the study of the women's question was given to the cell of the Rabfak [school for preparation of workers and peasants for higher education], through which a special organizer was designated to conduct a regular discussion with the Rabfak pupils on the basis of our program.
A total of 42 Kirgiz women were sent out through the staffs of zhenotdels to courses of Glavsotsvos [Main Administration of Social Education] for the training of mentors, where at the Oblast Zhenotdel's recommendation lectures on political literacy are read. Ten female students applied for party membership. The Oblast Zhenotdel sent 2 Kirgiz women and 1 Tatar woman to the Rabfak and 2 Russian women and 1 Tatar woman to the Kazan Tatar Communist University.
In addition, attention was called in the provinces to the use of local Soviet and party schools.
Connection with the provinces, instruction and taking local experience into account.

During the reporting period the instructors of the Oblast Zhenotdel served 4 gubernias (Kustanai, Uralsk, Bukeevsk and Orenburg)..
In addition, instructors and Plenipotentiaries of the Kirgiz Oblast Committee of the RKP(b) were used. During their trips they also devoted attention to instructing party organizations on work among women.
In addition, directives were issued in regard to work among women to Secretaries and high-level functionaries of the Gubernia Committee for their reports at meetings of the Presidium of the Oblast Committee of the RKP(b) in the Collegium of the Oblast Zhenotdel.
As for written communications, during the reporting period the Oblast Zhenotdel distributed 27 circular directives, 7 sets of instructions, 5 plans, 9 programs, 5 instructional letters and 3 sets of theses.
Before transmitting the information on work among women, the Oblast Zhenotdel drew up 15 summaries on work among women and summed up the results of international women workers' day 1923.
With the delivery of information to the Organizational Department, the Oblast Zhenotdel set itself the task of studying the experience of the provinces in specific areas of work. On the basis of this work 14 diagrams were compiled and systematic instruction was started for Departments based on taking into account and evaluating their activities.
Participation in Soviet work.
The connections with PCs are very close, and are practiced by summoning representatives of the latter to sessions of the Collegium to work out specific issues.
The Oblast Zhenotdel did the most work with Soviet bodies for International Women Workers' Day. The Department drew up a draft resolution of the Kirgiz CEC and a whole host of circular directives to issue to specific PCs.
A good deal of work was done with the PC of Justice on the legal protection of Kirgiz women.
At the Oblast Zhenotdel's initiative, the latter issued a circular directive on bringing women into People's Courts as assessors, on the registration of permitted divorce cases of Kirgiz women, in regard to implementing decrees for their emancipation; an assignment was also issued to Gubernia Prosecutors' Offices

on the need to pay special attention to instruction and steadfast implementation by the People's Courts of the decrees of the Kirgiz CEC and the Sovnarkom.
An assignment was issued through the Presidium of the Kirgiz Oblast Committee to the PC of Justice to work out measures to combat polygamy.
A representative of the Oblast Zhenotdel to the PMAS [Peasants' Mutual Assistance Society] of the PC of Social Security was elected at the June conference of Committees of Mutual Assistance as a full member of a peasants' Section.
A circular directive was issued to Gubernia Unions to bring women into the Mutual Assistance Committees.
The Oblast Zhenotdel provided a Head for the Central Department for the Protection of Mothers and Infants of the PC of Health, the connection is close, and a Session of the Kirgiz CEC was petitioned for funds to open 7 consulting offices in 7 gubernias of the Kirgiz SSR, for which the work has already begun.
A representative of the Oblast Zhenotdel has been assigned to the Kirgiz Trade Union Bureau as an instructor.
Instructions have been prepared jointly with the Kirgiz Trade Union Bureau on work by trade-union organizations among women at enterprises.
A close connection with the Kirgiz branch of Tsentrosoiuz [Central Union of Consumer Societies] has been established.
The institution of paid female trainees at Gubernia Unions and Raion branches has been reinstated.
A program of discussions about cooperative construction has been drawn up for sectional classes at delegate meetings.
An organizer has been designated to work among female transport workers at the Dorprofsozh [Railroad Workers' Trade Union Committee].
The Oblast Zhenotdel participated in two conferences of Dorprofsozh functionaries, through which a number of practical resolutions were issued on issues of working among female transport workers.
Campaigns.
During the reporting period the following campaigns were conducted, the key campaigns: International Women Workers' Day, a campaign to convene nonparty Conferences of Kirgiz Women, in addition the Oblast Zhenotdel participated in all of the agit-prop campaigns: the sowing campaign, the Kirgiz volost and uezd conferences, Protection of Mothers and Infants Week,

Homeless Children's Week, etc.
International Women Workers' Day.
Circular directives and slogans for 8 March were issued in a timely fashion.
Amendments to the relevant resolutions were submitted to various Soviet bodies as a result we have the resolution of the presidium the Presidium of the Kirgiz CEC of 1 March 1923. The Resolution is attached.
The results of celebrating 8 March show that women workers' day was conducted with great enthusiasm, and most importantly broad masses of Kirgiz women were drawn to the rallies and ceremonial sessions.
The campaign of nonparty Conferences of Kirgiz women.
Conferences were held in every gubernia except Turgai and Adaev Uezd.
They were attended by more than six thousand Kirgiz women.
The plan and agenda for the Conference was sent in advance by the Oblast Zhenotdel.
The central item on the agenda of the Conference was the clarification of the decrees of the Kirgiz CEC and the Sovnarkom on the emancipation of Kirgiz women.
Delegate meetings.
In order to organize in-depth political-education work among women delegates, the Oblast Zhenotdel drew up and sent out to the provinces a program and plan for Sectional classes at delegate meetings on social education and a program of classes for the elimination of political illiteracy.
Samples of delegate tickets in Russian and Kirgiz were sent to register the delegates.
The press.
Beginning only with the Third Party Conference, the Oblast Zhenotdel regularly issued a "little page" in Stepnaya Pravda. A total of 13 were published. Preparatory work has begun for the publication of Kirgiz-language brochures:
1. Kirgiz and Soviet Rule.
2. Decrees and Directives of Soviet Rule on the Emancipation of Women.
3. Women's Status in the Evolution of the Economy (Translated by Kollontai).

Conferences.
For the past month, August-September, the Oblast Zhenotdel has been absorbed by preparatory work for convening the Fourth All-Kirgiz Conference of Heads of Gubernia and Uezd Zhenotdels and conducting it. The agenda of the Conference:
1. The international and domestic situation.
2. Reports from the provinces.
3. Report by the Oblast Zhenotdel.
4. Report by the TsO on work among women in the Eastern Oblasts and Republics.
5. The administrative question.
6. Agitation and propaganda.
7. Bringing women into cooperatives.
8. Trade unions and women workers.
9. Joint work between the RKSM [Komsomol] and the Zhenotdels.
10. Immediate tasks of the Kirgiz party organization.
11. Protection of mothers and infants.
Theses on the five primary issues of the Conference have been prepared.
The Conference lasted six days and ended on 8 September.
The Conference was highly businesslike in nature.
All of the resolutions and theses are attached.
In addition, the Oblast Zhenotdel participated in the two All-Russian Conferences of Functionaries Working Among Women of the Eastern Peoples in Moscow.
