За неимением денег Ревком <<неразборчивое слово>> и не мог сообщить, что 27 Ноября в Хиве раскрыт контрреволюционный заговор членов правительства, принадлежащих к национальным группам, с участием русских граждан. Все участники заговора Предсовназиров, Предреввоенсовета, Наркомвнудел, известный националист Рахманов и ответсекретарь Цекамола Диванов – арестованы. Предцик скрылся. Подробности событий сообщу почтой. До расследования этого дела Рахимову и Юсупову выезд из Хивы воспрещается, весьма возможно, что они тоже замешаны в этом деле /отстранение их от политической организации – хорошее/. До раскрытия этого дела, мое отношение с Циком и Рахимовым и Юсуповым – было совершенно враждебное, поэтому видной работы не было. Прошу дать Цекамолу определенный срок съезда к Январю, предложите Юсупову и Рахимову, согласны ли они с имеющейся у меня программой; если не согласны, пусть выезжают на переговоры, если согласны, пусть остаются до проведения Съезда. Они теперь рвутся скорее уехать, я им программы не показал. Юсупов весьма изменился. Взаимоотношения с партией и правительством  - хорошие. Due to a lack of money the Revolutionary Committee… was not able to report that on 27 November in Khiva a counterrevolutionary plot was uncovered, involving members of the government belonging to national groups, with the participation of Russian citizens. All the participants in the plot—the Council of People’s Nazirs chairman, the Revolutionary Military Council chairman, the People’s Commissar of Internal Affairs and the well-known nationalist Rakhmanov and the executive secretary of the Komsomol CC Divanov—have been arrested. The chairman of the CEC has gone into hiding. I will report the details of the events by mail. Pending the investigation of this case, Rakhimov and Yusupov are forbidden to leave Khiva, and it is quite possible that they are also implicated in this affair (their removal from the political organization is good). Before this affair was uncovered, my relationship with the CEC and Rakhimov and Yusupov was totally hostile, so there was no work evident. Please provide the Komsomol CC with a definite time for the congress by January, and ask Yusupov and Rakhimov whether they agree to the program I have; if they don’t agree, let them leave for negotiations, if they agree, let them stay until the Congress is held. They are now eager to leave as soon as possible, and I have not shown them the program. Yusupov has changed a great deal. The relations with the party and the government are good.
