Заседания Туркбюро ЦК РКП совместно с членами ЦК КПТ и ответственными работниками Ферганы.
11-го августа 1921г.
Присутствовали: члены Туркбюро ЦК РКП: т.т. Томский, Петерс, Сафаров, Шахновский, Тюрякулов, Диманштейн /с совещательным голосом/.
Члены ЦК КПТ: т.т. Икрамов, Рахимбаев, Атабаев.
Ответственные работники: т.т. Зиновьев (Комфергруппы), Березин, Скалов, Перкин, Ариф-Ходжаев, Слуцкий, Ходжаев, Алиев.
Слушали:
1. Предложение курбаши Алаяра о прекращении борьбы с Соввластью на следующих условиях:
1) Шариат не должен быть изменен Соввластью.
2) Народные Судьи должны быть не только коммунистами, но выборными от народа хотя бы и беспартийные.
3) Отмена конфискаций и разверсток.
4) Школы, медресе и мечети остаются также неприкосновенными.
5) Прекратить всякие безобразия и насилия в кишлаках со стороны красноармейцев против населения.
6) Каждая нация должна жить по своим обычаям, нравам и религии.
7) Всячески способствовать беднякам во время провоза ими по железным дорогам и из кишлаков по грунтовым и шоссейным дорогам продуктов для собственного потребления.
Алаяр заявил нашим представителям, что к этим условиям присоединяются все остальные курбаши Ферганы, для чего вскоре созывается Съезд Курбашей.
Постановили:
а) Для рассмотрения 7 пунктов условий Алаяра и перевода их на советский язык, не нарушая принципов Советской власти, создать комиссию в составе: т.т. Тюрякулова, Рахимбаева, Сольца. Комиссии закончить свою работу к 12 час. 12/VIII.
В случае отсутствия возражений со стороны членов Туркбюро несогласных по поводу редакции этих пунктов Комиссией, считать их принятыми.
Созыв комиссии и ответственность за работу за т. Рахимбаевым.
б) На основе этих пунктов поручить т. Сафарову и Тюрякулову написать декларативное обращение к населению Ферганы в 3-дневный срок.
в) В Фергане добиваться и вести политику к полному разоружению басмачей.
В виде компромиссного исключения допускать оставление у сдающихся басмачей не более 50% оружия. Сдавшихся басмачей, имеющих на руках оружие, разбивать на мелкие группы.
В отношении сдачи одного Алаяра директива о сдаче 50% оружия не обязательна.
к пункту в) тов. Томский заявляет, что он не согласен

с данным пунктом (об оставлении 50% оружия и разбивке на мелкие отряды) и доводит об этом до сведения ЦК РКП.
г) Поручить т.т. Рахимбаеву, Тюрякулову и Сольцу выяснить вопрос о возможных мероприятиях по экономически-хозяйственному устройству перешедших басмачей, согласовав свое решение с Туркомиссией и Совнаркомом.
д) Для ведения переговоров с басмачами командировать, в случае срочной надобности, т. Тюрякулова. По важнейшим вопросам т. Тюрякулову сноситься с Туркбюро по прямому проводу.

Present: members of the Turkburo of the RKP CC: Cdes. Tomsky, Peters, Safarov, Shakhnovsky, Tiuriakulov, Dimanshtein (with an advisory vote).
Members of the CPT CC: Cdes. Ikramov, Rakhimbaev, Atabaev.
High-ranking functionaries: Cdes. Zinoviev (Fergana Group Commander), Berezin, Skalov, Perkin, Arif-Khodzhaev, Slutsky, Khodzhaev, Aliev.
Heard:
1. The offer by Kurbashi [Commander] Alaiar to cease the struggle against Soviet Rule on the following terms:
1) The Sharia must not be amended by Soviet rule.
2) People's Judges must be not only communists but also elected by the people, and be at least nonparty members as well.
3) Abolition of confiscations and distributions.
4) Schools, madrassas and mosques also remain inviolable.
5) Cease all outrages and violence in settlements by Red Army soldiers against the population.
6) Each nation must live according to its customs, morals and religion.
7) To help poor peasants in every possible way when they transport food products by railroad and from settlements along dirt roads and paved roads for their own consumption.
Alaiar told our representatives that all the other Fergana kurbashis support these terms, for which purpose a Congress of Kurbashis will soon convene.
Resolved:
a) In order to consider the 7 points of Alaiar's terms and translate them into Soviet language, without violating the principles of Soviet Rule, to establish a commission comprised of: Cdes. Tiuriakulov, Rakhimbaev, Solts. The commission is to complete its work by 12 noon on 12 August.
If there are no objections from the Turkburo members who disagree regarding the wording of these points by the Commission, to deem them to have been accepted.
The convening of the commission and responsibility for the work are assigned to Cde. Rakhimbaev.
b) On the basis of these points, to instruct Cde. Safarov and Tiuriakulov to write a declaration to the population of Fergana within three days.
c) In Fergana, to seek and conduct a policy of full disarmament of the basmachi.
As a compromise exception, to allow surrendering basmachi to keep not more than 50% of their weapons. Basmachi who surrender and are armed are to be broken up into small groups.
In regard to the surrender of Alaiar alone, the directive on the surrender of 50% of the weapons is not mandatory.
Concerning point c) Cde. Tomsky declares that he disagrees

with this point (about leaving 50% of the weapons and breaking up the basmachi into small detachments) and is informing the RKP CC of this.
d) To instruct Cdes. Rakhimbaev, Tiuriakulov and Solts to clarify the question of possible actions to set up defecting basmachi with a job while clearing the decision with the Turkestan Commission and the Sovnarkom [Council of People's Commissars].
e) If urgently required, to send Cde. Tiuriakulov to negotiate with the basmachi. Regarding highly important matters, Cde. Tiuriakulov is to communicate with the Turkburo on a direct line.
