Декретом Турцика от 7 сего февраля за №14 для всех советских учреждений в Туркестане (за исключением заводов и предприятий) установлен обязательный день отдыха в пятницу. Отдел Внешних Сношений подчинился этому приказу и не производит работ в пятницу, считая таковую днем отдыха. Однако теперь выясняется, что все военные, а также и некоторые гражданские учреждения по-прежнему не работают в воскресенье, что, вводя вообще несогласованность в работе советских учреждений в Туркестане, ставит в то же время в неудобное положение Отдел Внешних Сношений по нижеследующим соображениям: 1/ в личном составе Отдела весьма незначительный процент служащих мусульман, 2/ Отдел не имеет никаких дел с местными гражданами мусульманами, 3/ Отдел имеет дело не только с иностранцами-мусульманами, которым также как и другим клиентам Отдела безразлично в какие дни будет закрыто учреждение для отдыха, 4/ Отдел совершенно не обязан да и не может приспосабливаться в рабочих днях к удобствам своих клиентов-иностранцев различных вероисповеданий, 5/ Отдел представляет собою не краевое учреждение Туркестана, а филиальное Отделение Народного Комиссариата Иностранных дел РСФСР и, таким образом, вообще должен в своей работе следовать его порядкам и наконец установление различных дней отдыха НКИД–ОВС нарушит порядок сношений с Наркомделом.
Ввиду изложенного, Управление делами ОВС просит по распоряжению Уполномоченного Наркоминдел сообщить возможно ли распространяющееся уже на многие

учреждения Ташкента исключения, в смысле установления дня отдыха, допустить и для Отдела Внешних Сношений.

To the Administrative Office of the All-Russia CEC Commission for Turkestan Affairs
The Turkestan Commission sees no grounds for exempting the department of foreign relations from the Friday decree.

Turkestan CEC Decree No. 14 of 7 February makes Friday a mandatory day of rest for all of Turkestan's Soviet institutions (except for factories and businesses). The Department of Foreign Relations has complied with this order and is not operating on Friday, treating it as a day of rest. However, it has emerged that all military and also some civilian institutions continue to be closed on Sunday, which leads to a lack of coordination in the operations of Soviet institutions in Turkestan and places the Department of Foreign Relations in a difficult position for the following reasons: 1) Within the Department, only an insignificant percentage of the staff is Muslim; 2) The Department has no dealings with local Muslim citizens; 3) The Department does not only deal with foreign Muslims who, like the Department's other clients, do not care which day an institution takes off; 4) The Department is under no obligation to and is unable to choose its work days to accommodate its foreign clients, who adhere to a variety of faiths; 5) The Department is not a regional institution of Turkestan but a branch of the RSFSR People's Commissariat of Foreign Affairs, and therefore must adhere to its mode of operation and, finally, establishing different days off for the PCFA and the DFR disrupts the relationship with the PCA [Foreign Affairs Commissariat?].
In light of the above, the Administrative Office of the DFR requests that the Foreign Affairs Commissariat Plenipotentiary inform us whether or not the exception that is already granted to many

institutions in Tashkent in establishing the day of rest could be applied to the Department of Foreign Relations.
