Доклад.
Настоящим имею своей целью обратить Ваше внимание на все сильнее и сильнее развивающуюся в войсках эпидемию венерических заболеваний. Болезнь с одной ее внешней стороны позорная для Красной Армии, с другой по существу стороны разлагающая ряды Красной Армии, отнимающая самых ценных, самых молодых, цветущих полным здоровьем кр-цев, должна быть искоренена, ее нужно вымести из рядов Красной Армии. Для этой цели все средства должны быть оправданы, ко всем средствам, быть может не подходящих духу завоеваний пролетарской революции, нужно отнестись довольно благосклонно и не особенно их порицать. Ясно, единственной целесообразной мерой было бы дать кр-цу здоровую женщину, дать возможность ему не набрасываться на всякую падаль с жадностью молодой силы. Нужно среди тех женщин, которые по тем или иным обстоятельствам стали /назовем их старым именем/ проститутками, отделить здоровых от больных, дать приют, как одним так и другим, не заставлять их искать приюта где либо под забором. Как над больными с целью лечения их,

так и над здоровыми с целью периодического освидетельствования их здоровья, надо установить постоянный медицинский надзор. Против дачи приюта обездоленным, несчастным не может быть возражений. Между тем наши юные пылкие красноармейцы не будут рыскать в поисках за добычей не будут в постоянной опаске заразиться некрасивой и неизлечимой болезнью, они будут приходить к здоровым женщинам и будут уходить от них с полной уверенностью, что их организм не заражен. Описанная мера радикальна необходима для спасения армии от разложения. Другую не трудно придумать. Этот проэкт должен пройти. Ждем ... Необходимо Вашего распоряжения для проведения его в жизнь.
