Хива
Царское Правительство России десятилетиями растравляло национальную вражду между узбеками и иомудами. Этими действиями оно стремилось держать в покорности Хиву и иметь возможность высасывать из нея все ея силы.
Достигало русское правительство этой цели через Хивинского Хана и его чиновников.
Враги народа искусно устроили так, чтобы эта война между узбеками и иомудами продолжалась вечно.
Они превратили иомудов в постоянное войско, лишая возможности трудящихся обрабатывать свои поля и заниматься скотоводством. С другой стороны освободили узбеков от несения воинских обязанностей. Они устроили так, чтобы иомуды воевали за узбеков и чтобы узбеки работали на полях, арыках для иомудов.
Это положение и создало вражду.
Ныне нет Российского самодержавия, главного врага Хивинских трудящихся.
Свергнуто правительство Хана Хивинского и его чиновников, помогавших в гнусном деле разжигания национальной вражды Российскому Царскому Правительству.
Хивинские народы, трудящиеся Хивы, ныне стали свободными. Погибли их главные враги.
И вместе с гибелью этих врагов народа надо уничтожить то оружие, которым они устанавливали вражду между этими народами.
Надо установить единую хивинскую, без различия наций, красную армию.
Надо установить единую трудовую армию из узбеков и иомудов для очистки арыков.
Ввиду этого мы постановили:
I. Навеки прекратить национальную вражду между узбеками и иомудами.
II. Признать врагами Революции всякого, кто прямо или косвенно будет поддерживать эту вражду и предавать его Хивинскому Верховному Революционному Суду.
III. Немедленно приступить к организации единой безразличия наций трудовой армии по очистке арыков, организовав эти работы, как праздник объединения трудящихся двух народов.
IV. Предложить Съезду народных представителей принять закон, в силу коего военное бремя должно равномерно быть возложено на трудящихся узбеков и иомудов, с предоставлением иомудам, не состоящим в рядах Красной Армии, спокойно заниматься трудом и принятие государством всех расходов

по содержания постоянной Красной Армии.
Это постановление да будет памятником торжества революции и тесного союза трудящихся Хивы, России и всего мира.
Нарушитель этого постановления да будет признан всеми трудящимися Хивы предателем их общего дела.

Resolution adopted by the all-Turkmen congress in Khiva

Khiva
For decades the Tsarist Government of Russia fanned the ethnic antagonism between Uzbeks and Yomuts. By these actions it sought to keep Khiva in submission and have the ability to suck all of its strength out of it.
The Russian government sought this objective through the Khan of Khiva and his officials.
The enemies of the people skillfully saw to it that this war between Uzbeks and Yomuts went on forever.
They turned the Yomuts into a permanent army, depriving the working people of the ability to cultivate their fields and engage in animal husbandry. On the other hand, they exempted Uzbeks from performing military obligations. They saw to it that Yomuts fought for Uzbeks and that Uzbeks worked in the fields and irrigation canals for Yomuts.
This situation is what caused the antagonism.
Today there is no Russian autocracy, the main enemy of the Khivan working people.
The government of the Khan of Khiva and his officials, who helped the Russian Tsarist Government in the vile effort of whipping up ethnic antagonism, has been overthrown.
The Khivan peoples, the working people of Khiva, have now become free. Their main enemies have perished.
And together with the demise of these enemies of the people it is necessary to destroy the weapons with which they established the antagonism between these peoples.
A common Khivan Red Army, without distinction among nations, must be established.
A common labor army of Uzbeks and Yomuts must be established to clean the irrigation canals.
Accordingly, we have resolved:
I. To end forever the ethnic antagonism between Uzbeks and Yomuts.
II. To deem as enemies of the Revolution anyone who directly or indirectly supports this antagonism and to turn him over to the Supreme Revolutionary Court of Khiva.
III. To immediately initiate the organization of a common labor army, without distinction among nations, to clean the irrigation canals, and to organize this work as a holiday of the unification of the toilers of the two peoples.
IV. To recommend to the Congress of People’s Representatives that it adopt a law under which the military burden would be applied evenly to Uzbek and Yomut working people, with the Yomuts who are not in the ranks of the Red Army allowed to quietly engage in their work, and the state would accept all expenditures

for the upkeep of the permanent Red Army.
May this resolution be a monument to the triumph of the revolution and the close alliance of the working people of Khiva, Russia and the whole world.
May any violator of this resolution be deemed by all working people of Khiva as betrayer of their common cause.
