Из поступающих в Совет материалов об отклонении ходатайств верующих по открытию молитвенных зданий видно, что на рассмотрение Совнаркома республики Вами вносятся зачастую неоформленные соответствующим образом ходатайства, которые Вы должны вернуть были заявителям для пополнения недостающих сведений, или предложить им исключить из списков всех лиц, не могущих ходатайствовать об открытии молитвенного здания, не требуя в тоже время обязательно многочисленных подписей верующих.

За указанный период времени от Вас не поступило никакой переписки по возникающим в процессе работы вопросам и ни одного ходатайства об открытии мечетей, тогда как по данным Ваших же информационных отчетов в Татарской АССР имеется не мало религиозных обществ, функционирующих нелегально, и в числе этих обществ имеются и такие, которые располагают и мечетями и муллами.

Постановлением СНК Тат. АССР от 19 июня с.г. за № 28 было отклонено ходатайство группы мусульман об открытии мечети в Кизыл-Армейской слободе, по Большой ул., д. № 63, Кировского района г. Казани.

Совет по делам религиозных культов при СНК СССР, учитывая местные условия и Ваше положительное по делу заключение, - письмом № 856 от 26/VIII-1945 г. сообщил Председателю СНК Тат. АССР о целесообразности удовлетворения ходатайства мусульман, предоставив им целиком или частично бывш. мечеть, находящуюся в Кизыл-Армейской слободе, по Большой ул., д. № 63, Кировского района г. Казани. Вам надо проследить за этим делом и ускорить его разрешение.

Обращая Ваше внимание на вышеуказанные обстоятельства, Совет предлагает:

1) практиковать разъяснения представителям верующих по оформлению ходатайств об открытии молитвенных зданий, указывая им, что для подачи ходатайств нет необходимости собирать подписи всех жителей, а надо иметь подписи не менее 20 человек, являющихся представителями верующих данного населенного пункта;

2) представить информационный отчет за 3-й квартал с.г. в точно установленный срок, со всеми сведениями, требуемыми разд. 6 Инструкции для Уполномоченных Совета, и в частности изложить в нем более подробно – как протекает работа Ваша по регистрации действующих религиозных обществ на территории Татарской АССР и

3) сообщить отдельным письмом нижеследующие сведения:

а) сколько поступило к Вам заявлений об открытии молитвенных зданий, если заявления не поступают, то указать по каким причинам верующие их не подают;

б) как протекает религиозная жизнь мусульман в республике, какими муллами выполняются неотложные религиозные обряды, как-то похороны, чтение отходных молитв над умирающими, поминки по умершим, обряды бракосочетания и т.д. Учитывая, что верующие не возбуждают ходатайств об открытии мечетей, указать, где совершаются ими коллективные и джума-намазы (в мечетях, в арендованных помещениях или на кладбищах под открытым небом); имеются ли у них муллы-ахуны (степень их религиозной грамотности, кем они назначаются или избираются из мирян самими верующими), осуществляют ли эти муллы связь с духовным управлением мусульман РСФСР и в чем выражается эта связь;

в) к каким толкам ислама – шиитам или суннитам относятся мусульмане Тат. республики, встречаются ли среди них: дервиши, ишаны, мюриды, измаилиты, и в какой степени и где именно получили распространение последние;

г) имеется ли на территории Тат. АССР мазары (гробницы) мусульманских святых и особо почитаемых мусульманами религиозных деятелей ислама и совершаются ли паломничества в эти мазары (беспрерывно круглый год или в определенные времена года) и степень посещаемости их.

Просьба сведения эти сообщить в Совет без задержки, в возможно непродолжительное время. –

From the materials received by the Council concerning the rejection of petitions by believers wishing to open buildings of worship it is evident that you often submitted to the republic's Council of People's Commissars improperly documented petitions that you should have returned to the petitioners for additional information or you should have told them to exclude from the lists those unable to petition for the opening of a building of worship and should not have required so many believers' signatures.

During the indicated period, no correspondence has been received from you concerning questions arising in the course of your work and not a single petition to open mosques, despite the fact that according to your own reports there is no shortage of religious societies in the Tatar ASSR operating illegally, including societies that have mosques and mullahs.

Resolution No. 28 enacted by the Tatar ASSR's CPC on 19 June of this year rejected the petition of a group of Muslims to open a mosque in the Kizyl-Armeiskaia settlement at 63 Bolshoi ul,, Kirov District, Kazan.

The USSR CPC Council for the Affairs of Religious Cults, considering the local conditions and your positive conclusion concerning the matter--letter No. 856 dated 26 August 1945--has informed the Chairman of the Tatar ASSR CPC of the advisability of satisfying the petition by Muslims, providing them in whole or in part the former mosque located in the Kizyl-Armeiskaia settlement at 63 Bolshoi ul,, Kirov District, Kazan. You should monitor this matter and expedite its resolution.

Directing your attention to the circumstances described above, the Council asks that you:

1) make it a practice to explain to the believers' representatives preparing petitions to open buildings of worship that, when submitting petitions, there is no need to collect the signatures of all residents, although there must be at least 20 signatures of believers from the population entity in question;

2) present an informational report covering the third quarter of this year on the exact date specified that includes all information required in Section 6 of the Instructions for Council Plenipotentiaries, and in particular explain in greater detail how your effort to register active religious societies in the Tatar ASSR is progressing, and

3) provide in a separate letter the following information:

a) the number of applications to open buildings of worship you have received, and if no applications have been received, indicate why believers are not submitting them;

b) what is happening in the religious life of the republic's Muslims, which mullahs are performing religious rites that cannot be delayed, such as burials, prayers for the dying, post-burial receptions, marriage rites, etc. Considering that believers are not submitting petitions to open mosques, indicate where they are collectively holding Juma Namazi [Friday prayers] (in mosques, in rented buildings, or outdoors in graveyards); whether or not there are mullah-akhuns (the degree of their religious literacy, by whom they are appointed or whether they are elected from among the laymen by the believers themselves), and whether these mullahs communicate with the RSFSR Muslim religious directorate and what form this communication takes;

c) to which interpretation of Islam--Shiite or Sunni--the Muslims of the Tatar Republic belong and whether among them are encountered: dervishes, ishans, murids, Isma'ilists, and to what extent and where specifically they are prevalent;

d) whether or not there are any mazars (shrines) to Muslim saints and Islamic religious leaders particularly respected by Muslims in the Tatar ASSR and any pilgrimages made to these mazars (throughout the year or at particular times of year) and the extent to which they are visited.

We ask that this information be communicated to the Council without delay as soon as possible.
