Организации духовного училища, открываемого в Ташкенте.
Протоколом № 4 Заседания полного состава членов Президиума Духовного управления мусульман Средней Азии и Казахстана от 22-го мая 1956 года принято окончательное решение об открытии второго духовного училища – медресе в городе Ташкенте. В связи с этим составлен нижеуказанный проект, организации этого училища:
1/ Духовное училище должно быть зарегистрировано под названием .
Задача училища – обучение основным принципам религии ислама и подготовка служителей культов.
2/ Срок обучения устанавливается 7 лет. Училище состоит из двух отделений:
а/ Начальное отделение сроком 4 года и
б/ Среднее отделение сроком 3 года.
3/ В училище будет принято всего 30 учащихся, окончивших 10 классов советской школы и имеющих на руках аттестат зрелости.
4/ В первый год открытия училища будут организованы три класса начального отделения.
5/ Учебный план для вновь открываемых классов будет составлен на основе учебного плана 1-3 классов Духовного училища "Мир-Араб". Будет обращено особое внимание на изучение арабского и персидского языков. Объем учебного плана будет значительно увеличен по сравнению с планом училища "Мир-Араб".
6/ Следует принять во внимание, что в 4-ом классе начального отделения занятия по арабскому языку будет вестись на арабском и по персидскому на персидском языке.
7/ При осуществлении обучения в среднем отделении учебная программа V-VI и VII классов будет составлена с некоторой разницей по отношению учебной программы соответствующих классов, духовного училища "Мир-Араб", имея ввиду, что оканчивающие новое училище должны обладать знанием, отвечающим занимаемому ими положению в качестве служителя культа.
8/ Оканчивающим училище выдается свидетельство на право занятия ими должности служителя культа.
9/ В исполнении и руководстве административными функциями и учебно-воспитательной работой должен быть установлен следующий порядок:
а/ Назначается основной руководитель училища в качестве главного мударриса /директор/.

б/ Для ведения и руководства учебно-воспитательной работой назначается заведующий учебной частью.
в/ Мударрисы, преподаватели принимаются по определенным дисциплинам.
г/ Представляется право преподавания главному мударрису и Зав. учебной частью, но не свыше 2-3 часов в день.
д/ Отдельного бухгалтерского аппарата не создавать. Эту функцию возложить на Бухгалтерию Духовного управления.
е/ Зав. хоз. руководит всей хозяйственной работой в качестве кладовщика.
10/ Все виды расходов на содержание училища Духовное управление принимает на себя за счет поступлений от верующих в пользу училища.
11/ При училище организуется общежитие. Учащиеся обеспечиваются питанием, постельными принадлежностями и мебелью.
12/ Учащиеся обеспечиваются обмундированием и учебным пособием.
13/ Должен быть выделен особый фонд на культурную нужду и для ведения массово-общественных работ.
14/ Продолжение учебного года устанавливается:
а/ Начало учебного года – 1 сентября.
б/ С 1-го по 10-ое января – зимние каникулы.
в/ Конец учебного года – Май месяц. Первая десятидневка мая – продолжение учебы. Вторая десятидневка – подготовка к экзаменам.
г/ В течение третей пятидневки будут закончены экзамены и с 1-го июня работа в училище совершенно прекращается.
15/ Учащиеся принимаются по рекомендации Казыйского управления Средней Азии и Казахстана в зависимости от занимаемого положения республик и других потребностей.
16/ В училище принимаются лица, прослужившие в рядах Советской Армии или же освобожденные от военной службы в возрасте от 20 до 25 лет.

Proposal
The organization of the religious school to be opened in Tashkent.
In protocol no.4, the meeting of the full membership of the Muslim Religious Directorate for Central Asia and Kazakhstan Presidium of the 22 May 1956 took the final decision to open a second religious school: a madrasa in Tashkent. In this regard, the following proposal was drawn up for the organisation of this school:
1/ The religious school should be registered under a name.
The task of the school is to teach the fundamental principles of the Islamic religion and to train cult ministers.
2/ The period of study will be 7 years. The school consists of two sections:
a/ the primary section, for a period of 4 years, and
b/ the secondary section, for a period of 3 years.
3/ The school will accept a total of 30 students, who have completed 10th grade in Soviet school and possess a Certificate of Secondary Education.
4/ In the first year of the school's existence, three year groups will be organized in the primary section.
5/ The syllabus for the newly-established classes will be based on the syllabus of years 1-3 of the "Mir-Arab" religious school. Particular attention will be paid to the study of the Arabic and Persian languages. The scope of the curriculum will be expanded considerably, in comparison with the syllabus at the "Mir-Arab" school
6/ It should be noted that in the 4th year of the primary section, Arabic language classes will be conducted in Arabic, and Persian classes in Persian.
7/ In implementing teaching in the secondary section, the curriculum of the 5-6 and 7th years will be arranged with several differences from the curriculum of the corresponding years of study at the "Mir-Arab" religious school, with the intention that graduates of the new school should possess the knowledge corresponding to their position as cult ministers.
8/ Graduates of the school will be given a certificate of their right to occupy the position of a cult minister.
9/ In the appointment and management of administrative functions and teaching and educational work, the following procedure should be established:
a/ A head teacher will be appointed as the general mudarris (director).

b/ A head of the teaching unit should be appointed to conduct and guide the teaching and educational work.
c/ Mudarris, teachers will be appointed for specific disciplines.
d/ The mudarris and the head of the teaching unit will have the right to teach, but not more than 2-3 hours a day.
e/ Separate accounting staff will not be appointed. This function will pass to the accountant of the Religious Directorate.
f/ The caretaker will direct all household work and act as storekeeper.
10/ All of the costs of maintaining the school will be covered by the Religious Directorate, from the funds donated by believers for the benefit of the school.
11/ There will be student residence hall managed by the school. Students will be provided with food, bedding, and furniture.
12/ Students will be provided with uniforms and textbooks.
13/ A special fund should be set aside for cultural needs and social activities.
14/ The academic year is arranged as follows:
a/ The academic year starts 1 September
b/ Winter holidays will be from the 1 to the 10 January
c/ The academic year ends in the month of May. For the first ten days of May, teaching will continue. The second ten days will be spent in preparation for examinations.
d/ Examinations will finish during the third ten day period of May, and from the 1 June work at the school will stop completely.
15/ Students will be accepted on the recommendation of the Kazi Directorate of Central Asia and Kazakhstan, depending on the position of the republics and other requirements.
16/ The school will accept persons who have served in the ranks of the Soviet Army or those released from military service between the ages of 20 and 25.
