21. Проект резолюции о Туркестанской Республике, предложенный комиссией.
Постановили:
21. Утвердить в общем и основном тезисы и проект резолюции комиссии. Исправить эту резолюцию в том духе, а) чтобы уравнять землевладение русских и приезжих с местными; б) разбить, выселить и подчинить себе русских кулаков самым энергичным образом; в) не давать права Турккомиссии изменить декреты без запроса ТурЦИКа и Турк[естанского] СНК и запроса центра; г) систематически подготовить и провести передачу власти – постепенно, но неуклонно – местным советам трудящихся под контролем надежных коммунистов; д) деление республики на 3 части не предрешать; е) общей задачей ставить свержение феодализма, но не коммунизм.
Что касается личного состава Турккомиссии, вопрос отложить, поручив т. Крестинскому переговорить с называвшимися кандидатами и т. Ленину при окончательном редактировании положения комиссии привлечь т. Рудзутака.

1. Основной задачей РКП в Туркестане ЦК РКП считает ликвидацию отношений создавшихся между пришлым европейским населением и коренными народами в результате 50-ти с лишним летней империалистической политики российского самодержавия. Отношения эти за 2½ года Советской власти, находившейся в руках чрезвычайно тонкой прослойки русских рабочих, сильно зараженных колонизаторской психологией, не только не изменились к лучшему, но еще более обострились благодаря своеобразным "коммунистическим" действиям, рассматриваемым порабощенным коренным населением как продолжение действий агентов старой царской власти и по существу являющимся таковым.
2. В целях ликвидации указанных отношений необходимо срочно принять следующие меры: а) Отобрать у переселенцев киргизских районов все земли, запроектированные Переселенческим управлением, или самовольно отобранные переселенцами у киргиз, оставляя переселенцам, участки в размере трудового надела.
Изъятые земли обратить в фонд наделения киргизских обществ, артелей и отдельных лиц и устроение на них киргиз и дунган беженцев после разгрома 1916 года.
б) Выслать из Туркестана в российские концентрационные лагеря всех бывших чинов полиции, жандармерии, охранки, тех из царских чинов, использование коих в Туркестане политически неприемлемо, спекулянтов, бывших управляющих крупными российскими предприятиями, всех примазавшихся к партии, советским органам, Красной армии и т.п.,
в) в порядке перераспределения партийных сил откомандировать в распоряжение ЦК всех туркестанских коммунистов, зараженных колонизаторством и великорусским национализмом и одновременно произвести в центре мобилизацию нескольких сотен коммунистов для работы в Туркестане,
г) предложить Наркомпути произвести перемещение и замену нескольких сотен рабочих Среднеазиатских жел[езных] дорог, Ташкентских мастерских и Ташк[ентской] ж[елезной] дор[оги],
д) постановление это проводить в жизнь с неуклонной твердостью, подавляя всякое сопротивление органам, проводящим его, широко применять систему высылки по отношению к лицам, в каком-либо отношении препятствующим осуществлению на деле настоящего постановления.
Организационные взаимоотношения Центра с Туркреспубликой
Турккомиссия
1. Необходимо наличие в Туркестане постоянного органа –представительство <<l. 25 об.>> ВЦИК, Совнаркома и ЦК РКП – на которое должно быть возложено:
а) непосредственное управление теми областями, которые составляют исключительную компетенцию федеральной власти.
б) контроль за проведением в жизнь директив и декретов центральной власти, а равно и приостановление или изменение этих директив и декретов в порядке приспособления их к местным экономическим и бытовым условиям.
в) согласование и размежевание интересов отдельных национальных образований в Туркестане.
2) К исключительной компетенции общереспублик[анской] власти относятся:
а) дело внешних сношений,
б) внешняя торговля,
в) военное дело.
3) Комиссары путей сообщения, почт и телеграфов назначаются по соглашению ТурЦИКом между подлежащими наркомами, коим они подчинены.
Все декреты центра, касающиеся этих комиссаров, механически распространены на Туркестанский формирующийся округ путей сообщения и почтово-телеграфный.
4) Комиссар финансов избирается ТурЦИКом и утверждается Наркомфином. В области бюджетного права бюджет, установленный Туркреспубликой и утвержденный представительством ВЦИК РСФСР, механически входит в общереспубликанский бюджет.
Примечание: Турккомиссия перед утвержд[ением] запрашивает согласие Наркомфина РСФСР.
5) В области хозяйственной Туркестанский Совнархоз и продовольственные органы действуют в пределах планов, установленных ВСНХ и Наркомпродом РСФСР. Председатель ВСНХ и Туркнаркомрод назначается ТурЦИКом по соглашению с подлежащими наркомами РСФСР.
6) Во всех остальных вопросах полнота власти принадлежит ТурЦИКу и Совнаркому.
Внутренняя организация Туркестана
Считая необходимым предоставить национальным группам Туркестана возможность организоваться в автономные республики, а национальным меньшинствам в коммуны, на ТурЦИК возлагается обязанность созвать съезд советов узбекских, киргизских и туркменских трудящихся для окончательного разрешения вопроса об организационных формах их существования.
Впредь до созыва этих съездов произвести областные разделения Туркестана в соответствии с его территор[иально]-этнографическим составом.

Resolved:
21. To by and large approve the main points and the draft of the commission’s resolution. To amend this resolution along the lines of: a) making land ownership by Russians and recent arrivals equal to that of locals; b) crushing, expelling, and subjugating Russian kulaks in the most energetic manner; c) withholding from the TurkCommission the right to change decrees without asking the Turkestan Central Executive Committee and the Turkestan SNK and without asking the center; d) systematically preparing to transfer and transferring power--gradually but relentlessly--to local Workers’ Soviets controlled by reliable communists; e) not deciding in advance the issue of dividing the republic into 3 parts; f) making the overthrow of feudalism the overall objective, not communism.
As regards the makeup of the TurkCommission, to set this question aside and assign Com. Krestinsky to speak with the candidates that have been mentioned and Com. Lenin to involve Com. Rudzutak in finalizing the commission’s statute.

1. The RKP TsK believes that the RKP’s main objective in Turkestan is to undo the relationships that were created between the population of recently arrived Europeans and indigenous peoples as a result of 50 plus years of the Russian autocracy’s imperial policy. Over 2½ years of Soviet power in the hands of an extremely small population segment of Russian workers, not only have these relationships, which are strongly infected by a colonialist psychology, not changed for the better, they have been exacerbated by odd sorts of “communist” actions that are viewed by the enslaved indigenous population as a continuation of actions by agents of the old tsarist authorities, which they essentially are.
2. For these relationships to be undone, the following measures are urgently needed:
a) Take away from those who have settled Kirgiz districts all lands developed by the Resettlement Directorate or willfully taken from the Kirgiz by settlers and leave the settlers plots the size of the labor allotment.
Confiscated land should go to an allotment fund for Kirgiz communities, artels, and individuals, and Kirgiz and Dungan displaced by the devastation of 1916 should be settled on them.
b) Expel from Turkestan and send to Russian concentration camps all former ranks of the police, the gendarmerie, and the okhranka, those tsarist ranks the use of which is politically inacceptable in Turkestan, speculators, former managers of major Russian enterprises, and all who have weaseled their way into the party, Soviet agencies, the Red Army, and so forth;
c) As a redistribution of party forces, place all Turkestan communists infected by colonialism and great-Russian nationalism at the TsK’s disposal, and simultaneously mobilize several hundred communists from the center to work in Turkestan;
d) Ask the People’s Commissariat of Railways to transfer and replace several hundred workers from Central Asian r[ail]ways, Tashkent repair shops, and the Task[ent] r[ail]w[ay];
e) Put this resolution into action with unwavering firmness, crushing any resistance to the agencies implementing it; make extensive use of the exile system in regard to individuals who in any way interfere with this resolution being put into force.
The Organizational Relationship between the Center and the Turkestan Republic’s TurkCommission
1. There must be a permanent agency in Turkestan--a representative office <<l. 25 об.>> of the VTsIK, the Sovnarkom, and the RKP TsK--that should be charged with:
a) directly managing areas that fall within the exclusive competence of the federal authorities.
b) monitoring the implementation of the central government’s directives and decrees, as well as the suspension or amendment of these directives and decrees when it is necessary to adapt to local economic and real-life conditions.
c) coordinating and delineating the interests of individual national entities in Turkestan
2) Areas within the exclusive competence of the all-repub[lic] authorities include:
a) the matter of foreign relations,
b) foreign trade,
c) military affairs.
3) The commissars of railways and the postal and telegraph services are appointed by agreement between the TurTsIK and its subordinate people’s commissars, to whom they report.
All decrees from the center relating to these commissars automatically apply to Turkestan’s in-formation railways and post-telegraph district.
4) The finance commissar is elected by the TurTsIK and approved by the Finance Narkom. In the area of budgetary law, the budget set by the TurkRepublic and approved by the representatives of the RSFSR VTsIK automatically become part of the all-republic budget.
Note: Before appr[oval], the TurkCommission requests agreement from the RSFSR Finance Narkom.
5) In the area of the economy, the Turkestan Economic Council and food agencies operate within the confines of plans established by the VSNKh [Supreme Economic Council] and the RSFSR Food Narkom. The chairman of the VSNKh and the Turkestan Food Narkom is appointed by the TurTsIK with the agreement of subordinate RSFSR narkoms.
6) For all remaining issues, complete authority rests with the TurTsIK and Sovnarkom.
The Internal Organization of Turkestan
Considering it essential to grant Turkestan’s ethnic groups the opportunity to organize themselves into an autonomous republic and ethnic minorities into communes, the TurTsIK has been charged with convening a congress of councils of Uzbek, Kirgiz, and Turkmen toilers to definitively resolve the question of the organizational forms under which they will exist.
Pending the convening of these congresses, the division of Turkestan into oblasts will be conducted in accordance with its territor[ial]-ethnographic composition.
Comments
