Резолюция совещания по вопросу о Всероссийском Съезде Женщин Востока.
Совещание коммунисток Народов Востока считает необходимым ввиду созыва Ц.К.Р.К.П. Съезда Женщин Народов Востока в июне этого года, сосредоточить главную энергию Женотделов на местах в настоящий момент на подготовку съезда, проведение ряда конференций и съездов, как губернских, так и общеобластных, и провести заново выборы на съезд, чтобы с помощью партийного 27-го съезда создать новый оплот для советской власти из выросшей сознательной женской трудящейся массы восточных народов и даст толчок к укреплению коммунизма среди народов Востока.

Резолюция по докладу тов. Бурнашева о задачах по работе среди женщин народов Востока в связи с их экономическими и культурно бытовыми особенностями.
Заслушав и обсудив доклад о задачах коммунистической партии среди тюркских женщин, совещание устанавливает, что работа среди тюркских женщин до настоящего времени недостаточно развита. Учитывая это обстоятельство и принимая во внимание крайнюю важность работы среди женщин народов Востока, Совещание находит необходимым указать местным парткомам, чтобы на работу среди женщин народов Востока было обращено самое серьезное внимание, для чего необходимо развить до максимума деятельность местных женотделов в этом направлении.
Работа среди женщин народов Востока должна вестись в трех основных направлениях:
1/ В основу работы среди женщин народов Востока должно быть положено экономическое раскрепощение, проводимое путем привлечения кустарниц в соответствующие артели, проф.союзы, а также путем пропаганды идей к самораскрепощению, указывая при этом, что такое может быть доступно путем систематической и организованной борьбы с пережитками рабского состояния.
2/ В основу культурно-просветительной работы должно быть положено: организация школ, клубов, и др. культ.-просвет. учреждений.
3/ Коммунистическое воспитание женских масс путем использования всех видов агитации и пропаганды идеи коммунизма и практического участия женщин в советском строительстве: все эти указанные мероприятия могут быть успешно выполнены в том случае, если к непосредственной работе широко будут привлекаться представители самих трудящихся масс народностей Востока. Женотделы должны

руководить работой молодых работников из среды коммунистов Народов Востока, внимательно прислушиваясь ко всем практическим предложениям, вносимым ими на основании опыта и знаний среды, а также помогая в их осуществлении.

Резолюция по докладу тов. Коллонтай по организацион. вопросу.
Заслушав доклад тов. Коллонтай по организационному вопросу на совещании коммунисток народов Востока, совещание постановляет:
1. Признать необходимым поставить и развить работу среди женщин восточных народов по тем же методам и соответственно тем же формам, по каким эта работа ведется коммунистической партией и в остальных частях Труд Республики, применяясь к местным и национальным особенностям.
Если выделенная в партии работа среди женщин обусловливается бытовым и экономическим закрепощением женщины, и поэтому признается необходимой для остальных частей Советской России, то тем более необходимо существование женотделов среди народностей Востока, в экономическом отношении более отсталых, где широкие массы женщин еще совершенно не участвуют в политической жизни и не вовлечены в строительство коммунизма.
2. Приступая к этой работе коммунистическая партия самостоятельных республик и губерний, с населением тюркских и горских народностей должны прежде всего поставить Отделы по работе среди женщин в области, губернии, уезде или кантоне на должную высоту, дав для этого достаточное количество работников, укрепив и наладив аппарат женотделов.
3. Основная задача женотделов – связаться с широкими массами городской и крестьянской бедноты, ища прежде всего отклика и опоры у работниц-кустарниц, способствуя организации артелей и укрепляя в рядах кустарниц классовое самосознание. Среди крестьянства и среди кочующих народностей работу свою Женотделы должны вести в первую очередь среди беднейшей части населения. В тех местностях, где нет наемных работниц или кустарниц, Женотделы должны направить свою работу на организацию домашних хозяек, используя метод агитации по домам.

Заслушав доклад т. Султан-Галеева по вопросу о задачах местных Отделов Работниц среди Восточных женщин, Секция по работе на Востоке Всероссийского Совещания Отделов Работниц постановила:
Великая Октябрьская революция, освободившая рабочий класс России и русских работниц от ига капитала, открыла возможность раскрепощения и угнетенных женщин Народов Востока. Могучее освободительное движение по раскрепощению женщин от вековых предрассудков и пережитков капиталистического строя коснулось и их.
Перед Отделами Работниц на местах встает задача руководства этим движением, направляя ее по революционно-пролетарскому руслу, учитывая все особенности экономических и культурно-бытовых особенностей жизни Восточных женщин.
В своей работе среди женщин Востока Отделы на местах должны поставить следующие конкретные задачи:
а/ широкое привлечение неорганизованных беспартийных масс женщин Востока к коммунизму, через вовлечение их в советское строительство и ознакомления их с основами программы Коммунистической партии.
б/ усиление политической и культурно-просветительной работы среди женщин Востока, путем массовой организации школ и ликвидации общей политической безграмотности, клубов, библиотек, народных домов и т.д.
в/ широкая устная и письменная пропаганда среди народов Востока идей экономического и политического раскрепощения женщин Востока.
г/ широкое массовое вовлечение восточных женщин в экономическое строительство через местные органы Советов Народного хозяйства, профессиональные союзы и т.д.
д/ организация кампаний в восточных автономных Республиках по проведению законодательным путем через местные органы отдельных декретов по раскрепощению восточных женщин от существующих социально-бытовых правоограничений.
е/ Работа среди женщин Востока должна вестись Отделами по работе среди женщин, путем организации делегатских собраний на родном языке, беспартийных конференций, совещаний, митингов и т.д., издания соответствующей периодической и агитационной литературы и устройства школ для организаторов-инструкторов по работе среди женщин Востока, или отдельных секций при общих школах.

Resolution of conference on the question of the All-Russia Congress of Women of the East.
The conference of communist women of the Peoples of the East deems it necessary, in view of the convening of the Congress of Women of the Peoples of the East this June by the C.C. of the R.K.P., to focus the principal energy of the Women's Departments in the provinces at present on preparing for the congress, holding a series of conferences and congresses, both for the gubernias and for the oblasts, to conduct elections again for the congress, so that with the help of the party 27th congress a new bulwark can be created for Soviet rule out off the socially conscious mass of working women of the eastern peoples that has risen and will provide an impetus for strengthening communism among the peoples of the East.

Resolution on Cde. Bunashev's report regarding the tasks for working among the women of the peoples of the East in connection with their specific economic, cultural and everyday characteristics.
After hearing and discussing the report on the communist party's tasks among Turkic women, the conference affirms that work among Turkic women to date has not been sufficiently developed. Considering this fact and taking into account the extreme importance of work among the women of the peoples of the East, the Conference finds it necessary to instruct local party committees to focus the most serious attention on work among the women of the peoples of the East, which requires developing to the utmost the activities of local women's departments in this area.
Work among the women of the peoples of the East must be conducted in three main areas:
1) The work among the women of the peoples of the East must be based on economic emancipation, implemented by attracting female artisans to the relevant artels and trade unions, as well as by propagandizing the ideas of self-emancipation, pointing out in the process that this can be accessible by means of a systematic and organized struggle against the vestiges of an enslaved condition.
2) Cultural and educational work must be based on: the establishment of schools, clubs and other cultural and educational institutions.
3) Communist education of the women's masses by using all types of agitation and propaganda of the idea of communism and the practical participation of women in Soviet construction: all of these activities can be conducted successfully if representatives of the working people's masses themselves of the peoples of the East are recruited for the actual work. guide the work of young functionaries from among the communists of the Peoples of the East, while listening closely to all of the practical recommendations they make on the basis of experience and knowledge of the milieu, as well as helping to implement them.

Resolution on Cde. Kollontai's report regarding the organizational question.
After hearing Cde. Kollontai's report regarding the organizational question at the conference of communist women of the peoples of the East, the conference resolves:
1. To deem it necessary to organize and develop work among the women of the eastern peoples in the same methods and hence the same forms as this work is done by the communist party in the remaining parts of the Labor Republic, subject to local and national characteristics.
If the party's special work among women is a result of the everyday and economic enslavement of women and therefore is deemed necessary for the remaining parts of Soviet Russia, then it is all the more essential for women's departments to exist among the peoples of the East, which are economically more backward, where the broad women's masses still do not participate at all in political life and are not involved in the construction of communism.
2. In beginning this work the communist party of autonomous republics and gubernias, with a population of Turkic and mountain peoples, must above all set up Departments for Work With Women in the oblast, gubernia, uezd or canton with the proper standards, by providing a sufficient number of functionaries for this purpose and strengthening and improving the administration of women's departments.
3. The main task of women's departments is to establish a connection with the broad masses of poor city dwellers and peasants, seeking above all a response and support from female artisans, promoting the organization of artels and strengthening class consciousness among female artisans. Women's Departments must do their work with the peasantry and with the nomadic peoples above all among the poorest segment of the population. In areas where there are no female workers or artisans for hire, the Women's Departments must direct their work toward organizing housewives by agitating from house to house.

After hearing Cde. Sultan-Galeev's report regarding the tasks of local Departments of Women Workers among Eastern women, the Section for Work in the East of the All-Russia Conference of Women Workers' Departments resolved:
The Great October Revolution, which liberated the working class of Russia and Russian women workers from the yoke of capital, opened up the possibility of emancipating the oppressed women of the Peoples of the East as well. The mighty liberation movement to emancipate women from centuries-old prejudices and vestiges of the capitalist system has affected them as well.
The Departments of Women Workers in the localities face the task of guiding this movement by directing it along a revolutionary-proletarian path and taking into account all the specific features of the economic, cultural and everyday features of the life of Eastern women.
In their work with the women of the East the Departments in the localities must set the following concrete tasks:
a) to broadly attract the unorganized nonparty masses of women of the East to communism, by involving them in Soviet construction and familiarizing them with the principles of the program of the Communist Party.
b) to intensify political and cultural-educational work among the women of the East by establishing schools on a mass scale and eliminating general political illiteracy, clubs, libraries, people's halls, etc.
c) to widely disseminate oral and written propaganda among the peoples of the East of the ideas of economic and political emancipation of the women of the East.
d) to broadly involve women on a mass scale in economic construction through the local bodies of Councils of the National Economy, trade unions, etc.
e) to organize campaigns in the eastern autonomous Republics for pushing on a legislative basis through local bodies specific decrees on the emancipation of eastern women from existing social and everyday legal restrictions.
f) Work among the women of the East must be conducted by Departments for Work Among Women, by arranging delegate meetings in their native language, nonparty conferences, assemblies, rallies, etc., publishing appropriate periodic and campaign literature and establishing schools for organizer-instructors on work among the women of the East, or specific sections at general schools.
