1921 года Турциком был издан декрет об отмене калыма. Но ввиду того, что при этом не было внесено в Уголовный Кодекс Законов соответствующей статьи, говорящей о наказаниях за пользование калыма, декрет фактически не был проведен в жизнь. Наркомюстом Туркестана был разработан проект статьи перечисляющей наказания за куплю-продажу жен, который в Январе 1923 года был утвержден Турциком в декрете за №2 В первые же месяцы 1923 года весь материал был направлен на утверждение ВЦИКА. Но до сих пор от ВЦИКа никакого ответа нет. Вопрос этот остро назрел в настоящее время в Туркестане чему свидетельствует копия прилагаемого здесь письма из Туркмении. Женотдел Ц.К.К.П.Т. просит Ц.О. войти в переговоры с ВЦИКОМ о скорейшем проведении в жизнь постановления Турцика от января 1923-го года.

To the Zhenotdel CC RKP:
The Turtsik [Turkestan CEC] issued a decree abolishing kalym in 1921. However, since no corresponding article identifying the penalties for using kalym was ever codified in the Criminal Code, the decree was de facto never enacted. The Turkestan Narkomyust [People's Commissariat of Justice] has developed a draft article that identifies the penalties for the purchase and sale of women, which was ratified by the Turtsik in Decree № 2 in January, 1923. All the material was submitted for approval to the VTsIK [All-Russian Central Executive Committee] in the early months of 1923. However, there's been no response from the VTsIK to date. This issue has become particularly urgent today in Turkestan, as indicated by the copy of the attached letter from Turkmenia. The CPT CC Zhenotdel requests that the Central Department negotiate with the VTsIK to quickly enact the Turtsik decree dated January, 1923.
