Председателя Организационной комиссии по созыву съезда мусульманского духовенства и верующих Средней Азии и Казахстана – Абдумаджитханова Ишан Бабахана при открытии съезда.
Уважаемые делегаты первого учредительного съезда мусульманского духовенства и верующих Средней Азии и Казахстана!
Разрешите мне от имени организационной комиссии по созыву настоящего съезда приветствовать Вас, наших дорогих и уважаемых представителей мусульманского духовенства и верующих, прибывших из разных и далеких уголков Узбекистана, Туркменистана, Таджикистана, Киргизии, Казахстана и Каракалпакии.
Разрешите ознаменовать открытие нашего съезда чтением Корана и посвятить его Саваб нашему великому пророку, указавшему нам путь истины – Магоммеду (прочитаны стихи с 44 по 73 из Сури «Ахзаб»).
Идея организации Духовного управления мусульман Средней Азии и Казахстана выпестовалась в сердцах некоторых наших улемов уже давно. Конкретные шаги в этом отношении были предприняты в конце прошлого года группой улемов Ташкента, Самарканда, Таджикистана, Туркменистана и других городов и республик.
Вследствие того, что мы не имели организационного опыта в этих вопросах, мы решили обратиться за советом к многоуважаемому муфтию Центрального духовного управления мусульман в гор. Уфе – Абдурахман Хазрату Ибн Шейх Зайнулла Расули, присутствующему на нашем съезде в качестве дорогого гостя.
Уважаемый муфтий живо откликнулся на письмо улемов Туркестана, выяснил в Президиуме Верховного Совета СССР возможность организации Духовного Управления мусульман Средней Азии и Казахстана и прислал мне письмо, в котором подробно указал, как нам необходимо действовать.
Письмо муфтия Хазрата хранится у нас и будет прочитано Вам во время доклада об организации Духовного управления.
После получения этого письма, улемы Туркестана, окрыленные большой радостью, обратились с заявлением к Председателю Президиума Верховного Совета СССР – Михаилу Ивановичу Калинину и направили это заявление через Президиум Верховного Совета Узбекистана.
В начале августа текущего года Президиум Верховного Совета Узбекистана поставил нас в известность о том, что наше ходатайство

удовлетворено и Президиум Верховного Совета СССР своим постановлением от 31-го июля 1943г. №55 – постановил разрешить организацию Духовного управления мусульман Средней Азии и Казахстана и созыв съезда для избрания его.
Прошу, джамаат, произнести дуаифатиха за здоровье руководителей Верховного Совета и правительства Советского Союза, благодушно разрешившего нам организацию такого высокоуважаемого учреждения, как духовное управление мусульман Средней Азии и Казахстана и созыв такого большого курултая.
«...О, боже! Предназначь нашему советскому государству простор и победу. Даруй нашим войскам храбрость и победу. Уничтожь, истреби коварного врага, сохрани в здравии и благополучии наших детей, ушедших (в бой), предназначь им скорое возвращение».
На этом съезде присутствуют представители духовенства и верующих мусульман, населяющих благородный Туркестан и Казахстан и от всех 39 областей, входящих в состав этих пяти советских республик. Поэтому наш Курултай правомочен обсудить и принять соответствующие решения по тем основным вопросам, которые будут предложены нашему вниманию и которые Вы утвердите сами.
На этом нашем первом учредительном съезде мы должны разрешить один основной и главный вопрос – об организации Духовного управления мусульман Средней Азии и Казахстана и определить его задачи на ближайший период времени.
Я выражаю уверенность в том, что Вы, почтенные представители мусульманского духовенства и верующих, отнесетесь со всей свойственной Вам серьезностью к задачам, стоящим перед нашим курултаем, примите активное участие в обсуждении вопросов, стоящих в повестке дня и, разъехавшись по окончании съезда на места, будете проводить в жизнь постановления нашего съезда.
Для всех нас понятна важность, серьезность и значение той великой борьбы, которую ведут все народы Советского Союза с лютым врагом, вероломно напавшим на нашу священную землю.
В годину таких великих испытаний мы, пастыри Ислама, охваченные горячей любовью к нашей великой Родине, не стояли и не стоим в стороне от борьбы всего народа, населяющего необъятные просторы нашей великой Родины. С самого начала войны мы, духовные деятели мусульман, руководствуясь указаниями священного Корана и хадиоами нашего великого пророка Магоммеда, благословили наших сыновей и братьев на ратные подвиги. Наши воины мусульмане, сражающиеся в рядах доблестной Красной Армии, много раз на фронте показывали и показывают чудеса храбрости, отваги и геройства.

Многие наши сыны и братья честно и беззаветно отдали свою жизнь, сражаясь до последней капли крови с лютым врагом за честь и свободу, независимость и целостность нашей любимой родины.
Произнесена молитва следующего содержания:
«...Великий бог! Сделай указанных шехидов, в день воскрешения саидами над шехидами, дай им покой и вместе с внуками милостивого повелителя Хамзы, освободи их от мучений ада, представь им наслаждения рая и почетные места в раю среди девиц и юношей».
Последние известия с фронтов Великой Отечественной войны несут нам радостные вести о блестящих победах советского воинства. Да принесет нам Аллах великую победу, радостную и счастливую жизнь.
Задача нас, пастырей Ислама, в такой тяжелый и ответственный момент в жизни нашей стране – заключается в том, чтобы неустанно разъяснять нашим сыновьям и браться, сражающимся на фронте, отправляющимся на фронт, беззаветно и храбро разбить врага, призывать мужчин и женщин, работающих в тылу, в сельском хозяйстве, в промышленности, на транспорте и на других участках, честно и самоотверженно трудиться и больше производить продуктов питания, одежды, сырья, боеприпасов, снаряжения и вооружения для нашей армии, для рабочих и жителей сел и городов.
Вознесем же наши молитвы за победу нашей доблестной советской армии, за процветание нашей Родины, за здоровье Великого полководца, отца и учителя народов Советского Союза – Иосифа Виссарионовича Сталина.
«...Спаси его превосходительство Сталина, его детей и весь род его от всех наземных и небесных бедствий, уничтожь и истреби всех его врагов, пошли ему счастье и радость...»
Разрешите мне от имени организационного комитете считать наш курултай открытым.

Opening speech
By the Chairman of the Organizing Committee for convening the Congress of Muslim Clergy and Believers of Central Asia and Kazakhstan – ishan [Muslim religious leader] Babakhan Abdumadzhitkhanov at the opening of the congress.
Respected delegates to the first Constituent Congress of Muslim Clergy and Believers of Central Asia and Kazakhstan!
Please allow me, on behalf of the organizational committee for convening this congress, to welcome you, our dear and respected representatives of the Muslim clergy and believers, who have come from various distant corners of Uzbekistan, Turkmenistan, Tajikistan, Kirkiziia, Kazakhstan, and Karakalpakiia.
Let me inaugurate the opening of our congress with a reading from the Koran, and dedicate it to the great Prophet Muhammed, peace be upon him (verses 44 to 73 from the Surat Al-Azhab were read).
The idea of organizing the Muslim Religious Directorate for Central Asia and Kazakhstan emerged in the hearts of some of our ulema long ago. Concrete steps in this direction were taken at the end of last year by a group of ulemas from Tashkent, Samarkand, Tajikistan, Turkmenistan, and other cities and republics.
Because we lacked organizational experience in such matters, we decided to seek advice from the highly respected mufti of the Central Muslim Religious Directorate in the city of Ufa, Abdurakhman Khazrat Ibn Sheikh Zainulla Rasuli, who is present at our congress as an esteemed guest.
The respected mufti responded to the letter from the ulemas of Turkestan, explained the possibility of organizing a Muslim Religious Directorate for Central Asia and Kazakhstan to the Presidium of the Supreme Soviet of the USSR, and wrote me a letter, in which he explained in detail how we must act.
We have kept mufti Khazrat’s letter and it will be read to you during the report on the organization of the Religious Directorate.
After receiving this letter, the ulema of Turkestan, emboldened by great joy, addressed an application to the Chairman of the Presidium of the Supreme Soviet of the USSR, Mikhail Ivanovich Kalinin, and sent this application via the Presidium of the Supreme Soviet of Uzbekistan.
At the beginning of August of this year the Presidium of the Supreme Soviet of Uzbekistan informed us that our petition

had been approved and that the Presidium of the Supreme Soviet of the USSR, by decree of the 31 June 1943 no.55, decided to allow the organization of a Muslim Religious Directorate for Central Asia and Kazakhstan, and to allow a congress to be convened to elect the directorate.
I ask the jamaat [assembly] to say a prayer for the health of the leaders of the Supreme Soviet and the government of the Soviet Union, who have generously allowed us to organize such an esteemed institution as the Muslim Religious Directorate for Central Asia and Kazakhstan and to convene such a large kurultai [council].
"O, God! Destine our Soviet state for territorial expanse and victory. Bless our soldiers with bravery and victory. Vanquish and destroy the wicked enemy. Keep our children who have gone (to war) in health and well-being, and may they return swiftly."
Present at this congress are representatives of clergy and Muslim believers from the great Turkestan and Kazakhstan and from each of the 39 oblasts that comprise these five Soviet republics. For that reason our kurultai [council] has the authority to discuss and resolve those fundamental questions that will be brought to our attention, and which you yourselves will approve.
At this, our inaugural congress, we should resolve one fundamental and vital issue, which is the organization of the Muslim Religious Directorate for Central Asia and Kazakhstan and its tasks for the near future.
I am certain that you, venerable representatives of the Muslim clergy and believers, will approach the tasks facing our kurultai [council] with all due seriousness, will actively take part in the discussion of the issues on our agenda, and, after returning home following the end of the congress, will put the decisions of the congress into effect.
The importance, seriousness, and meaning of the battle is clear to all of us: the battle that all the peoples of the Soviet Union are fighting against the fierce enemy, who has treacherously attacked our sacred land.
In this time of such great trials, we, the shepherds of Islam, consumed by passionate love for our great motherland, have not and will not stand aside from the battle of all the people living in the vast expanses of our great motherland. From the very beginning of the war, we, Muslim spiritual leaders, guided by the instructions of the Holy Koran and the hadiths of the great Prophet Muhammed, blessed our sons and brothers in their military exploits. Our Muslim soldiers, fighting in the ranks of the valiant Red Army, have performed many times, and continue to perform, miracles of courage, valor, and heroism.

Many of our sons and brothers have honestly and selflessly given their lives, fighting with the fierce enemy to the last drop of blood, fighting for honor and freedom, and the independence and integrity of our beloved motherland.
The following prayer is said:
"Great God, make these people martyrs, on the day of resurrection of sayyids and martyrs, grant them peace alongside the grandsons of the merciful master Hamza, free them from the torment of hell, give them the pleasures of paradise and a place of honor in paradise among the girls and young men."
The latest information from the fronts of the Great Patriotic War bring us joyful news of the Soviet army’s glorious victories. May Allah bring us great victory, and a joyful and happy life.
Our task, as shepherds of Islam, at such a difficult and crucial moment in the life of our country, is tirelessly to tell to our sons and brothers fighting at the front, or going to the front, to destroy the enemy bravely and selflessly, and to call on men and women working in the rear, in agriculture, industry, in transport and other spheres, to labor honestly and selflessly and to produce more food, clothing, raw materials, ammunition, equipment, and weapons for our army, for workers, and for the residents of our villages and cities.
We raise our prayers for the victory of our valiant Soviet army, for the prosperity of our motherland, for the good health of the great commander, father and teacher of the peoples of the Soviet Union, Iosif Vissarionovich Stalin.
"Save his Excellency Stalin, his children and whole family from all earthly and heavenly misfortunes, vanquish and destroy all his enemies, and send him happiness and joy."
Allow me, in the name of the organizing committee, to declare our kurultai [council] open.
