Приказ № 2 правительства Республики Союза горцев Кавказа

Правительство Союза горцев твердо решило очистить территорию Дагестана от лиц и организаций, силою оружия стремящихся препятствовать проведению в жизнь права большинства и тормозящих работу по самоопределению горских народов.
Стремясь к означенной цели, правительство, однако, преисполнено желанием совершить эту операцию возможно безболезненно для мирного населения, мятущегося в поисках нормальной жизни.
После ряда переговоров и принятых мер правительство Союза горцев имеет возможность твердо заявить, что всем, кто не является явным врагом самостоятельности горских народов, гарантируется неприкосновенность личности и целость их имущества. Желающим покинуть территорию горского союза предоставляется свободный проезд с надежной охраной; что же касается тех, кто ведет сейчас вооруженную борьбу с горскими народами, заявляется определенно, что если ими будет сложено оружие, правительство Союза горцев берет на себя доставку русских, в том числе и моряков, в Екатеринодар, армян, независимо от их прошлой деятельности и боевых действий, в Эривань поездом под надежной охраной. Все вопросы, обостряющие отношения между горцами и терскими казаками, особенно земельный, будут разрешены совместными усилиями в положительном и примиряющем стороны смысле. Правительство Союза горцев заверяет всех граждан, всех национальностей, что оно в основу своей работы ставит стремление к воссозданию на территории горских народов правопорядка, культурного процветания народов и прекращения бесцельно и безумно проливаемой братской крови, и, если в этой его работе оно встречает препятствия со стороны тех, кто хочет навязать нам неприемлемую для горских народов форму управления, то пусть на них и ляжет вся тяжесть ответственности.
Правительство Союза горцев не остановится ни перед чем, дабы сохранить за горским народом его законное право на самостоятельное устроение своей жизни.

Order No. 2 of the government of the Republic of the Union of Mountain Peoples of the Caucasus

The government of the Union of Mountain Peoples has firmly decided to purge the territory of Dagestan of individuals and organizations who seek through force of arm to obstruct the implementation of the majority’s rights and who are hampering the work for the self-determination of the mountain peoples.
In striving for the above objective, the government, however, is strongly desires to accomplish this operation as painlessly as possible for the civilian population, which is confusedly seeking a normal life.
After a series of negotiations and measures taken, the government of the Union of Mountain Peoples is able to firmly declare that everyone who is not a clear enemy of the autonomy of the mountain peoples is guaranteed inviolability of the individual and integrity of their property. Anyone who wishes to leave the territory of the mountain union is granted free passage with reliable protection; as for those who are now waging an armed struggle against the mountain peoples, it is definitively declared that if they lay down their arms, the government of the Union of Mountain Peoples will take upon itself the transportation of Russians, including sailors, to Yekaterinodar, and of Armenians, regardless of their past activities and military operations, to Erivan by train under reliable protection. All questions that exacerbate relations between the mountain peoples and the Terek Cossacks, especially the land question, will be resolved through joint efforts in a positive manner that conciliates the parties. The government of the Union of Mountain Peoples assures all citizens, of all nationalities, that it bases its work on a desire to re-create in the territory of the mountain peoples law and order and the cultural flourishing of peoples and the cessation of aimless and insane fraternal bloodshed and, if in this work it encounters obstacles on the part of those who want to impose on us a form of government unacceptable to the mountain peoples, let the entire onus of responsibility fall on them.
The government of the Union of Mountain Peoples will stop at nothing in order to preserve for the mountain people their legitimate right to the autonomous organization of their life.
