Я в своих предыдущих письмах обращал внимание, самое главное на басмачество и на рост влиятельных элементов /манапов и баев/ по Самобласти.
Коснусь по каждому пункту в отдельности.
С наступлением весны, басмаческие шайки снова стали развиваться, басмачи по примеру прошлой весны, приступили к обложению населения контрибуциями, отобранию хороших лошадей, стали вербовать из среды перешедших на нашу сторону басмачей новых джигитов и за последнее время басмачи стали расстреливать наших волостных представителей, как это было в Гематской волости, Джизакского уезда и Ходжа-Ахрарской волости Самаркандского уезда.
Руководитель басмачества Ачиль-дау с его сотниками, пятидесятниками, Заутдин, Хамракуль и Мирза Палван в Самаркандском уезде, Турдыбай в Ходжентском, неустанно проводили организационную работу, готовясь к весеннему грабежу мирных граждан. Басмаческие шайки, расположенные в Самобласти, работали под руководством Матчинского бека и имели между собой тесную связь.
Последние наши успехи на Матчинском фронте послужили сильным неисправимым ударом на дальнейшее развитие басмачества.
Матчинский район, который все время являлся гнездом басмачества, наконец разгромлен нашими войсками и включен в карту Самаркандской области. Также создан революционный комитет. Потери со стороны басмачества во время взятия Матчи следующие: убитых около 200 человек, раненых несколько десятков, так-же ранен известный главарь басмачества Халбута. Взяты в плен 70 человек, в том числе братья Матчинского Бека – Асдархан, Ахрархан и Багадурхан. Трофеи: лошадей 600, несколько сот мелкого и рогатого скота, в большом количестве продовольствие и около 100 шт. оружия разных систем. Потери нашей стороны: раненых 2, убитых 3.

По сведениям, под перевалом погиб сам Матчинский бек Ахмедходжа со своими бандами.
Вчера в 1 час дня вернулся с комвойсками т. Швецов, пленные сданы в Особый Отдел боевого района.
В Ходжентском уезде Кирдоботрядом захвачены в плен 17 басмачей с лошадьми и оружием.
В настоящее время ведется операция против шайки Ачиль-дау в Самаркандском уезде и дано задание Джизакской добрмилиции во что бы то ни стало ликвидировать шайки Мулла Турсуна.
Внимание всех членов парии и работников обращено на полную ликвидацию басмаческих шаек в Самаркандской области и можно надеяться, что в конце мая область будет очищена от бандитских шаек.
Население активно оказывает содействие нашим отрядам, ведущим борьбу с бандитами. Характерно отметить действие мирных граждан Фальгарской волости Самуезда, во время взятия Матчи, по первому зову комвойсками т. Швецова и военкома т. Полякова они моментально собрались около 600-700 человек и отправились с нашими войсками в район Матчи, выполняя все приказания наших представителей.
По ликвидации Матчинских басмачей, им было выдано около 300 голов скота, продовольствие, после они радостно отправились в свою волость, от радости распевая песни.
В настоящее время усиленно ведется работа к проведению годовщины добрмилиции, которая объявлена 20/IV. Этой годовщине придаем большое значение и будем использовать для агитационной цели.
В общем можно отметить, что население к басмачам настроено враждебно, но они не в силах что-либо сделать.
Рост влиятельных элементов манапов и баев можно отметить, что такое явление заметно особенно в волостях, кишлаках.
Лица, которые ранее работали в Махкамиа-Шариа [Махкама-и Шариа], теперь проявляют работу в деле народного просвещения и мы использовываем их в пользу советских школ.
В их среду влиты работники, члены партии, которые направля-

ют их работу.
«Махкамиа-Шариа» [Махкама-и Шариа], если раньше вмешивалась не в свое дело и работала почти автономно, теперь этого нет, соответствующее влияние со стороны Исполкомов, парткомов имеется:
Муспрогрессисты и молодежь на духовенство смотрит недоверчиво. Зависящие меры со стороны Облгоркома принимаются.
Экономическое положение области, в связи с разорением многих районов басмаческими шайками и обремененностью населения несколькими видами налогов, на много ухудшилось. Есть волости, как например: Басмандинская, Дальянская, Ганчинская, Шахристанская, Уральская, Чапкулукская, Фальгарская, Кштутская, Магиянфарабская, Ярбашинская, Актюбинская, Наукинская, где население голодает и кишлаки в полном смысле разгромлены басмачами. Перед нами становится задача – помочь разоренным кишлакам в восстановлении сельского хозяйства. На месте сделать что либо мы не в силах, ввиду отсутствия в нашем распоряжении ресурсов. Одними мерами убеждения, не давая реальной помощи – нельзя.
Посевная кампания по области лучше, чем в прошлом году. Отпущенные центром 46 тысяч пудов семян распределены между дехканами области. Такое мизерное количество зерна недостаточно для целой области.
Выяснить в данный момент в процентном размере площади посевов невозможно, потому что местами посевная работа еще идет.
Ирригационная работа по области идет успешно. Конференции водопользователей закончены.
Положение рабочих Копи «Сулюкта» по-прежнему тяжелое на почве несвоевременной выплаты жалованья рабочим.
В марте рабочие приостановили работу, но были приняты своевременные меры, виновные арестованы, избран новый Горзавком и рабочие приступили к работе. Необходимо обратить внимание на положение копи «Сулюкта», приняв соответствующие меры. Также прислать двух, или трех сильных работников членов компартии для работы на Копи «Сулюкта». Желательно влить их в состав администрации.

ства не наблюдается.
Рост цен на рынке на много отразился на ухудшение положения рабочего. В целях понижения цен на хлебе было реализовано несколько тысяч пудов хлеба. После реализации цены на рынке сразу понизились почти на половину.
Комитет помощи сельскому хозяйству организован. Пока к работе не приступил. Из центра нет ни положения, ни инструкции. Необходимо воздействовать на органы, ведающие этим делом, о скорейшей присылке инструкций.
О партийной работе много касаться не буду, потому что на днях будет представлен отчет о работе Облгоркома КПТ.
В настоящее время на общих собраниях и заседаниях комячейки ставятся доклады о решениях 7-го Съезда партии для популяризации решений Съезда среди членов Компартии.
Для большего ознакомления с работой кишлачных организаций и инструктирования секретарей комячеек и райпарторганизаторов, установлен календарный вызов по очереди всех ответ. секретарей кишлачных комячеек и райпарторганов в Облгоркоме. Эту работу мы должны закончить до I-го Июня месяца с.г.
Чисто воспитательная работа членов партии проводится слабо, хотя центр тяжести мы перенесли на эту работу. Завагитпропотделом Облгоркома за последнее время работает так себе: сделано хорошо, не сделано – тоже хорошо, в связи с ее отзывом в распоряжение ЦК. Необходимо прислать соответствующего сильного и энергичного работника от ЦК, на пост Зав. Агит. Проп. Отделом Облгоркома КПТ., в Самарканде нет.
Дело народного просвещения идет удовлетворительно, как я писал в предыдущих письмах. На днях в старом городе Самарканде по инициативе мусинтеллигенции открыт интернат на 200 детей.
Набор курсантов в Совпартшколу закончился. Все почти из местных работников, количество курсантов 55. Учение началось.
Совместно с органами ГПУ, установлено соответствующее наблюдение над меньшевиками и эс-эрами. Циркуляр ЦК КПТ по этому вопросу выполнен.

Склок и группировок среди ответственных работников за последнее время не наблюдается.
Советская работа хромает. В облисполкоме работает один товарищ Файзулин – Предобисполкома. В отделе управления никого нет, полагаем дать еще товарища Абдулжаббарова, вновь прибывшего из Джизака. Настроение Красной армии удовлетворительное.
Стоящие задачи перед Облгоркомом на ближайшие месяцы следующие: провести решения 7-го Съезда Компартии в жизнь, ликвидировать в корне басмачество по области, путем посылки летучих отрядов и усиленной повседневной агитации.
С.х. вопросы по помощи разоренным кишлакам, внутрипартийная воспитательная работа и объезд области для проверки работ местных парткомов и исполкомов по мероприятиям, поставленным областной экспедиционной комиссией.

In my previous letters I called attention most importantly to the basmachi and to the growth of influential elements (manaps [Kirgiz tribal leaders] and bais) in Samarkand Oblast.
I will address each point separately.
With the advent of spring, the basmachgangs have begun to re-emerge; the basmachi, following the pattern of last spring, have started to collect contributions from the population, take good horses, have begun to recruit dzhigits[skilled horsemen] from among the basmachiwho had defected to our side and recently the basmachihave started shooting our volost representatives, as was the case in Gemat Volost, Dzhizak Uezd, and Khodzha-Akhrar Volost, Samarkand Uezd.
The leader of the basmachi, Achil-Dau, with his hundred-man and fifty-man unit commanders, Zautdin, Khamrakul and Mirza Palvan in Samarkand Uezd, and Turdybai in Khodzha Uezd, have tirelessly been doing organizational work in preparation for the spring plundering of peaceful civilians. The basmachgangs located in Samarkand Oblast were operating under the leadership of the Mastchoh bey and had close links with one another.
Our latest successes on the Mastchoh front served as a powerful irreparable blow to the further development of the basmachi.
Mastchoh Raion, which has always been a hotbed of basmachi, was finally routed by our troops and incorporated into the map of Samarkand Oblast. A revolutionary committee has also been established. Basmachlosses during the capture of Mastchoh were as follows: about 200 killed, several tens wounded, and the well-known basmachchieftain Khalbuta was also wounded. Seventy men were taken prisoner, including brothers of the Mastchoh bey -- Asdarkhan, Akhrarkhan and Bagadurkhan. Trophies: 600 horses, several hundred head off small livestock and cattle, a large quantity of food and about 100 weapons of various systems. Losses on our side: 2 wounded, 3 killed.

The Mastchoh bey Akhmedkhodzha was reportedly killed with his bands near the mountain pass.
The troop commander, Cde. Shvetsov, returned yesterday at 1 o'clock in the afternoon, and the prisoners were turned over to the Special Department of the military district.
In Khodzha Uezd, the Kirgiz Volunteer Detachment took 17 basmachiprisoner with their horses and weapons.
An operation is currently in progress against Achil-Dau's gang in Samarkand Uezd and an assignment has been given to the Dzhizak Volunteer Militia to liquidate the gang of Mullah Tursun at any cost.
The attention of all party members and functionaries is focused on the total liquidation of basmachgangs in Samarkand Oblast and the hope is that the oblast will be purged of bandit gangs at the end of May.
The population is actively providing assistance to our detachments that are fighting the bandits. Typical is the action of the civilians of Falgar Volost in Samarkand Uezd, during the capture of Mastchoh: at the first call from the troop commander, Cde. Shvetsov, and the military commander, Cde. Poliakov, they instantly gathered about 600-700 men and set off with our troops for the Mastchoh area, executing all the orders of our representatives.
After the Mastchoh basmachi were liquidated, they were issued about 300 head of livestock and food, after which they joyously headed for their volost, joyfully singing songs.
Work is currently under way to hold the anniversary of the volunteer militia, which was announced on 20/4. We attach great importance to this anniversary and will use it for purposes of agitation.
In short, we can note that the population is hostile toward the basmachi, but they are not capable of doing anything.
The growth of influential elements of manaps and bais may be noted, this phenomenon is especially noticeable in the volosts and settlements.
The individuals who previously worked at the Mahkamah-Sharia [Sharia courts] are now doing work in public education and we are using them for the benefit of Soviet schools.
They have been joined by party functionaries and members, who are directing

their work.
While the Mahkamah-Sharia previously meddled in other people's affairs and operated almost autonomously, now that is not happening, and the appropriate influence is coming from the Executive Committees and party committees:
The Muslim progressivists and young people view the clergy with distrust. The Oblast and City Committee is taking whatever measures are within its control.
The economic situation of the oblast, as a result of the ravaging of many areas by the basmach gangs and the burden of several types of taxes on the population, has grown much worse. There are volosts such as: Basmanda, Dalian, Ganchi, Shahristan, Uralsk, Chapkuluk, Falgar, Kshtut, Magiianfarab, Yarbashi, Aktiubinsk and Naukinskaia, where the population is starving and the settlements have been ravaged in the full sense of the word by the basmachi. We are facing a challenge -- to help the ruined settlements restore their agriculture. We are not capable of doing anything on the spot, due to the lack of resources at our disposal. Measures of persuasion alone, without providing real assistance, will not work.
The sowing campaign in the oblast is better than last year. The 46,000 poods of seeds allocated by the center have been distributed to the dehkans in the oblast. Such a paltry amount of grain is not enough for an entire oblast.
It is impossible right now to determine the crop area in percentage terms, because sowing work is still in progress in some places.
Irrigation work around the oblast is proceeding successfully. The conferences of water users have concluded.
The situation of the workers at the Suliukta Mine is still grave because of the lack of timely wage payments to the workers.
In March the workers stopped working, but prompt measures were taken, the guilty individuals were arrested, a new City Factory Committee has been elected and the workers have gone to work. It is essential to pay attention to the situation at the Suliukta Mine and take the appropriate measures, Also to send two or three strong functionaries or members of the communist party to work at the Suliukta Mine. It would be desirable to add them to the administration.
The mood of the workers at the rail hub is more stable, so far there is no

discontent.
The price increases in the market have been a big factor in the deterioration of the workers' situation. Several thousand poods of grain were sold in order to bring down grain prices. After the sale, prices in the market immediately dropped by almost a half.
A committee to aid agriculture has been established. It has not started work yet. There has been no statute or instructions from the center. It is essential to pressure the bodies in charge of this matter to send instructions as soon as possible.
I am not going to say much about party work, because a report on the work of the Oblast and City Committee of the CPT will be submitted in a few days.
Reports on the decisions of the Seventh Party Congress are currently being delivered at general meetings and sessions of the communist cell to popularize the decisions of the Congress among Communist Party members.
In order to get acquainted better with the work of settlement organizations and to provide instruction of the secretaries of communist cells and raion party organizers, a calendar has been established for summoning, in succession, all of the executive secretaries of the settlement communist cells and raion party organizers in the Oblast and City Committee. We should complete this work before 1 June of this year.
The purely instructional work by party members is poorly conducted, although we have transferred our focus to this work. The manager of the agitprop department of the Oblast and City Committee has been doing mediocre work lately: if it's done it's fine, if it hasn't been done it's also fine. As a result of his recall to be put at the disposal of the CC, it is necessary to send in an appropriate strong and energetic functionary from the CC for the position of manager of the agitprop department of the Oblast and City Committee of the CPT, there isn't anybody in Samarkand.
The work regarding public education is proceeding satisfactorily, as I wrote in previous letters. A few days ago a boarding school for 200 children was opened in the old city of Samarkand on the initiative of the Muslim intelligentsia.
The recruitment of students for the Soviet Party School has concluded. Almost all of them are from among local functionaries, there are 55 students. Classes have begun.
Together with GPU bodies, the appropriate surveillance of Mensheviks and SRs [Socialist Revolutionaries] has been established. The instructional circular from the CC of the CPT on this matter has been fulfilled.

There has been no apparent squabbling or cliques among high-level functionaries lately.
Soviet work leaves much to be desired. The only one working in the oblast executive committee is Comrade Faizullin, the Chairman of the Oblast Executive Committee. There is no one in the administrative department, we are planning to add Comrade Abduzhbarov, who has come back from Dzhizak. The mood in the Red Army is satisfactory.
The tasks facing the Oblast and City Committee in the coming months are as follows: to implement the decisions of the Seventh Communist Party Congress and to root out the basmachi around the oblast by dispatching flying squads and increasing daily agitation.
Agricultural questions regarding aid to the ruined settlements, intraparty instructional work and a tour of the oblast to inspect the work of local party committees and executive committees regarding the measures laid out by the oblast expeditionary commission.
