Постановили: а) Подтвердить, что арест 183 ферганских басмачей, перешедших на нашу сторону со сдачей оружия и находившихся продолжительное время на свободе с ведома гражданских и военных властей Туркестана произведенный 2 ноября с.г. в момент, когда Фергана уже замирена – явля-

ется глубоко ошибочным актом. ЦК считает, что подобные аресты, произведенные к тому же обманным путем под видом созыва конференции басмачей, перешедших к мирному труду, могут создать в населении обстановку, благоприятствующую новому взрыву басмаческого движения.
б) Считая предложение т. Лисовского об обязательном расстреле 151 человека из 183 арестованных совершенно неприемлемым и гибельным для дела Советской власти в Туркестане, ЦК не возражает против предложения Сред. Аз. Бюро ЦК нового состава о пропуске арестованных через судебные органы с тем, чтобы подавляющее большинство арестованных было освобождено по суду, частью без оговорок с официальным заявлением о неправильности их ареста, частью же под обществен-

ный надзор, а приговор о высшей мере наказания был вынесен лишь по отношению к четырем или пяти наиболее злостным и действительно руководящим элементам басмачей, при чем исполнение приговора о высшей мере наказания отложить до специального распоряжения из Москвы.
в) Немедленно отозвать тт. Печерского и Лисовского ввиду обнаруженного ими явного непонимания задач партии в национальном вопросе и прямого нарушения партийной дисциплины), г) Просить ЦКК рас поручив Секретариату ЦК в трехдневный срок подготовить вопрос о составе РВС Туркестфронта.
г) Просить ЦКК рассмотреть действия тт. Любимова, Печерского и Лисовского в связи с невыполнением директив ЦК

д) Предложить Сред. Аз. Бюро ЦК немедленно отозвать из состава тройки, выезжающей в Фергану для разбора дел басмачей, т. Лисовского, заменив его лицом, вполне обеспечивающим проведение в жизнь политики партии по национальному вопросу.
е) Признать необходимым в ближайшее время поездку т. Рудзутака на неделю в Туркестан, предложив ему о сроке выезда сговориться с секретариатом.

ЦК считает, что подобные аресты, произведенные к тому же обманным путем под видом созыва конференции басмачей, перешедших к мирному труду, могут создать в населении обстановку, благоприятствующую новому взрыву басмаческого движения.
2) Считая предложение т. Лисовского об обязательном расстреле 151 человека из 183 арестованных совершенно неприемлемым и гибельным для дела Советской власти в Туркестане, ЦК не возражает против предложения Сред. Аз. Бюро ЦК нового состава о пропуске арестованных через судебные органы с тем, чтобы подавляющее большинство арестованных было освобождено частью без оговорок, частью же с заявлением неправильности и х ареста, под общественный надзор, а высшая приговор о высшей мере наказания была применена вынесен лишь к 4-5 наиболее злостным и действительно руководящим элементам басмачей, взятие в плен последнее время причем исполнение приговора о высшей мере наказания отложить до специального распоряжения из Москвы.
3) Отозвать тт. Печерского и Лисовского, поручив Секр-ту ЦК в трехдневный срок подготовить вопрос о составе РВСовета Туркестфронта.
4) Предложить Сред. Аз. Бюро ввести в немедля отозвать из тройки состава выезжающей в Фергану для разбора дел басмачей тройки вместо т. Лисовского, включив лицо, вполне обеспечивающее проведение в жизнь политики партии по национальному вопросу

1) Подтвердить, что арест 183 ферганских басмачей сдавшихся доб перешедших на нашу сторону со сдачей оружия и находившихся нас продолжительное время на свободе с ведома гражданских и военных властей Туркестана, на свободе произведенный 2 ноября сего года в момент, когда Фергана уже замирена – является глубоко ошибочным актом. ЦК считает, что подобного рода поступки тем самым подобные аресты, произведенные к тому же обманным путем под видом созыва конференции басмачей, перешедших к мирному труду, могут вызвать создать в населении обстановку, благоприятствующую новому взрыву басмаческого движения.
2) Сообщение члена Туркфронта Считая предложение т. Лисовского о том, что об обязательном расстреле 151 человека из 183 арестованных подлежат расстрелу, считать совершенно неприемлемым и гибельным для дела Советской власти в Туркестане, ЦК не возражает против освобождения их предложения СредАзбюро нового состава о пропуске арестованных через судебные органы с тем, чтобы подавляющее большинство арестованных были освобождены или полностью или под общественный надзор, а высшая мера наказания

была применена лишь к 3 4-5 наиболее злостным кур и действительно руководящим элементам басмачей, взятым в плен до ареста в последнее время.
3) Предрешить отзыв тт. Печерского и Лисовского, поручив С-ту в недельный 3-дневный срок подготовить вопрос о составе РВСовета Туркестфронта.
4) Предложить Ср. Азбюро ввести в состав выезжающей в Фергану для разбора дел басмачей тройки вместо т. Лисовского ввести лицо вполне обеспечивающее проведение в жизнь политики партии по национальному вопросу. С точки зр

Resolved: a) To affirm that the arrest of the 183 Fergana basmachi [Central Asian anti-Soviet rebels] who defected to our side while surrendering their weapons and who were free for a long time with the knowledge of the civilian and military authorities of Turkestan, which took place on November 2 at a time when Fergana had already quieted down – is

a deeply mistaken act. The CC believes that such arrests, which were carried out, furthermore, through deception under the pretext of convening a conference of basmachi who had switched to peaceful labor, could create among the public an atmosphere conducive to a new eruption of the basmach movement.
b) Regarding Cde. Lisovsky’s proposal for the mandatory execution of 151 of the 183 people arrested as completely unacceptable and ruinous for the cause of Soviet rule in Turkestan, the CC does not object to the proposal by the new membership of the Central Asian Bureau of the CC that the arrestees be processed through the judicial authorities with a view to releasing the vast majority of arrestees after a trial, a portion without reservations and with an official statement regarding the impropriety of their arrest, a portion under social

supervision, and that the supreme penalty be meted out only to the four or five most hard-core and truly leading element of the basmachi, and the sentence of the supreme penalty should be deferred pending a special directive from Moscow.
c) To immediately recall Cdes. Pechersky and Lisovsky in view of the obvious lack of understanding they have displayed in regard to the party’s tasks in the nationalities question and their outright breach of party discipline), <<Translator: parentheses not opened>> d) to ask the CCC to con instructing the Secretariat of the CC to prepare within three days the question of the membership of the RMC [Revolutionary Military Council] of the Turkestan Front.
d) To ask the CCC to consider the actions of Cdes. Liubimov, Pechersky and Lisovsky in connection with the failure to fulfill CC directives

e) To recommend to the Central Asian Bureau of the CC that it immediately recall Cde. Lisovsky from the triumvirate that is traveling to Fergana to sort out the situation regarding the basmachi and replace him with a person who fully ensures the implementation of the party’s policy on the nationalities question.
f) To deem it necessary for Cde. Rudzutak in the immediate future to take a trip for a week to Turkestan, recommending that he arrange the timing of his departure with the secretariat.
