1. Ввиду ясно выраженной воли центральных комитетов компартии Бухары и Туркестана, а также части ответственных работников Хорезма ЦК РКП постановляет:
1) Размежевать по национальному признаку республики Средней Азии Туркестан, Бухара, Хорезм с образованием: а) Узбекской республтики, объединяющей узбек, населяющих ТССР, БНСР, ХССР, б) Туркменской республики, объединяющней туркмен ТССР, БНСР и ХССР.
2) Киргизские районы Туркестана объединить с КССР.
3) Выделить автономную область кара-киргиз, с непосредственным вхождением в РСФСР.
4) Выделить в составе Узбекской республики автономную область таджиков.
5) Узбекская и Туркменская республики входят непосредственно в СССР на правах независимых республик.
6) КПТ, БКП и ХКИ реорганизовать соответственно признакам национального размежевания, путем образования: а) Компартии Узбекистана, б) Компартии Туркменистана и в) Кара-киргизской и Таджикской организаций на правах областных организаций.
7) Сохранить Средне-Азиатское партийное объединение (СредАзБюро ЦК РКП), охватывающее компартии Узбекистана и Туркменистана и областные партобъединения Таджикской и Кара-киргизской автономных областей. В будущем перестроить СредАзБюро по примеру Закавказского краевого комитета партии.
8) Для увязки и согласования хозяйственных вопросов, касающихся Узбекской, Туркменской республик образовать Экономсовет.
9) Размежевание ср[едне]-аз[иатских] республик, а равно провозглашение года, т.е. в сентябре октябре месяце, дабы не нарушать текущую хозяйственную деятельность.
10) Для оформления в советском порядке созвать в июле сентябре месяце Всебухарский и Хорезмский курултай и сессию ТурЦИКа, на которых провести постановление и провозгласить декларацию о размежевании.
11) Образовать из представителей национальностей узбек, киргиз, туркмен, кара-киргиз и таджиков территориальную комиссию под председательством Совета Национальностей, для определения границ вновь организующихся республик и областей.

Concerning Drawing the National Borders of the Central Asian Republics
(Turkestan, Bukhara, Khorezm).

1. In light of the clearly expressed will of the central committees of the communist parties of Bukhara and Turkestan, as well as of some senior officials in Khorezm, the RKP TsK resolves:
1) To draw the borders of the republics of Central Asia--Turkestan, Bukhara, Khorezm--based on ethnicity, forming: a) the Uzbek Republic, uniting the Uzbeks populating the TSSR, BNSR, and the KhSSR, b) the Turkmen Republic, uniting the Turkmen of the TSSR, the BNSR, and the KhSSR.
2) To unite the Kirgiz areas of Turkestan with the KSSR.
3) To separate out a Kara-Kirgiz Autonomous Oblast and make it an immediate part of the RSFSR.
4) To separate out a Tajik Autonomous Oblast within the Uzbek Republic.
5) The Uzbek and Turkmen Republics shall enter directly into the USSR with all the rights of independent republics.
6) To reorganize the KPT, BKP, and KhKP in accordance with the features of ethnic borders by forming: a) a Community Party of Uzbekistan, b) a Community Party of Turkmenistan, and c) Kara-Kirgiz and Tajik organizations as oblast organizations.
7) To preserve the Central Asian party association (RKP TsK CentAsBureau), encompassing the communist parties of Uzbekistan and Turkmenistan and the oblast party associations of the Tajik and Kara-Kirgiz Autonomous Oblasts. To restructure, in the future, the CentAsBureau based on the example of the party's Transcaucasian Territorial Committee.
8) To form an Economic Council to coordinate and harmonize economic issues associated with the Uzbek and Turkmen republics.
9) To draw the borders of the Cent[ral] As[ian] republics, and also to plan to proclaim the newly organized republics at the end of the fiscal year, that is, in September October, so as not to disrupt ongoing agricultural activity.
10) For formalization along soviet lines, convene, in July September, an All-Bukhara and Khorezm kurultai [national assembly] and a session of the TurTsIK for the passage of a resolution and the declaration of the new borders.
11) To form a territorial commission chaired by the Nationalities Council and including representatives of the Uzbek, Kirgiz, Turkmen, Kara-Kirgiz, and Tajik nationalities in order to determine the borders of the newly organized republics and oblasts.
