Заседание Комиссии Политбюро ЦК по вопросу об охране границ с Афганистаном, Персией, Зап[адным] Китаем и о басмачестве в Вост[ной] Бухаре
19 января 1925 г.
Присутствовали: т.т. Зеленский, Ягода, Уншлихт, Манджара <<Манжара>> и Менжинский
Слушали:
1. О басмачестве в Восточной Бухаре. (тов. Зеленский).
2. Об охране границ с Афганистаном, Персией, Зап[адным] Китаем. (тов. Ягода)
3. О переходе рабочих кашгарцев из Зап[адного] Китая через границу на полевые работы.
Постановили:
1) В связи с завершением национального размежевания, образованием Автономной Таджикской Республики и выездом на место Таджикского Ревкома, а также в связи с наметившимся некоторым переломом в отношении населения к басмачеству и стремления населения перейти к мирному труду, признать необходимым перейти к более решительным мероприятиям по ликвидации басмачества в Вост[очной] Бухаре:
1. Поручить СредАзБюро ЦК, уполномоченному СТО и командующему Туркфронтом разработать ряд мероприятий, направленных к оживлению хозяйственной жизни, усилению снабжения товарами, организацию хлопковых посевов, выдачу с[ельско]-х[озяйственного] кредита для поднятия сельского хозяйства.
2. Поручить СредАзбюро ЦК обязать ЦК Узбекистана направить в Восточную Бухару необходимое количество работников для усиления политической работы.
3. Наряду с мероприятиями экономического характера и усиление политработы произвести энергичный военный нажим на басмачей, поручив РВС Туркфронта составить план и определить сроки нажима на басмачество, согласовав с остальными мероприятиями.
4. Признавая целесообразность объявление от имени Таджикского Ревкома и Узбекского правительства амнистии всем басмачам, сдавшимся с оружием к определенному сроку поручить местным организациям определить срок объявления и применения амнистии с указанием на кого она должна распространяться и представить на утверждение СредАзБюро ЦК РКП.
5. Одновременно с рядом экономических мер и объявлением амнистии признать необходимым применение к шайкам басмачей, не сложивших оружия и не сдавшимся, самых решительных мер-репрессий, для чего: а) предоставить правительствам нацреспублик право объявления местности на военном положении со всеми вытекающими из такого положения последствиями; б) предоставить особым отделам ГПУ право в районах объявленных на военном положении применения высшей меры наказания к басмачам, захваченным с оружием в руках; в) установить на всей территории Вост[очной] Бухары чрезвычайные сессии военных трибуналов с правом вынесения окончательных приговоров о высшей мере наказания и с приведением их в исполнение по истечении 24-х часов; г) для рассмотрения приговоров по открытым политическим процессам, по которым предполагается применение высшей меры наказания создать при Средазбюро ЦК тройку для предварительного заключения по этим делам.

военного нажима по борьбе с басмачеством признать необходимым усиление борьбы со скрытым пособничеством басмачеству путем применения судебных процессов и административной высылки из пределов Туркестана, предоставив это право по (телеграфному утверждению) ПП ОГПУ по согласованию с правительствами национальных республик.
7. Поручить ПП ОГПУ произвести учет бывших эмирских чиновников на предмет выселения из Узбекистана наиболее злостных или связанных с басмачами, поручив одновременно по согласованию с узбекским и таджикским правительством провести чистку советского аппарата от эмирских чиновников.
8. Принять к сведению заявление тов. Уншлихта о согласии РВС СССР о немедленном отпуске Туркфронту средств на закупку седел или седел натурой и лошадей в количестве определенном штабом РККА, поручив тов. Уншлихту представить к заседанию Политбюро ЦК точную цифру отпускаемых средств.
9. Признать необходимым, чтобы ОГПУ и РВС рассмотрели вопрос о возможности применения льгот (материальных) на работников особых отделов, работающих в районе Вост[очной] Бухары, к работникам военных ведомств.
10. Все мероприятия по борьбе с басмачеством должны проходить под ближайшим руководством Средазбюро ЦК РКП.
2) Принять к сведению сообщение тов. Ягоды об охране Аму-Дарьи.
3) Поручить ПП ОГПУ в Средней Азии и агенту НКИД в Средней Азии согласовать вопрос о порядке пропуска через границы кашгарцев на полевые работы, передав выработанные предложения на утверждение ОГПУ.

Meeting of the TsK Politburo Commission on Protecting the Borders with Afghanistan, Persia, W. China
And Concerning the Basmachi Movement in E. Bukhara

In attendance: Comrades Zelensky, Yagoda, Unshlikht, Mandzhara, and Menzhinsky
Heard:
1. Concerning the Basmachi movement in Eastern Bukhara (Com. Zelensky).
2. Concerning protecting the border with Afghanistan, Persia, W. China. (Com. Yagoda)
3. Concerning the movement of Kashgari workers from W. China across the border for field work.
Resolved:
1) Given that the redrawing of national borders has been completed, the Autonomous Tajik Republic has been formed, and that the Tajik Revolutionary Committee has set out for Tajikistan, and also given the fact that a certain turning point has been observed in the population's attitude toward the Basmachi movement and the desire of the population to shift to peaceful labor, to recognize the necessity of moving toward more decisive measures to eradicate the Basmachi movement in E. Bukhara:
1. To assign the TsK CentAsBureau, a Labor and Defense Council plenipotentiary, and the commander of the TurkFront to design a series of measures aimed at reviving economic life, strengthening the supply of goods, organizing the planting of cotton, and issuing agricultural loans to improve agriculture.
2. To assign the TsK CentAsBureau to require the TsK of Uzbekistan to send a sufficient number of [party] workers to Eastern Bukhara to strengthen political work.
3. Alongside measures of an economic nature and the strengthening of political work, to generate energetic military pressure on the Basmachi by assigning the TurkFront's RVS [Revolutionary Military Council] to put together a plan and determine the timeline for pressure on the Basmachi movement, coordinating it with other measures.
4. In recognition of the expediency of announcing, in the name of the Tajik Revolutionary Committee and the Uzbek government, an amnesty for all Basmachi who turn in their weapons by a particular date, assign local organizations to determine the timetable for announcing and implementing the amnesty, with instructions concerning to whom it applies, and present it for approval to the RKP TsK CentAsBureau.
5. In parallel with economic measures and the declaration of amnesty, to recognize the necessity of using the most decisive repressive measures against Basmachi gangs that do not lay down their weapons and do not surrender, to which end: a) to offer the governments of ethnic republics the right to proclaim areas of martial law with all the attendant consequences; b) to provide the GPU's special departments the right to apply supreme penalties in regard to Basmachi captured with weapons in areas where martial law has been proclaimed; c) to establish throughout E. Bukhara emergency sessions of military tribunals with the right to issue final supreme-penalty sentences and to carry them out within 24 hours; d) to create a troika [commission of three] under the TsK CentAsBureau to review sentences in open political trials for which the use of supreme penalties is presumed in order to issue preliminary findings for these cases.
6. In conjunction with increasing

military pressure in the struggle against the Basmachi movement, to recognize the necessity of intensifying the struggle against those who covertly abet the Basmachi movement using the legal process and administrative exile beyond the borders of Turkestan, granting this right through (telegraph approval) of the PP OGPU [authorized representative of the Joint State Political Directorate, the secret police] in coordination with the governments of the ethnic republics.
7. To assign the PP OGPU to prepare a registry of former emirate officials with an eye toward expelling from Uzbekistan the most malicious ones or those associated with the Basmachi while simultaneously mandating, in coordination with the Uzbek and Tajik governments, that emirate officials be purged from the Soviet apparat.
8. To take note of the request by Com. Unshlikht concerning the USSR RVS's consent to immediately release to the TurkFront funds to purchase saddles or the saddles and horses themselves in a quantity determined by Red Army headquarters, while also assigning Com. Unshlikht to provide the TsK Politburo with an exact accounting of the resources released.
9. To recognize the need for the OGPU and Revolutionary Military Council to consider granting the same (material) benefits received by special department [secret police] employees working in areas of E. Bukhara to military employees.
10. All measures involved in the struggle against the Basmachi movement must be closely overseen by the RKP TsK CentAsBureau.
2) To take note of Com. Yagoda's report on defending Amu-Darya.
3) To assign the PP OGPU for Central Asia and the Foreign Affairs Narkomat agent in Central Asia to work together on developing a procedure for allowing Kashgaris to cross the border for field work and send their proposal to the OGPU for approval.

I strongly request that in the final version of the protocol that every item be started on a new line and at the end, where an (x) has been marked, one general point has to be entered that does not change the essence of the question but is repeated several times.
All measures in the struggle against the Basmachi movement must be conducted with close oversight by the RKP TsK CentAsBureau.

The statement coordinated with Tajik Communist Party bodies and adopted by the CentAsBureau is with Com. Kamenev for comment.
The draft of the appendix is attached.
2. Concerning ethnic formations in the republics of Central Asia.
The question has been coordinated with the Union-level RVS, and I request that Com. Frunze be summoned for a report. He is the one from whom material should be requested.
3. Concerning measures against the Basmachi movement.
