Слушали:
1. О несвоевременном выполнении командованием Самобласти приказа об аресте курбаши Бахрама, повлекшим его бегство.
2. О разграничении меры репрессии по отношению рядовых басмачей, сотников и курбашей.
3. О заложниках.

4. О разграничении работы комиссии по борьбе с басмачеством и командования.

Постановили:
1. Предать суду Реввоентрибунала Начштаба и Военного комиссара Штаба Самаркандской области за невыполнение боевого приказа РВС фронта об аресте Бахрама и нарушения приказа РВСР №6658.
б) Считать необходимым предание суду всех лиц гражданского ведомства, причастных к делу невыполнения приказа об аресте Бахрама, о чем возбудить ходатайство перед Ср. Аз. Бюро ЦКРКП.
2. Рядовых басмачей, против которых население не возбуждает определенных дел, передавать под надзор Особотдела. Всех остальных басмачей также сотников и мелких курбашей, предавать суду Реввоентрибунала, приказав последнему разбор дела производить в кратчайший срок.
Вопрос о мере пресечения предаваемых суду решать командированием по соглашению с Реввоентрибуналом.
3. Считать возможным оставить заложниками родственников курбашей Бахрама, Ачиля, Хамракуля и Шахриата, остальных взятых случайно из под стражи освободить.
Приказать командованию Самаркандской области широко оповестить население и родственников Бахрама, Ачиля и Шахриата, взятых заложниками, о том, что если в течение 48 часов после получения настоящего приказания и оповещения указанных заложников и населения пять ближайших родственников перечисленных курбашей расстрелять.

4. Возбудить перед Ср. Аз. Бюро ЦКРКП ходатайство о том, чтобы работа комиссии по борьбе с басмачеством ограничивалась исключительно политико-административно-хозяйственной работой, не вмешиваясь в область командования, но работая с ним в полном контакте.
5. Установить следующий порядок изъятия оружия у местного населения.
1) Общий учет оружия ведет военведомство.
2) План изъятия оружия из одного района и распределения его по другим районам устанавливается РВС фронта (по докладу местного командования) и по соглашению с соответствующими гражданскими учреждениями.
3) Считать необходимым изъять 500 3-х линейных винтовок из Горного Района, и передать их Ферганскому командованию, последнее должно в 7-ми дневный срок представить на утверждение РВС фронта план распределения их.

RMC members: Cdes. Kuchmin, Rakhimbaev, Rudzutak and Dep. Chief of the Turkestan Political Directorate Cde. Isaev.

Heard:
1. Re the late implementation by the Samarkand Oblast command of the order to arrest kurbashi Bakhram, which resulted in his escape.
2. Re differentiation among repressive measures against rank-and-file basmachi, sotniks [unit commanders] and kurbashi.
3. Re the hostages.

4. Re differentiation between the work of the commission to combat basmachi and the command.

Resolved:
1. To put on trial by the Revolutionary Military Tribunal the Chief of Staff and the Military Commissar of the Samarkand Oblast Staff for failing to implement the military order of the RMC of the front to arrest Bakhram and violations of Order No. 6658 of the RMC of the Republic.
b) To deem it necessary to put on trial all persons in the civilian ministry complicit in the matter of failing to implement the order to arrest Bakhram and to petition the Central Asian Bureau of the CC of the RKP for said purpose.
2. To turn over rank-and-file basmachi against whom the populace is not initiating specific cases to the supervision of the Special Department. All other basmachi, as well as sotniks and low-level kurbashi, are to be put on trial by the Revolutionary Military Tribunal, with the latter ordered to hear the case as soon as possible.
The question of the restrictive measure for those to be tried is to be decided by the commanders by agreement with the Revolutionary Military Tribunal.
3. To deem it possible to leave as hostages the relatives of kurbashi Bakhram, Achil, Khamrakul and Shakhriat, while the rest who were taken by accident are to be released from custody.
To order the Samarkand Oblast command to widely notify the populace and relatives of Bakhram, Achil and Shakhriat who were taken hostage that if within 48 hours after this order is received and the aforementioned hostages and populace are notified, the five closest relatives of the above kurbashi are to be executed. 4. To petition the Central Asian Bureau of the CC of the RKP to have the work of the commission to combat basmachi confined solely to political, administrative and economic work, without interfering in the commanders’ purview but while maintaining full contact with them.
5. To establish the following procedure for confiscating weapons from the local populace.
1) Overall record-keeping on weapons is conducted by the military ministry.
2) The plan for confiscating weapons from one area and distribute them to other areas is established by the RMC of the front (based on a report from the local command) and by agreement with the relevant civilian institutions.
3) The deem it essential to confiscate 500 Mosin-Nagant rifles from Gorny Raion and turn them over to the Fergana command; the latter must submit within seven days a plan for approval by the RMC of the front for distributing them.
