1. Ввиду заявления т. Ф. Ходжаева от имени ЦК Бухарской коммунистической партии о желании Бухарского ЦК иметь прямую связь с ЦК РКП, признать целесообразным установление взаимоотношений Бухарского ЦК с ЦК РКП на общих основаниях с Центральными Комитетами Компартий прочих независимых республик.
2. В Туркбюро ЦК РКП ввести по одному предст[авителю] от Бухарского ЦК и Хорезмского ЦК.
3. Послать на помощь Бухарскому ЦК постоянного представителя ЦК РКП, какового обязать согласовать свою работу с Туркбюро ЦК.
4. Признать недопустимым вмешательство органов Турк[естанской] республики в деле Бухары и Хорезма.
5. Признать целесообразным экономическое сближение Бухарской, Хорезмской и Турк[естанской] республик в области внешней торговли, мелиорации и жел[елезных] дор[ог], выделить для этого соответств[ующие] хозяйственные органы на паритетных началах с участием представителя РСФСР, через каковой и осуществлять согласование сношений центр[альных] ведомств РСФСР с Бухарским и Хорезмским правительствами.
6. До создания указанного в пункте паритетного хоз[яйственного] органа все сношения центр[альных] ведомств РСФСР с Бухарским и Хорезмским правительствами осуществлять через полпредов в Бухаре и Хорезме.
7. Считать целесообразным периодические совещания полпредов Бухары и Хорезма и зав. отд. внешних сношений с Туркбюро для согласования их работы.
8. Признать необходимым объединение антибасмач[еских] фронтов на территории Бухары и Ферганы под руководством специального уполномоченного на то командования по назначению РВСР с тем, чтобы было обращено особое внимание как на политическую работу среди мусульманского населения, так и на усиление снабжен[ия] красноармейских частей; п. 9 пост[ановления] Политбюро ЦК от 14.Х.21 г. пр[отокол] 67 считать обязательным по отношению к Бухаре.

9. Обратить особое внимание на проведение в жизнь 5-го пункта резолюции 10-го съезда по национальному вопросу, говорящего о привлечении к советской работе национальной интеллигенции, доказавшей преданность советской власти широких масс в борьбе с улемистской и контрреволюционной интеллигенцией.
10. Признать необходимым очистить территорию Бухарской республики от контрреволюционных элементов (группа Валидова, турецких контрреволюционеров и т.д.).
11. Признать необходимым переброску в Бухару оборудования для текстильных, мыловаренных, бумажных, кожевенных предприятий (за счет РСФСР) с возложением ответственности за срочность выполнения операций на ВСНХ.
12. Ввиду предъявления Афганским правительством ноты Бухарскому правительству, явно инспирированной Антантой и содержащей в себе попытку, играя на панисламизме части Бухарского правительства, восстановить Бухару против России и в ответ Бухарского правительства найти материал для международной игры буржуазных правительств, собирающихся в Генуе, против Советской России – признать необходимым демонстративный, решительный протест высших органов Бухарской республики (Курултай, Бух[арский] ЦИК) афганскому правительству, выраженный в резкой ноте, требующей отзыва афганского посла из Бухары и невмешательства впредь до внутренних дел Бухары.
13. Для проведения кампании в Бухаре и придания протесту всенародного характера признать целесообразным:
а) созвать экстренную сессию Бух[арского] ЦИК для вынесения протеста против афганской ноты;
б) предложить т. Файз[улле] Ходжаеву съездить в Бухару с тем, чтобы вернуться к моменту отъезда делегации в Геную;
в) командировать в Бухару тов. Соколова А.Н. как представителя ЦК РКП.

RKP CC Politburo Decision
(Regarding Bukhara)
1. In light of the statement from comrade F. Khodzhayev speaking for the CC of the Bukhara communist party regarding the Bukhara CC’s desire to have direct communication with the CC of the RKP, find it expedient to establish relations between the Bukhara CC and the RKP CC based on our mutual relations with the Central Committees of the Communist Parties of the other independent republics.
2. Add one rep[resentative] from the Bukhara CC and one from the Khwarezm CC to the RKP CC Turkburo.
3. Send a permanent RKP CC representative to help the Bukhara CC, and obligate that person to coordinate their work with the CC Turkburo.
4. State that it is unacceptable for the organs of the Turk[estan] republic to intervene in matters concerning Bukhara and Khwarezm.
5. Find it expedient to bring the Bukhara, Khwarezm and Turk[estan] republics closer economically in the areas of foreign trade, melioration and r[ail]r[oads], allocate the approp[riate] economic organs equally with participation from an RSFSR representative, through which the agreements in the relations between central organs of the RSFSR and the Bukhara and Khwarezm governments are to take place.
6. Prior to the creation of the equal econ[omic] organ indicated in the point, all relations between the cent[ral] departments of the RSFSR and the Bukhara and Khwarezm governments are to happen through the plenipotentiaries in Bukhara and Khwarezm.
7. Find it expedient to conduct regular conferences between the plenipotentiaries in Bukhara and Khwarezm and the heads of the departments of external relations with the Turkburo to coordinate their work.
8. State that it is necessary to unite the antibasmach[ist] fronts on the territories of Bukhara and Fergana under the leadership of a special plenipotentiary to command by assignment of the RVSR in order to direct special attention to both the political work among the Muslim community and the increased supp[ly] of goods to the red army there; p. 9 of the dec[ision] of the CC Politburo from October 14, 1921 tr[anscript] 67 is to be considered mandatory with regard to Bukhara.

9. Direct special attention to the realization of point 5 of the resolution from the 10th congress on the national question, which refers to recruiting the national intelligentsia to soviet work, which has proven the loyalty to the soviet government among the wide masses in the struggle against Ulemist and counterrevolutionary intelligentsia.
10. Find it necessary to clear the territory of the Bukhara republic of counterrevolutionary elements (Validov’s group, Turkish counterrevolutionaries, etc.).
11. Find it necessary to transfer resources to Bukhara for textile, soap-making, paper and leather facilities (paid for by the RSFSR), placing the responsibility for expediting the completion of these operations on the VSNKh [Supreme Economic Council].
12. In light of the Afghan’s government’s criticism of the Bukhara leadership, which was clearly inspired by the Entente and consists of an attempt to use the pan-Islamism of part of the Bukhara leadership to establish an antagonistic position for Bukhara against Russia and find fodder in the response from the Bukhara government for the bourgeois governments’ international games in Genoa against Soviet Russia - find it necessary to organize a demonstrative, decisive protest by the highest organs of the Bukhara republic (Kurultay, Bukh[ara] TsIK) against the Afghan government, put forth in the form of a harsh note demanding the recall of the Afghan ambassador from Bukhara and no further meddling in any internal matters in Bukhara.
13. To conduct the campaign in Bukhara and giving the protest a national character, find it expedient to:
a) call an emergency session of the Bukh[ara] TsIK to organize the protest against the Afghan note,
b) propose that comrade Faiz[ulla] Khodzhayev travel to Bukhara to return by the time the delegation departs for Genoa,
c) send comrade A.N. Sokolov to Bukhara as a representative of the RKP CC.
